Kiely, Legal Counsel Angela Noncarrow, Treasurer Lydia Tortora, Clerk Advisor Chris Shashkin, Clerk Jennifer Mannino, Secretary Call to Order 6:35 PM Pledge of Allegiance Maintenance Report - T Pumillo • Playgrounds need to be closed until further notice due to the difficulty of the park to follow the Covid-19 guidelines. MPD would need to hire a full-time security guard to monitor the guests for compliance. All guests need to wear a mask and sanitizer needs to be available. There is also equipment at Veterans Park that needs repair and is dangerous to play on. • Fields are coming back after irrigation has been turned back on. Irrigation was turned on late due to pandemic. Clerks Report - L Tortora/ C Shashkin • Clerks report not complete as information from Jan -May is either completely missing or incomplete • 2018 & 2019 Election records and books are missing. Pieces of information are in disarray. • L Tortora will order new registration from Board of Elections • C Shashkin working on reviewing permit sales, 197 permit numbers are missing, many permits sold have no names, amount received or number of permits sold to the same person so it is difficult to match them up • L Tortora requested the bank records from the Treasurer so she can match up deposits against the sales. • L Tortora created a new Facebook page and put basic information on the page • C Shashkin has to recreate the website as the original was deleted, it will take some time to recreate • C Shashkin also working on sorting out all of the files on the computer, there are over 500 to review _ • G Lomaga would like the attendants to write the license plate numbers on the permits if they see someone coming in without it written in. L Tortora explained it may be difficult to do • L Tortora recommended to move Ryan Buckholtz outside to sell permits and have a carbon copy receipt book instead of in the office as it is difficult to get other work done when he is selling permits at the same time. • G Lomaga agreed and approved to order the CC receipts • L Tortora recommended Christine Elliot to come in as part time clerk for the days that C Shashkin is off, once Ryan is moved outside. OLD BUSINESS Breakwater Beach • K Ryan applied for a permit to have volleyball league on Tuesdays. • MPD will confirm with K Ryan if she is aware of the Phase 4 Covid rules before allowing volleyball, Once discussed they will approve the permit request • G Lomaga mentioned that on Mondays and Wednesdays there is an unofficial group using the courts, it was decided that they will ask this group to leave as they have no permit or insurance • The bench donated by Bill Areneo in memory of his wife will be placed on the west side of the beach Veterans Beach • Mattituck Fire Department Auto Show will be approved and the,rates will be the same, L Tortora will request a copy of the deposit check as it was not recorded • Mattituck FD needs to be informed of Maximum occupancy • G Lomaga would like to add water fountains in the 2021 budget for,Veterans and Breakwater beach • S Kiely will contact the Soda machine vendor to remove the machines NEW BUSINESS Aldrich Lane • C Dwyer applied for use of the soccer field in September, there are 10 teams and they are Covid compliant • The rates will remain the same • It was suggested that they play/practice earlier in the month of November so that the lights do not have to be on for too long Love Lane • The Commissioners decided to keep the ramp gate locked General • S Kiely suggested we publish for the election of a new Commissioner to be done on August 13, 2020. • It was determined that more time is needed to be prepared to hold an election • The election will be held on August 27, 2020 • A Noncarrow presented the budget numbers and spending from last year and 2021 budget items discussed • The Commissioners discussed possible projects and ideas for 2021 budget • A Noncarrow will work out the numbers and finalize for the Special meeting on July 14, 2020. Goehringer, all in favor and motion carried unanimously to approve the Minutes from the June 11, 2020 Regular Meeting and special meeting minutes from June 16 and 25, 2020 submitted via email. TREASURER'S REPORT (A. RESOLUTIONS RESOLUTION 2020-45 RESOLUTION SETTING MEETING DATES FOR AUGUST 2020 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby set the following meeting dates for the month of August 2020: Work