If I may, I recommend moving up the closure on the south portion of the beach (bottom left of map) even to the park district border. As I mentioned when we spoke, attempting to close the beach adjacent to the private home association property will not sit well and in our experience is not necessary for this event. Bringing the closure you recommend up 50 yards to the north will also allow our team to be in close contact and improve better communication on the status of the PIPL pair and chicks should they leave the area. Christine did this in the past at this location and we have also during out of season emergency dredge operations. I also just saw the email response from John Jay Lavelle. We will also be working with him and the homeowner on the post-event report. Thank you very much for your help, advise, and time on this event. Seeking clarification on my questions regarding the park district parking lot and any potential parking along the roadways. In an earlier conversation with Steve Papa, USFWS (copied here), it came up regarding the potential implications (public visitation) on the recently hatched PIPL chicks in the area due to this private event. There is a potential high traffic Issue and most likely a lack of parking. In developing a management plan for this event, as it relates to the PIPL group, we would like to know what is being done (if anything) at the town level. Steve Papa(USFWS) sent along two maps showing areas he feels should be sectioned off, e.g. snow fence. Not sure he is ware and perhaps you can confirm, is the Town Police making sure no one can park along the roadways? Also, who is closing the parking area along the board walk adjacent to the beach- nesting string fence? Seems like it would either be Town Police or the Park District staff. We have 4 people monitoring beginning around 6:30 on Saturday and can help,`set up cones and fencing as needed. It looks like two sectors personnel will also be stationed on each side of the string fence area. At the time it was not clear to me as to whether that was inside or outside the protected area. It is also not clear to me, and this could be that I haven't located the followup emails yet, exactly where the closures were and whether they were all implemented as recommended. All this is to say that we need more clear reporting and pre-confirmation whether the recommended measures will be implemented. So, consistent with last year, we recommend that the project proponents implement a spectator management plan and monitoring as described in the USFWS FW guidelines and implement the parking lot and roadside parking closures, and installation of sand fences on the beach. All depicted with red lines on the attached maps. Hope this helps. With what's going on in the world today I hope you and your family are doing well amongst the current situation with COVID-19. It's amazing the difference a year makes. Anyway, I know we are in the same position we were this time last year regarding the Piping Plover nesting grounds in relation to the location of the launching site. I know that last year we hired additional security for the event to ensure the protection of the nesting sites and we have taken the same action for this year as well, I've hired 2 additional security guards to monitor the nests. In addition, parking of any vehicles will be on my personal property and not in the vicinity of the nests. Any other suggestions you have please throw my way and I will get on those immediately. I look forward to hearing from you. 4 Thank you for your attention to this matter. Any questions, please call my cell phone 631-796-8760.
