October 10, 2019 Re: LWRP Coastal Consistency Review for TEAMC99A PROPERTIES, LLC, c/o CHRISTOPHER JOSEPH, MEMBER SCTM# 1000-77-1-6 There is no ability to relocate the structure outside of the FEMA flood zone AE EL 7 due to parcel size. En-Consultants on behalf of TEAMC99A PROPERTIES, LLC, c/o CHRISTOPHER JOSEPH, MEMBER requests a Wetland Permit to demolish and remove existing dwelling, and construct a new two-story, approximately 1,289sq.ft. single-family dwelling with approximately 309sq.ft. of waterside deck with 4' wide steps, an 89sq. ft. side deck; and a 90sq ft. front entry deck; install drainage system of gutters to leaders to drywells; raise existing grade within Chapter 275 jurisdiction with approximately 15 cubic yards of clean sand fill to be trucked in from an approved upland source (additional 149 cubic yards of clean fill to be placed outside Chapter 275 jurisdiction); and contain fill with a 12"wide by 70' long by 3.5' high (max.) retaining wall on east side of the property, and a 12"wide by 35'long by 5' high (max.) "L"shaped retaining wall on west side of property; proposed septic system, pervious gravel parking area, and railroad tie landscape steps to front entry deck to be located outside Chapter 275 jurisdiction. Located: 980 Oak Avenue, Southold. SCTM# 1000-77-1-6 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the LWRP policies and therefore CONSISTENT with the LWRP provided the following is considered meet Policy 6. 1. Require that the non-turf buffer is vegetated. 2 Require the installation of an I/A OWTS. 3. Verify that the retaining wall on the east side of the parcel will not adversely disrupt or alter storm water drainage patterns. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action Cc: Damon Hagan, Assistant Town Attorney Robert Herrmann From: Robert Herrmann <rherrmann@enconsultants.com> SE 2 209 t _J Sent: Wednesday, September 25, 2019 1:24 PM __7_1 To: 'Cantrell, Elizabeth' _ Subject: RE:teamC99A ruts^4ti Tr,+^;n BoardciT_u ?r_es Tracking: Recipient Read 'Cantrell,Elizabeth' Read:9/25/2019 3.32 PM Liz, when Matt Sherman rechecked the fill volume calculations, he found that the volume of fill needing to be trucked in for proposed grades has actually been reduced to 164 cy with only 15 cy of that fill to be situated within 100 feet of bulkhead/wetlands. Thus, the revised project description is below, and I will deliver replacement copies of the site plan by tomorrow. Demolish and remove existing dwelling, and construct new two-story, approximately 1,289 sf, single-family dwelling with approximately 309 sf waterside deck with 4' wide steps, 89 sf side deck, and 90 sf front entry deck; install drainage system of leaders, gutters, and drywells; raise existing grade within Chapter 275 jurisdiction with approximately 15 cy of clean sand fill to be trucked in from an approved upland source (additional 149 cy of clean fill to be placed outside Chapter 275 jurisdiction); and contain fill with a 12"wide x 70' long x 3.5' high (max.) retaining wall on east side of the property and a 12" wide x 35' long x 5' high (max.) "L"-shaped retaining wall on west side of property, all as depicted on the site plan prepared by Sherman Engineering&Consulting P.A., last dated September 25, 2019. Proposed septic system, pervious, gravel parking area, and railroad tie landscape steps to front entry deck to be located outside Chapter 275 jurisdiction.
