En-Consultants on behalf of LOIS J. & NICHOLAS M. CAMARANO requests a Wetland Permit for
the existing 1,447sq.ft. one-story, single family.dwelling and to construct an 861sq.ft one-story
addition with 5'-8' wide basement entry stairs and a 57sq.ft. one-story front entry addition accessed
by 5.2'x11' covered steps and 5.2'x6.9' uncovered steps; remove an approximately 1,200sq.ft.
portion of existing driveway and install new pervious gravel driveway located partially in Chapter
275 jurisdiction; and install a drainage system of leaders, gutters and drywells to contain roof runoff.

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed action is CONSISTENT with the LWRP policies and therefore CONSISTENT with the
LWRP provided the following is require meet Policy 5 and 6. The parcel abuts a New York State
Significant Fish and Wildlife Habitat Area.
1. Require that the existing sanitary system be upgraded to an I/A OWTS.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
1 , All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its si nificant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in detail, listing both supporting and non-
supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions, it shall not be undertaken.

Policy 5 & 6
The purpose of the project is to renovate and expand the existing one-story dwelling, primarily
through the construction of a one-story addition to the front side of the dwelling, along with a
small front entry addition. Due to their location on the landward side of the dwelling, the
proposed additions will be located farther from the wetlands associated with Mattituck Creek
than the existing dwelling structure, so the project will not encroach further upon wetlands or
diminish existing wetland setbacks. Lot coverage will be increased only to 4.4 percent as a result
of the project(which also includes construction of a swimming pool located outside Chapter 275
jurisdiction); and as mitigation for the additional lot coverage, a drainage system of leaders,
gutters, and drywells will be installed to capture and recharge roof runoff. The renovated three-
bedroom dwelling will be served by an existing, Town-permitted sanitary system, which is
properly designed for a three-bedroom dwelling, as certified by a licensed professional engineer.
A portion of the existing driveway will be removed and replaced with a pervious gravel
driveway located farther landward and partially within Chapter 275 jurisdiction. Site disturbance
and potential runoff will be contained and controlled during construction by a project limiting
fence.
By limiting the proposed dwelling expansion to the landward side of the existing dwelling and
thus maintaining existing wetland setbacks; mitigating increased lot coverage; and controlling
and recharging potential runoff both during and after construction, the project will protect water
quality and the quality and function of the adjacent tidal wetland ecosystem associated with
Mattituck Creek, consistent with Policies 5 and 6.
