We did not remove most of the sheet rock on exterior walls, the ceilings were not removed at the rear of the home where t Tetwo bedrooms are located. The ducts were not replaced, it was an existing system. We replaced the condenser and air handler in kind. Boiler and WH remained, it was not replaced. Below I snipped in a section of the New York State Energy Conservation Construction Code 2015 Chapter 5 R503. Basically the way I read this is the unaltered section of the home do not need to comply with the new energy code. Due to the fact that we did not alter the entire home there is no way we can meet the energy code for Blower Door and Duct Blaster. Also, we should not be required to complete manuals since this is not a brand new HVAC system. Alterations to an existing budding,building system or portion thereof shall conform to the provisions of this code as they relate to new construction without requiring the unaltered portions of the existing building or building system to comply with this code.Alterations shall not create an unsafe or hazardous condition or overload existing budding systems. Alterations shall be such that the existing building or structure uses no more energy than the existing building or structure prior to the alteration.Alterations to existing buildings shall comply with Sections R503.1.1 through R503 2. Can you please reconsider this request, due to the above code reference I do not believe it is a requirement. Also, the stair down to the basement from the garage was existing, we did not add that door. I do not think my client should have to bear the expense of replacing the door and making the door self-closing. In regards to the Bedroom towards the rear of the home, I opened the septic and over flow tank and will certify the system meets the requirements for a 3-bedroom. I,Anthony Portillo, RA met with the owner's septic company,they opened and cleaned out the septic tank and overflow tank, I then completed an examination of the tank.The septic and overflow tank is acceptable for a 3 bedroom occupancy. Both tanks were in great condition and in working order. Please accept this letter as certification for the existing septic tank and overflow tank. The scope of work completed at 100 Woodcliff did not include removing sheetrock at exterior walls, 85%of the sheetrock remained on all exterior walls.The request of the blower door test should be `waived since we did not have the ability to insulate and air seal the exterior walls to meet 2015 IECC. Also,the existing duct work was not removed and replaced,the only mechanical work completed at the home was the replacement of the air handler and the condenser. Due to this being an existing supply- system,the duct sealant test should also be waived. All the other required items have been rectified,we have provided pictures enclosed,and I am certifying the work was done to code.Also included, is the plumber solder certificate. I just spoke with Mike and John regarding this project and you must perform the testing and submit the manuals as stamped on the plans.There are no permits on file for central AC in this house,therefore the duct testing also must be performed. No inspections have been called in for this project other than the electrical,and this permit and work had been issued/started before the pandemic. Inspections must be performed so we can monitor the process and this would have been addressed much sooner. If the blower door testing fails,then we will find a way to work with you this time. Regarding the sanitary system, I searched our records and found a Town Septic permit for this property. In addition,you have certified this system. This is a very fortunate event as most people update their system but do not get Town Septic permits,so in this case you will not need the Health Department. The piping was also inspected using a camera, it was a new pipe leading to the septic tank. I can provide the sizes of the tanks and calculation for further clarity if needed. I am also providing sections of the Existing Residential Energy Code, regarding the request for Blower Door and Duct Blaster. If you read the second paragraph it states that the altered portions need to meet the requirements of this code, but the unaltered portions of the existing building do not need to meet the new construction energy code. Basically this means if the entire building is not being altered and we cannot meet the requirement of 3 air changes per hour, the blower door testing should not be a requirement. If we gutted the entire building and had the ability to air seal the entire envelope the requirement would make sense. If you read the plans, a significant portion of this building was not touched, and most of the exterior walls were left existing, sheetrock was not removed.
