V. ZBA Chairperson/Department Head Activities
Submission of Reopening Plans and Prgparation for Digital Meetings
During April and May, I wrote and submitted several different proposals to the
Supervisor, Town Attorney, Comptroller, and Councilman Dinizio regarding possible
plans for staff activities during the COVID 19 shutdown and plans for the partial
reopening of the office. I also discussed the work that ZBA Board Members were safely
doing during this period such as reading applications and conducting individual site
inspection to prepare for future meetings with the public, and staff and I distributed all the
backlog of completed applications on hand to each Board Member. As soon as the Town
Board hired a consultant to set up a Zoom Webinar digital platform, our three ZBA staff
members and I began training on how to handle the numerous specific tasks required to
properly conduct public meetings. We also prepared new instructions for applicants and
the pubic on how to participate in Zoom meetings and posted those texts on our website.
Staff began the time-consuming task of scanning all ZBA applications to Laser Fiche for
public viewing instead of in-person FOIL, and for use during Zoom meetings. On June
15,2020 1 wrote an update on the Reopening of the Board of Appeals office and work of
the Board which was sent to all current applicants and posted on our website. Prior to our
first digital meeting on June 25th, where we deliberated on draft decisions that had been
written for our canceled March Special Meeting, all staff and Board Members meet via
zoom with our consultants for practice runs and training. As additional preparation, I"sat
ie'on several digital/remote meetings conducted by the Boards of Appeal in other local
municipalities and the Southold Town Planning Board Zoom meetings.
