The guidelines/rules (27 pages) need to be read and agreed to on the Department of Health website by someone from the Park district. • 48 hours prior to opening the beaches, L Tortora will send a letter to the State and a copy to the Suffolk County Dept of Health stating that we meet the state standards. The bathrooms need to be cleaned/sanitized 3 times per day with County approved disinfectant. T Pumillo said he and D Reeve would be able to do that everyday. The Lifeguards will be responsible for making sure the beach guests' blankets are 1 Oft apart to comply with the guidelines K Ryan requested 10 x 12 COVID-19 compliant signs to be purchased and she will post them in the appropriate places. The Commissioners approved. The total is$244.00 for the needed signs. • K Ryan also has "Parking Lot full" signs available for the beach attendants to use when the parking lots are 50%full in order to keep with the 50% occupancy COVID-19 requirement • Employee temperatures need to be taken every day when they arrive for work or they need to respond to 3 questions regarding possible exposure to COVID-19. • K Ryan will take the Lifeguard temperatures and ask the questions. • L Tortora will take the Beach attendants temperatures and ask the questions. • A Daily log will be kept of temperatures/question responses L Reisenberg recommended recommends that the Lifeguards do an hourly count of the number of people on the beach and keep accurate records for compliance purposes. The bathrooms need to be functional before the parks can be opened. Breakwater Beach is ready to go. G Goehringer will follow up with Henry Smith Plumbing the second pressure tank will be installed this week and Veterans Park bathroom will be ready to open. The Commisioners approved T Pumillo to purchase the supplies needed for the Vets park bathroom (soap dispensers, paper towels,toilet paper,waste cans etc) He estimates it will cost $500.00 for all of the supplies. K Ryan would like to open by July 1, 2020. G Lomaga suggested July 3, 2020 to ensure that everything is ready. The Commissioners agreed. G Lomaga suggested the Mattituck Yacht club beach be closed for now as too much to handle. It was decided that the MPD will put no parking signs on their side of the parking lot to allow for the MYC members to access the beach. L Reisenberg suggested to keep a record of all items purchased for the COVID-19 compliance and then submit to FEMA for 75% reimbursement of expenses. C Shashkin introduced himself and gave his background history. He has been assisting L Tortora with recovering lost passwords and emails. He recommended having an MPD domain and have employee email accounts through the domain. L Tortora suggested that we use the optonline account as there are 15 email names that can be used at no further expense. The Commissioners agreed to use the optonline account. Mr. Shashkin also expressed an interest in the Senoir Clerk position. L Tortora expressed the need for a 2"d computer and a 2nd phone line in the Veterans park office. The commissioners agreed to the purchase of both items. After his departure, the Commissioners discussed and then called Mr. Shashkin to offer him the position of Senior Clerk Typist, he accepted but must give two weeks notice at his current job. Veterans Park Bathroom G Goehringer reported that the first pressure tank has been installed and a second tank will be installed this week and the bathroom will be ready for use. c L Reisenberg would like it noted that he strongly disagrees with the purchase of the pressure tanks as after speaking with a SCWA employee the problem is with the size of the pipes entering the building. He feels that should have been addressed to fix the problem permanently. It was decided that the tanks needed to be purchased on an emergency basis to get the beaches open and the Commissioners will budget to replace the pipes at a future date. G Lomaga would like to get an estimate before the next meeting so that it can possibly be budgeted for next year. RESOLUTION 2020-41 RESOLUTION APPROVING THE OPENING OF BREAKWATER AND VETERANS PARK BEACH RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approves the opening of Breakwater and Veterans Park Beach on July 3, 2020 subject to the completion of Veterans Park bathroom. FURTHERMORE the bathrooms must be compliant with the Suffolk County Health Department COVID-19 regulations prior to opening. RESULT: Motion by Goeh ringer, seconded by L Reisenberg, all in favor and motion carried unanimously to approve Resolution 2020-41. RESOLUTION 2020-42 RESOLUTION APPROVING THE PURCHASE OF SECOND OFFICE COMPUTER RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approves the purchase of a Windows 10 computer with a maximum purchase amount of$1100.00 pending the status of any other Park district computers. RESULT: Motion byl- Reisenberg, seconded by G Lomaga, all in favor and motion carried unanimously to approve Resolution 2020-42. RESOLUTION 2020-43 RESOLUTION APPOINTING CHRIS SHASHKIN AS SENIOR CLERK TYPIST RESOLVED that the Board of Commissioners of the Mattituck Park District hereby Appoints Chris Shashkin as Senior Clerk Typist at a pay rate of$26.00 per hour not to exceed 20 hours per week effective July 9, 2020. RESULT: Motion byG Lomaga, seconded by G Goehringer, all in favor and motion carried unanimously to approve Resolution 2020-43. RESOLUTION 2020-44 RESOLUTION APPOINTING LAMB & BARNOSKY, LLP AS THE MATTITUCK PARK DISTRICT LABOR AND EMPLOYMENT LAW COUNSEL RESOLVED that the Board of Commissioners of the Mattituck Park District hereby Appoints Lamb & Barnosky, LLP, 534 Broadhollow Road, Suite 210, Melville, NY 11747 to represent the Mattituck Park district as Labor and Employment Law Counsel at a pay rate of$335.00 per hour to assist with Labor matters effective June 26, 2020. This is not an easy decision for me since I enjoy working with the other commissioners and staff. My decision is based on the amount of available time I have. I am not able to commit to the time required to do the job and to meet the requirements that I feel a commissioners position demands. The fact is that the amount of time required by my position on Southold's Emergency Management team has increased due to the demands of the COVID-19 pandemic and therefore drastically decreased the time I have to dedicate to the Mattituck Park District. I am writing in regards to the signing and referral bonus. On April 1 st, 2020, I was offered a sum of$100 cash in my first paycheck as a bonus. In addition I was offered $100 cash for each person who signed on to work. I have referred two people, Bridget Ryan and Jordan Osler, for jobs working for beach attendant and lifeguard positions and both have signed onto work.