Session, Thursday, August 6, 2020 at 6:30 P.M. and monthly meeting, Thursday, August 13, 2020 at 6:30 P.M. RESULT: Motion by G Lomaga, seconded by G Goehringer, all in favor and motion carried unanimously to approve Resolution 2020-45. RESOLUTION 2020-46 RESOLUTION APPROVING BILL REGISTER AND AUTHORIZING PAYMENT OF CURRENT BILLS RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approve the Bill Register submitted by the Treasurer for the July 9, 2020 meeting and further authorizes payment of the current bills. RESULT: Motion by,G Lomaga seconded by G Goehringer, all in favor and motion carried unanimously to approve Resolution 2020-46. RESOLUTION 2020-47 RESOLUTION APPROVING MEETING MINUTES FROM JUNE 11, 2020 AND SPECIAL MEETING MINUTES FROM JUNE 16, AND JUNE,25, 2020 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approve the June 11, 2020 meeting minutes and June 16 and June 25, 2020 Special meeting minutes submitted via email. RESULT: Motion by G Lomaga seconded by G Goehringer, all in favor and motion carried unanimously to approve Resolution 2020-47 pending G Lomaga review of June 25, 2020 special meeting minutes. RESOLUTION 2020-48 RESOLUTION DESIGNATING HOLIDAY PAY DAYS RESOLVED that the Board of Commissioners of the Mattituck Park District hereby designates the following days as official holidays: January 1, Presidents Day, Memorial Day, July 4, Labor Day, Thanksgiving Christmas and one floating holiday RESULT: Motion by Lomaga, seconded by G Goeh ringer, all in favor and motion carried unanimously to approve Resolution 2020-48. RESOLUTION 2020-49 RESOLUTION APPROVING PAYMENT OF ONE TIIIfIIE SIGNING BONUS "WHEREAS, it has come to the attention of the Park Commissioners, that contrary to existing policies and norms, certain representations by a former employee were made to Park District Staff; WHEREAS, said representations occurred prior to, and in preparation for the summer season 2020 and included pecuniary benefits; WHEREAS, specifically the subject representations included a one hundred dollar($100.00) signing bonus for lifeguards, a one hundred dollar($100.00 ) bonus per referral for lifeguards, and mileage reimbursement for staff for their vehicular use going to and from Park District properties; WHEREAS, said representations were made wholly without any authorization from the Board of Commissioners; WHEREAS, despite the fact that the Board of Commissioners did not approve said benefits, the Board had determined that it would be in the best interests of the residents of the Park District that the affected staff be made whole in order to maintain and continue to foster an atmosphere of goodwill amongst the Commissioners and staff; and now therefore it be RESOLVED, that notwithstanding the aforementioned unauthorized representations, the Park Commissioners will retroactively, and for this one instance, compensate staff who make bona fide claims of being entitled to the lifeguard signing bonus, referral bonus, or mileage reimbursement; and be it further RESOLVED that the Treasurer is authorized to make and shall effectuate such payments." RESULT: Motion byG Lomaga, seconded by G Goehringer, all in favor and motion carried unanimously to approve Resolution 2020-49. RESOLUTION 2020 -50 RESOLUTION ADOPTING THE 2021 PROPOSED BUDGET RESOLVED that the Board of Commissioners of the Mattituck Park District hereby adopts the 2021 proposed budget, attached hereto, prepared by the Treasurer. RESULT: Tabled to Special Meeting July 14, 2020 RESOLUTION 2020 -51 RESOLUTION AUTHORIZING BUDGET VOTE & PUBLISHING RESOLVED that the Board of Commissioners of the Mattituck Park District hereby authorizes Secretary Jennifer Mannino to advertise and publish the proposed 2021 budget in the Suffolk Times on July 30th and August 6th, 2020 for the meeting and public vote on the proposed budget to be held on August 13, 2020 from 5:00 p.m. to 8:00 p.m. at Veterans Memorial Park. RESULT: Tabled to Special Meeting July 14, 2020 RESOLUTION 2020 -52 RESOLUTION APPOINTING AN ELECTION INSPECTOR FOR THE --AUGUST 13, 2020 BUDGET VOTE WHEREAS, a meeting of the legal voters of the Mattituck Park District will take place on the 13th day of August, 2020, from 5:00 p.m. to 8:00 p.m. for the purpose of voting on the proposed budget for the fiscal year 2021; and WHEREAS, Election Inspectors are needed to manage and process voter registration, tally the votes and record the