HomeMy WebLinkAbout01/21/2020 1 Town of Southold Historic Preservation Commission Meeting Minutes Tuesday, January 21, 2020 Southold Town Hall Annex Executive Board Room Regular Meeting Called to Order: 4:00pm Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Jamie Garretson, and Joe McCarthy. Absent: Mariella Ostroski Also present: Town Attorney John Burke, Town Historian Amy Folk and Administrative Assistant Tracey Dwyer. Quorum present. Pledge of Allegiance. Approval of Minutes: Approval of December 17, 2019 meeting minutes. Motion to approve by Commissioner McCarthy, 2nd by Commissioner Harper, AYES: Webb, Surchin, Harper, Garretson and McCarthy. 4:20 pm Pre submission Conference: -Bar- Tur @ 170 Bay Lane, Orient, NY (SCTM# 1000-24.-2-26.4) -Architect David Kriegel represented the property. -Proposal included replacement windows, replacement roof and shingles, reconstruction of porch to match existing, installation of new doors and windows, alteration of existing detached garage and plan to raise site to mitigate exposed foundation. -Commission will be scheduling a second pre-submission conference at the February 18th, 2020 HPC meeting. 2 4:40 pm Pre submission Conference: -Romone @ 130 Village Lane, Orient, NY (SCTM# 1000-18.-5-6) -Attorney Martin Finnegan represented the property. -Proposal included raising the roof line of a portion of the house, replacing windows and doors, and improving the lay out of the house within its existing footprint. -Commission will be scheduling a second pre-submission conference at the March 17th, 2020 meeting. Comments from Chairman Webb • Chairman met with Commissioner Harper to draft changes to code170. • Chairman met with Town Attorney and Commissioner Harper about revising code 170. • Maintained Correspondence with Co-Chair of Greenport HPC, Karen Doherty, to discuss opportunity for joint conference on historic preservation at Brecknock Hall (date pending). • Chairman met with Chair of Orient Association, Drianne Benner to formulate plan for HPC/ History of Orient Historic District at Poquatuck Hall in March where Supervisor Russell will be invited to attend. Focus was given to the history and development of HPC community character. • Reviewed/finalized HPC agenda and supporting materials with administrative assistant. Budget/ YTD Expense Report • Chairman Webb and Commissioners reviewed approval of 2020 HPC budget. Unfinished Business: 1. Review/update of 2020 committee goals. -Goal #1: Revising local law 170. /Harper Changes need to be made that address new construction, non-contributing properties, and defining Southold community character. Chairman has appointed a committee to amend code 170 chaired by Harper, including Surchin and Garretson to meet with Town Supervisor; to be followed by presenting the revisions at a Town Board work session. -Goal #2: Review responsibilities of Commissioners as an HPC in NY State. /Surchin. 3 -Goal #3: Provide 5 public education programs focused on the HPC mission. /McCarthy. -Goal #4: Require Commissioners to attend a minimum of 4 hours of continuing education as per NYS requirements for HPC’s/ Ostroski. New Business: 1. Election of Officers: Motion by Garretson, 2nd by McCarthy, to re-elect Webb as Chairman. AYES: Surchin, Harper, Garretson and McCarthy. Abstained: Webb Motion approved. Motion by Garretson, 2nd by McCarthy, to re-elect Surchin as Vice Chair. AYES: Webb, Harper, Garretson and McCarthy. Abstained: Surchin Motion approved. Motion by Garretson, 2nd by Harper, to elect McCarthy as Secretary. AYES: Webb, Harper, Garretson and Surchin Abstained: McCarthy Motion approved. 2. All Commissioners reviewed and signed The HPC Code of Conduct. 3. Recognized the need to continue moving forward with updating the HPC Handbook. /Surchin. 4. Historic Preservation Awards. Commissioners will gather and revive past research in order to schedule Town Board Award Presentations. 5:20 pm -Motion to adjourn regular meeting by Harper, 2nd by, Joe McCarthy, AYES: Webb, Surchin, Harper, McCarthy and Garretson.
