A meeting of the Southold Town Conservation Advisory Council was held Wed., August
12, 2020 via the Zoom Online Platform.

CALL TO ORDER
Chairman Peter Young called the meeting to order at 4:35PM.
APPROVAL OF MINUTES
Moved by Peter Young, seconded by Caroline Burghardt to Approve the minutes of
February 5, 2020.

Format and Venues for Meetings and Subsequent CAC Activity
The CAC meetings will be held virtually, and in accordance with the Governor's Executive
Order 202.1, until further notice. These will be noticed public meetings that will be posted
on the Town's website.

Open Meetings Law during a State of Emergency
The NYS Governor's office has provided guidance on how to conduct committee meetings
during this time. In summary, the meetings are to be noticed, conducted using video
conference, recorded and posted on the Town's website and the recording must be
transcribed.
Review of Wetland Permit Applications
Applications for Wetland Permits will continue to be referred to the CAC by the Board of
Trustees. The CAC will be conducting on-site inspections following the safety protocols in
place.
Online Training Suggestions
Chairman Peter Young asked the members for suggestions for on-line training. Carol
Brown said she would share upcoming dates for training workshops being offered by the
Peconic Estuary Program.
2021 Budget Requests
Peter Meeker requested consideration for funding for the Climate Smart Communities
Program as it relates to the Town's Comprehensive Plan. Councilman Dinizio asked for
specifics as the Public Hearing is scheduled for August 25th and there will be no further
editing by the Planning Board. Peter Meeker requested a separate meeting to discuss the
CSC program stating that we have an obligation to inform the public, and stressing the
sooner the better. This could be accomplished by hosting community meetings. Chairman
Young suggested Peter contact the NYSDEC for guidance on how to accomplish the
goals of the CSC during these challenging times. Some suggestions from the council
members were to place an ad in the Suffolk Times, the Town's community ad, send out an
e-mail blast, and present to local civil groups.
The members will submit their budget requests to Chairman Young for consideration.
Climate Smart Communities Program
Peter Meeker asked if any of the council members were interested in reviewing the
questionnaires that he has received to date. He has received approx. 50% of the
questionnaires back from the department heads. Chairman Young suggested another
round of solicitation. Councilman Dinizio requested a list of the departments that haven't
responded. Chairman Young asked that list be!forwarded to him and he will then discuss ,
this further with Supervisor Russell.
Fishers Island Seagrass Management Coalition
John Chandler is the newest member of the CAC. He offered to review the recent request
from the Fishers Island Seagrass Management Coalition and has already been in contact

with Connor Jones, FISM Coordinator. According to John, there are no action items at this
time from the coalition. The CAC agreed to assist. John will continue to be in contact with
Connor Jones and report back.
The next meeting of the Conservation Advisory Council will be held on Wed. September 9,
2020 via the Zoom Online Platform.
There being no further business to come before the Council, the meeting was adjourned
at 5:30PM.
