Present were: John Stein, Acting-Chairman Peter Meeker, Member James Abbott, Member Caroline Burghardt, Member James Dinizio, Town Board Liaison Mark Terry, LWRP Coordinator Lauren Standish, Committee Secretary Guest: Venetia Hands Absent: Peter Young, Chairman Carol Brown, Member CALL TO ORDER The meeting was called to order at 4:30PM by Acting-Chairman John Stein. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young was absent. CLIMATE SMART COMMUNITES PROGRAM WITH MARK TERRY Peter Meeker was not present at the January meeting, however, he wanted to make a clarification of what was discussed regarding the CSC program. As the Coordinator, he is the manager/point person who will designate who will meet with department heads. Peter 2 and Carol have been meeting with department heads and submitted their notes to the task force. They were able to obtain a copy of the 2017 Johnson Controls Audit, which will be helpful in obtaining Pledge Points. Collaboration with other towns will also be another pledge element "partnerships with other entities." Peter will prepare a request to the board for a memorandum of understanding outlining a collaboration with Southampton, which has reached the Bronze Level. It's the goal of the task force to obtain 120 points by the end of the year. Town Board Liaison Jim Dinizio requested that Pledge Points be reported to the Town Board as they are earned. Peter indicated that once the comprehensive plan has been adopted he would like to organize a public meeting for CSC purposes. Councilman Dinizio suggested the CSC public meeting be incorporated into the Comprehensive Plan public meeting(s). Mark Terry mentioned that the comprehensive plan will earn more Pledge Points and the integration is perfect timing. The comprehensive plan is currently in the assessment phase. The edits are currently being reviewed then it will go to a public hearing. The Town Board will cull out the comments from the public in preparation for the final document. The next phase will be implementation, which is when the CSC comes in. LWRP UPDATE Mark Terry and John Stein will review the checklist of best management practices next week. REPORTS John Stein attended the Board of Trustees meeting held on January 22"d. The application made on behalf of Purita was Tabled after a 1 '/ hour discussion. It was noted that Costello Marine started the work, was issued a stop work order, and violations were issued. APPROVAL OF MINUTES Moved by Peter Meeker, seconded by John Stein, to Approve the Minutes of January 8, 2020. (The minutes were approved as submitted, with a clarification — see Climate Smart Communities discussion.) DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to NOT SUPPORT the application of PHILLIP LIM to legalize the as-built swimming pool with surrounding deck and hot tub. Located" 2070 Hyatt Rd., Southold. SCTM#50-1-1 Inspected by: John Stein, Peter Meeker The CAC does Not Support the application because of the inadequate setback from the bank. i 3 Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to NOT SUPPORT the application of KEVIN GALLAGHER to construct along toe of bluff approx. 127 If. of stone revetment, including 13' westerly and 11' easterly angled returns, all consisting of approx. 3 to 5 ton stone placed over 50 to 100 Ib. core stone and filter cloth; restore bluff face by constructing terrace retaining walls and placing approx. 500 cy . of sand renourishment to be vegetated with native plantings; establish a 10' wide non-turf buffer with native plantings adjacent to bluff crest; and construct new 3'X 78' long (top to bottom) elevated timber bluff stairway. Located: 17975 Soundview Ave., Southold. SCTM#51-1-7 Inspected by: John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of SAM ORLOFSKY for the installation of 145 If. of proposed rock revetment along pre-storm damaged shoreline. Revetment to consist of 4-5 ton lower course, and 2-3 ton upper courses placed in an interlocking pattern. Remove and replace steps down bluff to beach consisting of 28'X 4' steps, 6'X 4' platform, 23'X 4', 4'X 4' platform and 19'X 4' steps. Located: 18575 Soundview Ave., Southold. SCTM#51-1-12 Inspected by: John Stein, Peter Meeker The CAC Supports the application with aluminum retractable stairs at the base of the steps down the bluff. