SCTM# 1000-104-7-16.1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is,my recommendation that the proposed action is CONSISTENT with the LWRP policies and therefore CONSISTENT with the LWRP provided the following is considered to further Policy 4: 1. All structures including the propane tank should be designed to be flood tolerant. The probability that this parcel will flood over time is high. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. We will also be improving the storm water ma agement on the back patio and other areas of the property. 1) Upon demoli"ion of the house and after close inspection of the footing and block foundation, it was discovered that 1he footing is improperly sized. The existing footing is an average of 5"x12" and is inadequate to support a 2-s ory structure. We will need a new footing and foundation to properly support the house.The block foundatio i has cracks throughout and would not be safe to build upon. Proposed Amerments: Replace existing footing and foundation in place as per our original plan and add an additional 6 ft de x 34 ft wide footing/foundation on the east side of the house.The total final footing/ foundation will e 40ft wide x 34 ft deep as per plan. 2)After reviewii ig the living space over a period of time (during the permitting process)we realized we need additional living space. Some of the 2nd bedrooms as well as the 151 floor living space were slightly undersized to accommodat our family of seven. Our family consists of us, our two adult daughters, our son-in-law, and our two grandsons. Needless to say, we not only have additional expenses due to our family living under"our roof", but also r.aquire more living space, All the contractors, with the exception of the concrete contractor, have agreed to of raise their price from the original plan. As a result,we will have maintained our original approximate co istruction costs.The initial front porch design was not designed with the proper depth. The proposed garag would be constructed in the future as our budget allows. Proposed Amei idments: Extend the original house plan width on the east side, including both the 1s1 and 2"d floors, by 6ft (p us porch and patio per plan). The front porch depth will be 6 ft 91/2" as per plan. Extend back porch overhanE by 2 ft in depth to accommodate our patio table and chairs. Reconfigure driveway add cobblestone to Jriveway sides and apron as per plan. Construct a 25x25 ft garage as per plan. Install 1000 gallon propane ank as per plan. Eliminate one (1) plastic shed and install one (1) 8x10 plastic shed. A/C units are now locate( on the east side of the house. 3) If we maintain the existing patio in its current place (replacement would be cost prohibitive for us) and add a 6ft x 22 ft addition on the east side we will have minimal additional costs vs constructing a new patio.The addition to the Datio will stay within the same design pattern as originally approved. We will be greatly improving the storm water runoff on the patio by adding a channel drain.The drain will run almost the entire length of the pz tio, which is not on the current approved plan. Proposed Amendments: Extend existing patio on the east side 6 ft wide x 22 ft. Overall patio to be 36'-8" wide x 22 ft de p as per plan. Improve storm water management on the back patio with the addition of a new patio drain syst m piped into a storm water basin as designed by Nathan Corwin Land Surveyor as per plan (see attached specifications and design criteria). i We are reviewinj all of these plans with the Southold Trustees, who requested a nitrogen removal septic system. We agrE ed to install the nitrogen removal septic system at an additional cost of$35,000, which includes fees for nstallation and grading. We applied for grants to offset a portion of the cost. The house is now off the exist ng foundation in its entirety, without any demolition to the patio. Part of existing foundation fell apart during emoval. The proposed amendment stays within and addresses our financial limitations and space requireme ts. If are forced to not sal and use the existing patio, we would incur the following additional financial hardships, which we haven t planned for and cannot afford. As senior citizens caring for our grandchildren and our daughters,thesE unforeseen costs would be prohibitive and not allow us to build the extra sleeping area for our grandchildreV and family. For the past 11 r ionths we have worked cooperatively to get all of the engineering completed for this project. We have worke diligently with the Suffolk County Board of Health to design a new nitrogen removal system, and worked clo iy with the Town of Southold to meet their requirements. Most of the expediting was done by us in an addit onal effort to control costs. We have respected and abided by the wetland's boundary for the past 11 years an J they have benefited from this. Removal and rel,wilding of the patio,would impart a substantial financial hardship. Resubmittal costs would add significant a pense to our project, which is not in our budget. We are already facing the unexpected cost of a new foundation. In addition to qualify for the $20,000.00 "Reclaim Our Water Grants"the patio would need to remain. Grants are not approved for new construction on vacant land. Please note that the survey and permit request show a new 2 car garage. We will not be constructing this now or even possibly in the future due to bulget constraints. We felt that since the permitting process is expensive and lengthy, we should include the garage on the plan at this time. Below I have outlined the additional costs if we were forced to relocate the house.