results; now, therefore, be it RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint Christine Elliott as an Election Inspector for the August 13, 2020 budget vote to work from 4:30 p.m. to 8:30 p.m. at a pay rate of$16.00 per hour. RESULT: Motion by Lomaga, seconded by G Goehringer, all in favor and motion carried unanimously to approve Resolution 2020-52. RESOLUTION 2020 -53 RESOLUTION APPROVING REIMBURSEMENT OF LIFEGUARD CERTIFICATION FEE RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approves the reimbursement of the Lifeguard certification fees for the following employees: Kathy Ryan $250.00 (full amount) Bridget Ryan $180.00 Stephen Hoare $217.50 WHEREAS resolution 2019-106 states the employee shall be reimbursed half of the fee the first year of employment and the second half will be reimbursed the following year of employment with the Mattituck Park District. RESULT: Motion by G Lomaga seconded by G Goehringer, all in favor and motion carried unanimously to approve Resolution 2020-53. RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve Resolution 2020-55. RESOLUTION 2020 -56 RESOLUTION AUTHORIZING BUDGET VOTE & PUBLISHING RESOLVED that the Board of Commissioners of the Mattituck Park District hereby authorizes Secretary Jennifer Mannino to advertise and publish the proposed 2021 budget in the Suffolk Times on July 301h and August 61, 2020 for the meeting and public vote on the proposed budget to be held on August 13, 2020 from 5:00 p.m. to 8:00 p.m. at Veterans Memorial Park. SPECIAL MEETING MINUTES Mattituck Park District Board of Commissioners Special Meeting Tuesday July 14, 2020 5:30PM Attendance Gerard Goehringer, Chairperson George Lomaga, Deputy Chairperson Angela Noncarrow, Treasurer Stephen Kiely, Council Lydia Tortora, Clerk/Advisor Chris Shashkin, Clerk Jennifer Mannino, Secretary Call to Order: 5:45 PM Budget Discussion • A Noncarrow presented 2019 budget and compared with actual spending for the year and then presented 2020 budget and compared with actual spending to date. • A Noncarrow and the Board went through each line item in the proposed 2021 budget and discussed where spending can be cut and what may need to increase. • G Lomaga would like hire a manager to oversee all of the Mattituck District parks and then report to the Commissioners any potential problems/issues that need to be addressed. J Goehringer disagreed as what would this person do in the winter and there has never been a need for a manager in the past. • C Shashkin suggested possibly hire a seasonal manager • It was decided to add that to the 2021 proposed budget and once a third Commissioner is elected the issue will be discussed further. General • The election vote date has been changed to November 12, 2020 due to Covid-19 and the challenges of preparing for an election on such short notice. • L Tortora asked the Commissioners for clarification of who is permitted to use the MPD beaches, as the beach attendants are not clear how a "non-resident" is defined. • The Commissioners stated that the Park district is for residents of Mattituck and Laurel only and the resident must provide proof of residency. The beach attendants will have to try their best to keep non-residents off of MPD premises. RESOLUTIONS RESOLUTION 2020—55 RESOLUTION ADOPTING THE 2021 PROPOSED BUDGET RESOLVED that the Board of Commissioners of the Mattituck Park District hereby adopts the 2021 proposed budget, attached hereto, prepared by the Treasurer. RESOLUTION 2020 -56 RESOLUTION AUTHORIZING BUDGET VOTE & PUBLISHING RESOLVED that the Board of Commissioners of the Mattituck Park District hereby authorizes Secretary Jennifer Mannino to advertise and publish the proposed 2021 budget in the Suffolk Times on July 23rd, July 301' and August 6111, 2020 for the meeting and public vote on the proposed budget to be held on August 13, 2020 from 3:00 p.m. to 8:00 p.m. at Veterans Memorial Park. RESOLUTION 2020-58 RESOLUTION APPOINTING CHRISTINE ELLIOT AS PART TIME CLERK RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoints Christine Elliot as Part Time Clerk for 12 hours per week at an hourly rate of$18.00 effective July 27, 2020. RESOLUTION 2020-59 RESOLUTION APPROVING RETROACTIVE PAY-- - - INCREASE FOR RYAN BUCHOLTZ RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approves the pay increase for Ryan Bucholtz to $18.00 per hour due to his increase in responsibilities.
