Town of Southold Historic Preservation Commission Meeting Minutes
Tuesday, December 17, 2019
Southold Town Hall Annex Executive Board Room
Regular Meeting Called to Order: 4:00pm
Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Jamie Garretson, Joe
McCarthy and Mariella Ostroski.
Also present: Town Attorney John Burke and Administrative Assistant Tracey Dwyer.
Quorum present.
Approval of Minutes: Approval of November 19, 2019 meeting minutes.
Motion to approve by Commissioner McCarthy, 2nd by Commissioner Harper, AYES:
Webb, Surchin, Harper, Garretson, McCarthy and Ostroski.
4:05 pm Pre submission Conference: Postponed until January 21, 2020 meeting.

4:15 pm Public Hearing:
-Laura Flavin (Thomas Coyne)/ represented by Architect Joseph Pagac

• Request for a Certificate of Appropriateness for proposed additions
and alterations as applied for in the application received.
• In addition. Pagac presented window and door details and submitted
an engineer’s letter certifying the integrity of the structure of the
house.
• No public members where present for comment.
Motion to approve the request for a Certificate of Appropriateness for additions and
alterations as applied for to include a silver coat overlay to the black rubber roof on the
west elevation shed roof by Commissioner Garretson,2nd by Anne Surchin, AYES: Webb,
Surchin, Harper, McCarthy, Garretson and Ostroski.
Motion approved.

Comments from Chairman Webb
• Chairman has maintained communications with administrative assistant and
Commissioners for routine matters.
• Chairman received and responded to complaints from the public in reference to the
Orient Historic District; which were communicated to our legal department for
further action.
• Chairman attended a presentation in Mattituck given by Commissioner Harper and
Town Historian Amy Folk.
• Chairman has been invited to participate in a historic preservation forum in Orient in
M arch of 2020.
• Chairman met with local home owner to discuss the opportunity for listing his
historic property.
Budget/ YTD Expense Report
• Chairman Webb and Commissioners reviewed budget update.
Unfinished Business
1. Review/update of 2020 committee goals.
New Business
1. Chairman Webb drafted a new cover letter and application for obtaining Landmark
Status. /Chairman Webb
He distributed a cover letter and application to be approved by all Commissioners.
Commissions reviewed and made alterations to the proposed documents.
Commissioners unanimously agreed to adopt the new cover letter and application for
obtaining landmark status to be used as of January 2020.
2. Discussed proposed revisions to local law 170 defining demolition and new
construction. / Harper
Agreed to work with attorney to create a proposal to bring before the town board for
approval.
3. Commissioners reviewed and agreed that the building department permit application
for a roof repair due to deterioration @ 1100 Youngs Avenue, Southold, NY, does not
require a public hearing; an Administrative Permit will be issued. / Administrative
Assistant

5:15 pm -Motion to adjourn to Executive Session by Commissioner Garretson, 2nd by
Commissioner McCarthy, AYES: Webb, Surchin, Harper, McCarthy, Garretson and Ostroski.
6:00 pm -Exit Executive Session and Motion to Adjourn regular meeting by
Commissioner Garretson, 2nd by Commissioner McCarthy, AYES: Webb, Surchin, Harper,
McCarthy, Garretson and Ostroski.