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of BEATRICE DUPONT to construct 100 If. rock revetment at toe of slope of bluff. Located: 18725 Soundview Ave., Southold. SCTM#51-1-13 John Stein, Peter Meeker The CAC Supports the application, however, questions the legality of the existing boat house, which contains a wood burning stove and numerous extension cords. Vote of Council: Ayes: All Motion Carried 4 Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of STEVEN & JACI OSDOBY to demolish an existing 12'X19' deck with ramp up and stairs totaling 319 sf. and construct 14'X 27' deck with stairs and landing to grade, and construct a 16'X 36' pool and install pool equipment and drywell, 3'X 4' generator, and a 4'X8' outdoor shower. Located: 605 Bay Shore Rd., Southold. SCTM#53-3-8 Inspected by: John Stein, Peter Meeker The CAC Supports the application with a drywell for the pool backwash. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of ANN M. TEN NAPEL for the removal and construction of a proposed 4'X 28' catwalk with steps down to a 6'X 20' fixed dock in a "T" configuration. Both the catwalk and dock will have untreated decking. Also included is the trimming of phragmites 4' wide on either side of proposed catwalk by hand down to 12" above ground level twice per calendar year for a 10-Year Maintenance period. Vote of Council: Ayes: All 1 Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of NICHOLAS PACE for the existing one-story dwelling, roof over concrete patio, garage and roof top patio, outdoor shower, pergola, BBQ on raised patio with swim/spa surrounding by stone walls, brick paver driveway and stockade fence on north and south property line to the bulkhead, and for the existing non- turf buffer. Located: 1760 Reydon Dr., Southold. SCTM#87-4-9 Inspected by: John Stein, Peter Meeker The CAC Supports the application with a 15' non-turf, vegetated buffer, and requests the applicant reconsider the bulkhead replacement with a rock revetment. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by James Abbott, it was RESOLVED to SUPPORT the application of REVOCABLE LIVING TRUST OF HANA SHAW to remove existing stairway on face of bulkhead. Remove 104' of existing bulkhead. Construct 104' of new bulkhead, in-place. Fill void areas landward of new bulkhead with clean trucked-in sand and reinstall existing stairway. Extension will include six (6) steps down to access backyard. Existing deck to be removed. Located: 425 Cedar Point Drive East, Southold. Located: 4585 Pequash Ave., Cutchogue. DONLAN, EILEEN RAYESKI, THEODORA A. MARANGAS AND THERESA B. MARANGAS to construct a 4'X 82' thru-flow walk, 3' above grade with 3'X 15' ramp and 6'X 20' float, (shared float removed) with 12' wide non-turf buffer. Located: 1685 Westview Dr., Mattituck. WERSHOVEN for the removal of existing deteriorated bulkhead and the landward installation of 137 If. new vinyl bulkhead with a raised height 18" above existing. Proposed 8'X 10' untreated timber deck flush with surrounding grade adjacent to new bulkhead and a 30'X 14' long aluminum ramp leading to a 6'X 20' floating dock with untreated timber decking in a newly created bulkhead,cut-in area; and a 10' wide non-turf buffer. Located: 3150 Ole Jule Lane, Mattituck. KELSEY for the removal and replacement of existing stairs and covered platform down existing bank consisting of 4'X 14' steps, 6.5'X 7.5' covered platform and 4'X 4' steps leading to an on-grade 10'X 20' deck and 4'X 4' cantilevered platform and seasonally removable 4'X 9' steps to beach. All decking to be untreated timber or composite and seasonal steps to beach to be aluminum or untreated timber or composite. All work to be in same location as existing and done by hand methods with no machinery. Located: 3790 Peconic Bay Blvd., Laurel. Vote of Council: Ayes: All Motion Carried RECOMMENDATIONS-APPLICATIONS TO AMEND WETLAND & COASTAL EROSION PERMIT APPLICATIONS SUSAN AMRBOSIO to Amend Wetland Permit#9379 to upgrade approved CEN5-OWTS septic system to a CENT-OWTS system. Located: 1940 Mason Drive, Cutchogue. SCTM#104-7-16.1 The CAC did not make an inspection, therefore no recommendation was made. DAVID HERMER & SILVIA CAMPO to Amend Wetland Permit#9615 for the existing wood retaining wall to be removed and replaced in-kind with concrete retaining wall 27 If. Located: 3675 Nassau Point Rd., Cutchogue. SCTM#111-9-4.2 The CAC did not make an inspection, therefore no recommendation was made. James Abbott will attend the next regular meeting of the Board of Trustees scheduled for Wed., February 12, 2020 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on March 11, 2020 at 4:30PM in the Town Hall Conference Room.
