Neville Southold Town Clerk, Registrar of Vital Statistics Records Management Officer; FOIL Officer Marriage Officer PO Box 1179 Southold, NY 11971 Tel. 631 765-1800, Ext. 228 Fax 631 765-6145 Cell 631 466-6064 1 Executive Order#15 of 2020 EXTENDING AN EXECUTIVE ORDER DECLARING A DISASTER EMERGENCY WHEREAS,by Executive Order issued on March 12, 2020,pursuant to Section 24 of the Article 2-B of the Executive Law of the State of New York, a disaster emergency in the Town of Southold was declared and said Executive Order was extended on April 12, 2020; and WHEREAS, on April 27, 2020,the previous Executive Order issued March 12, 2020 and extended on April 12, 2020 was extended and modified; and WHEREAS, the Executive Order issued on April 271h was extended on May 2, 2020 by Executive Order#4 of 2020, on May 7, 2020 by Executive Order# 5 of 2020, on May 12, 2020 by Executive Order# 6 of 2020, and on May 17, 2020 by Executive Order# 7 of 2020, and was extended and modified by Executive Order# 8 of 2020 on May 22, 2020, and again extended and modified by Executive Order# 9 of 2020 on May 28,2020; by Executive Order# 10 on May 31, 2020, by Executive Order#11 on June 1, 2020; by Executive Order#12-2020 on June 7, 2020; by Executive Order#13 on June 17, 2020, and ; by Executive Order#14 on June 21, 2020; and WHEREAS,the current Executive Order will now end at midnight on June 26, 2020; WHEREAS,the COVID-19 virus continues to remain a serious threat to health,welfare and safety of the residents and visitors of the Town of Southold; and WHEREAS,the State of New York has continued and modified Executive Order No. 202 dated March 7, 2020. NOW,THEREFORE,I, Scott A.Russell, Supervisor of the Town of Southold,pursuant to Section 24 of the Article 2-B of the Executive Law of the State of New York, do hereby further extend and modify the Declaration of a State of Emergency in the Town of Southold as follows: 1. That portion of Executive Order#3 of 2020, as modified by Executive Order#13 of 2020 suspending and modifying section 189-3 A(4) of the Town Code of the Town of Southold, to the extent that Resident Parking Permits set to expire on December 31, 2019 shall be valid until June 30,2020 is hereby further modified to the extent that Resident Parking Permits set to expire on December 31,2019 shall be valid until July 10, 2020: 2. That portion of Executive Order#3 of 2020, suspending and modifying sections 189-2 A, B and C of the Town Code of the Town is hereby modified as follows: a. That portion restricting parking at Town Beaches,Boat Ramp Areas,Road Ends and other areas designated"Parking by Southold Town Permit Only"exclusively for vehicles with Resident Parking Permits;Resident Trailer Permits, and Resident Temporary Ramp/Road End Use Pass only, is hereby modified to the extent that parking at Town Beaches, Boat Ramp Areas,Road Ends and other areas designated "Parking by Southold Town Permit Only" shall be exclusively for vehicles with Resident Parking Permits; Resident Trailer Permits,and Resident Temporary Ramp/Road End Use Pass, Hotel/Motel Parking Permits; b. That portion declaring that any Lessee Parking Permit, Hotel-Motel Parking Permits, Guest Permits and Non-Residential Seasonal Beach Parking Permit issued for the year 2020 temporarily null and void until further notice is hereby modified to the extent that Hotel-Motel Parking Permits are hereby valid; c. That portion prohibiting the issuance of any Lessee Parking Permit, Hotel-Motel Parking Permits Guest Permits and Non-Residential Seasonal Beach Parking Permit is hereby modified to the extent that the Town Clerk is hereby authorized and directed to issue Hotel-Motel Parking Permits, subject to the following restrictions: i. Hotels,Motels, and Trailer Parks shall only be issued up to 25% of the number of permits otherwise permitted under the Town Code for the Town of Southold, and; ii. Bed&Breakfast establishments applying for Hotel-Motel Parking Permits shall be limited to no more than 2 permits per establishment; iii. The Town Clerk is hereby directed to issue a duplicated permit stamped "COPY" for any permit issued; iv. Hotel-Motel operators are to give the duplicate permit to the same guest who is issued the corresponding parking permit, said permit to be carried at all times by guests when on Town beaches; v. Hotel-Motel guests issued a Hotel-Motel Parking permit by an establishment are hereby directed, to provide said permit to any Town official, upon request, and; d. That portion declaring any Lessee Parking Permit,Hotel-Motel Parking Permits Guest Permits and Non-Residential Seasonal Beach Parking Permit issued for the year 2020 null and void until further notice,is hereby modified to the extent that Hotel-Motel Parking Permits are hereby valid, and; 3. That portion of Executive Order#10 of 2020 declaring that Town Beaches,Road Ends and Boat Ramps are for the use of residents and homeowners of the Town of Southold only is hereby modified to the extent that effectively immediately, Town Beaches,Road Ends and Boat Ramps are for the use of residents and homeowners of the Town of Southold, and holders of Hotel-Motel Parking Permits, only, and; 4. All of the other terms and conditions of the Executive Order issued on March 12, 2020, extended on April 12,2020, and modified and extended on April 27,2020 by Executive Order#3 of 2020, and extended by Executive Orders#4 of 2020, # 5 of 2020, # 6 of 2020, # 7 of 2020, and extended and modified by Executive Order# 8 of 2020 and again extended and modified by Executive Order# 9 of 2020 and# 10 of 2020 and extended by Executive Order#11-2020 and#12-2020, and extended and modified by Executive Orders#13 -2020 and further extended by#14-2020 shall remain in full force in effect until further notice.
