Neville,Town Clerk Town of Southold 53095 Route 25 PO Box 1179 Southold, NY 11971 Dear Supervisor Russell and Members of the Town Board: Re: Application of Marine III District to Plum Island ferry parcel at Orient Point Thank you for proposing to apply the zoning district"Marine III" to the approximately nine-acre, federally owned parcel on the East End used by the Plum Island Animal Disease Center, currently zoned for multiple uses, and for holding a public hearing this afternoon. Save the Sound supports the proposed zone change because the new zone to this critically important infrastructure will afford better protection to Plum Island itself. Critical role of Southold Town in preserving Plum Island We would like to thank Southold government–Supervisor Russell,the Town Board,the Planning Board, the Planning Department,the Town Clerk,the Trustees,the Town Historian,the Historic Preservation Commission,the IT Department, and all the many fine employees in support positions,for information, participation, and access during the two-year Envision Plum Island process,which resulted in the report and brochure, released on July 22 and available at www. reservelumisland,orc 'envision-report, produced by Save the Sound,The Nature Conservancy, and consulting firm Marstel-Day. Moreover,thank you for your critically important role in zoning Plum Island itself, into the Plum Island Conservation and Plum Island Research Districts. Our gratitude extends to County Legislator Al Krupski, who, when in Southold Town government, played an early, active, and important role in the essential work of Plum Island's zoning. It is clear the Town of Southold is united in the goal of preserving Plum Island for conservation, education, research, controlled public access, and jobs. The Preserve Plum Island Coalition's vision—the vision of the entire region, we now know—is of Plum Island Preserve. Protecting the means for ferry travel to and from Plum Island—critically important component for the creation of Plum Island Preserve The Plum Island ferry parcel at Orient Point is essential for bringing the region's vision for Plum Island to fruition.This is why we support applying the Marine III zone to that parcel. The nearly 200 stakeholders who participated in Envision Plum Island know, and our resulting report details,why a zone change to Marine III is key to the long-term preservation of this unique feature of the Town and Long Island Sound as a whole. Interpretation, Museum, Controlled Public Access, and Stewardship As you well know,there is not another island like Plum Island, anywhere.To protect the island's amazing biodiversity, historical resources,the cultural heritage of people who've lived here for thousands of years, and—not the least—jobs,the region has envisioned Plum Island Preserve.And to make that happen,the Plum Island ferry parcel needs to be kept for one purpose.The parcel should never be developed in the many ways its current, Marine II, zoning would allow. In addition,the brilliant decision by Southold to include the possibility of a small museum, as an accessory use, in the Marine III District falls in line completely with the region's vision. One favorable aspect of a small Plum Island museum at Orient Point is that it could accommodate more people than can be sustainably accommodated on the island itself. Visitors might include people who already are present at Orient Point, such as those using the Cross Sound Ferry or those enjoying the nearby County and State parks. We envision attendance that would be managed so as to not generate additional traffic on Southold's limited and seasonally congested roads.The ferry facility itself, might include a ticket office that also would serve to control the levels of public access to Plum Island,with its fragile habitats, historic features, and potential archaeological treasures, all which require careful stewardship. And, of course,the ferry parcel is needed as a launch site for employees traveling by ferry to and from the future jobs we envision can be situated at a revamped research center—one that plays an important role in Long Island's research corridor. Your bold actions in zoning Plum Island and the ferry parcel are to be commended.Thank you for the Town's forward thinking in protecting what our region knows really is a national treasure. We believe the parcel should be used, as permitted in MITI zoning, "for ferry service to and from Plum Island only," and with accessory uses related to the primary permitted use as a ferry terminal, such as a small museum. As you know, Save the Sound and The Nature Conservancy, members of the PPIC, have undertaken an Envision Plum Island process over the last year, involving almost 200 people from around the region.They released the results this summer on July 22.The Envision Plum Island document, available at www.preservenlumisland.or�/envision-report, promotes the concept of Plum Island Preserve,wherein the island would be conveyed to the State of New York.To create Plum Island Preserve,the current Orient Point ferry facility would be conveyed along with Plum Island's PIR District, at the least, and, preferably, with both the PIR and PIC District. Such a full conveyance of the entire island with the ferry parcel could help assure future public access to the island, employee commutation to new jobs, ecological resource management and study, historic preservation activities, and archaeological investigations. Through the nearly two-year Envision Plum Island process,the PPIC has developed a concept for the Plum Island ferry parcel that would include a small Plum Island museum,which also could serve as an assembly area or visitor center for people going to Plum Island and, perhaps through passenger tickets, could control the number of people visiting the island on a given day. Further, it could host exhibits or lectures related to Plum Island and its relationship to the other islands in Southold's archipelago. We note our vision conforms to the language of the Marine III zoning district: Marine III zoning is perfect for Plum Island's ferry parcel at Orient Point. In the document called,Alternatives for Final Disposition of Plum Island, written by the U.S. Department of Homeland Security as a Report to Congress, dated June 27, 2016,there is a paragraph on p. 25 worth noting. The heading is, "Synergistic Relationship between Plum Island and the Orient Point Facility." It says the following: Letter to Town of Southold Supervisor Scott Russell 2 of 2 Application of Marine III District to Plum Island Ferry Parcel "The close proximity and multiple amenities of the Orient Point Facility make it an ideal gateway to Plum Island for the transport of personnel,vehicles, equipment, and supplies.The ample parking, indoor and outdoor storage areas, and administration building complement the harbor operation and can support a broad range of uses and activities on Plum Island. "The continued relationship between Plum Island and the Orient Point Facility would benefit any alternative for the final disposition of the Property and is a vital link to those interested in the future reuse of the existing buildings and infrastructure on the Property.There likely would be a significant adverse impact on the value and utility of Plum Island if rights of access to and use of the Orient Point Facility are not included in future conveyance documents." We continue in our efforts to move Congress to pass federal legislation that will remove the current requirement of disposing of Plum Island at a public sale, or auction.The Envision Plum Island report presents a unified, stakeholders'vision for the future of Plum Island and a variety of options to convey Plum Island into beneficial reuse, assuming that public sale requirement is lifted. Thank you for your vigorous participation in the Envision Plum Island process and your previous, well-thought- out zoning actions affecting Plum Island, which provided the foundation for the region's stakeholders to develop a unified vision for the island's future.
