Adoption of the Southold Town Comprehensive Plan Update. The draft Comprehensive Plan Update
outlines a strategy to guide the future of Southold Town. It includes policies for managing the Town's
expected as-of-right growth and for encouraging economic activity such as agritourism
(e.g.farmstands), but without building. Currently,the Town faces issues including development
pressure;traffic congestion; limited housing supply for workers;the need to preserve resources of
natural and historic significance;and limited sewer capacity. The Comprehensive Plan Update
includes a number of policies to address these issues, including small measures to improve
stormwater management such as by exploring opportunities for Green Infrastructure. The draft
Comprehensive Plan Update includes the following chapters: 1) Introduction; 2) Demographics;3)
Land Use; 4)Transportation and Infrastructure;5) Community Character;6) Natural Resources and
Environment; 7) Economic Development; 8)Housing; 9)Agriculture; 10) Land Preservation; 11)
Human Services; 12) Natural Hazards;and 13) Parks and recreation. The plan does not include
actions or zoning updates aimed at increasing development. A separate SEQRA action would be
conducted for any zoning updates in the future implementation.

Re: State Environmental Quality Review (SEQR) for the Adoption of the Town of
Southold Comprehensive Plan
• Lead Agency Request
• Coordinated Review
The Southold Planning Board has received the request for comments and establishment of
lead agency pursuant to Article 8 (State Environmental Quality Review Act-SEQRA) of the
Environmental Conservation Law and 6 NYCRR Part 617.
The Southold Planning Board is an involved agency for the action and has no objection to the
Southold Town Board taking lead agency.
Furthermore, the Southold Planning Board has no issues of concern at this time on the action.

Requested Action:
