V. "Catching Up" and Reducing Wait Time for Public Hearings and Decisions
As proposed in my prior submissions for partial reopening of the ZBA office, and
with the availability of a digital platform to conduct meetings before the public, in both
June and July I set an agenda that included almost double the typical number of
applications heard each month by Board Members. Subsequently,the Board and I also
wrote and deliberated on almost double the number of draft decisions during those
months. The same schedule will be maintained for August. Our collective decision to try
to get"caught up"has also required our three ZBA staff members to prepare application
packets for Board Members more quickly, scanning all applications to Laser Fiche for
public viewing and access during hearings,typing two rather than one verbatim transcript
of meetings each month, undertaking training with the Town's Zoom consultants on how
to conduct digital meetings, and entering an increased amount of monthly data into
Municity. I anticipate that by September we will have dealt with the backlog of
applications that were delayed by the shutdown of government due to COVIN. However,
we are also anticipating a larger than usual volume of new applications being submitted in
person once the public can enter our Building and have already been taking in applications
submitted digitally via a PDF using Email. Reducing the amount of wait time for property
owners requiring ZBA approval was a conversation I was having with the Town Board,
the ZBA staff, and Board members,prior to the shutdown. I look forward to resuming that
conversation, especially given the likelihood that the need for such approvals will increase
rather than decrease in the future.
