Moore, Esq., on behalf of TONY & MARIA KOSTOULAS requests an Administrative Permit to plant 250 Native Switchgrass (Panicum virgatu) as groundcover and to retain existing trees; remove dead and invasive species. Located: 1035 Aquaview Avenue, East Marion. SCTM#: 1000-21-2-13' The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the LWRP policies and therefore CONSISTENT with the LWRP provided the following is considered to further Policy 6. 1. Require survival rates for the planted vegetation. Will temporary irrigation be installed? 2. Clarify which species are to be removed. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding,the consistency of the proposed action. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. It is a perennial sod-forming grass that grows 3 to 5 feet tall and can be distinguished from other warm- season grasses, even when plants are young, by the white patch of hair at the point where the leaf at- taches to the stem.The stem is round and usually has a reddish tint.The seed head is an open,spread- ing panicle. Erosion Control: Switchgrass is perhaps our most beneficial native grass on a wide range of sites. It is a valuable soil stabilization plant on sand dunes, dikes, and other critical areas. Once established, Native Switchgrass can grow roots as deep as ten feet making it one of the most effective erosion control plants available. Wildlife: Switchgrass provides excellent nesting, and fall and winter cover for pheasants, quail,and rabbits. It holds up well even in heavy snow.The abundant seeds provide cold season food for pheasants, quail, turkeys,songbirds,and other species of wildlife.
