EXECUTIVE SUMMARY A traffic and parking study was conducted for the hamlet of New Suffolk in the Town of Southold to address issues related to beach, residential, commercial business and boat trailer parking, traffic circulation, and other issues raised by members of the community. This traffic and parking study focuses on the hamlet center of New Suffolk, bounded by Orchard Street to the north, Jackson Street to the south, 1st Street to the east, and New Suffolk to the west. A map depicting the extents of the study area and the area’s land use is shown in Figure 1. DATA COLLECTION  Parking data and observations were collected during the peak summer beach season on Thursday July 4 and Saturday July 13th, 2019, at both the New Suffolk Beach parking lot and in the hamlet center. o Based on the data collected, it was estimated that up to approximately 70 percent of beachgoers parked elsewhere in the hamlet center other than the beach parking lot on July 4th, and up to approximately half of beachgoers parked elsewhere in the hamlet center other than the beach parking lot on Saturday July 13th. On both days, the beach parking lot was filled to capacity at 12 PM or earlier. o Most of the overflow beach parking was observed to use blockfaces along 1st Street. On- street parking along both 1st Street and the end of Main Street east of 1st Street were observed to be filled to at or near capacity. o On July 4th, boat trailers were observed to be mostly parked at the boat ramp lot, which was filled to at or near capacity for most of the day. Several boat trailers were also observed to be parked on blockfaces in the hamlet center, such as on the east side of 1st Street between King Street and Orchard Street. On July 13th, all boat trailers were observed to park in the boat ramp lot, and there were available spaces in the lot for most of the day. o The only notable traffic circulation issue observed was on Saturday evening, when beachgoers using the diagonal parking stalls on 1st Street between King Street and Main Street were leaving. STAKEHOLDER ENGAGEMENT  To better inform the study, a series of stakeholder interviews were also conducted in September 2019. In consultation with the Town of Southold, questions were asked to key stakeholders about what they perceived to be the most critical issues related to traffic circulation and parking in the hamlet center and what potential policy solutions they supported or were opposed to in order to resolve these issues. o Some of the most frequently cited responses on traffic and parking issues were the lack of regulation of beach parking and the overflow parking demand during the peak summer beach season, the negative effect of the diagonal parking stalls on 1st Street between King Street and Main Street on traffic flow and safety, and the lack of truck routes and dedicated parking for commercial vehicles in the hamlet center. o Stakeholders responded by stating that they would support regulations with timed parking (3 hours was preferred to 2 hours), parallel parking along 1st Street, greater enforcement and regulation of town parking stickers both in the beach lot and elsewhere in the hamlet center, requiring beach tags or walk-on fees for those without parking stickers, and adjustment of the 15-minute parking regulations and No Parking regulations along some blockfaces in the hamlet center to provide additional on-street parking availability. o Stakeholders stated that they would be opposed to converting two-way streets to one-way, 2-hour timed parking regulations, excessive “No Parking” regulations, discretionary practices in regulating parking, and excessive residential parking permit or sticker policies. To help the Town prioritize the issues, the options are written as those that are recommended to be implemented before the summer of 2020, such as improving safety and commercial parking on 1st Street, versus ones that are additional ideas to further improve parking conditions in the future and assist the Town with parking, boat ramp and beach enforcement: Recommendations o The diagonal parking stalls on the east side of 1st Street between King Street and Main Street should be converted to parallel parking. With over 40 feet of width on 1st Street from the wooden posts on the east side and a sidewalk on the west side, there is ample width for two typical 11-foot travel lanes and two 8-foot parking lanes. Both sides of 1st Street between King and Jackson Streets and the north and south sides of Main Street east of 1st Street should be signed with “3-hour parking 10 AM to 5 PM” regulations to improve turnover and provide additional parking capacity for commercial businesses. These regulations would create over 50 parking spaces on 1st Street and more than 15 spaces at the end of Main Street to benefit local businesses. After 5 PM on all days, the 3-hour parking limit would not be necessary since the competing beach traffic would subside. The blockfaces with 15-minute parking only regulations on 1st Street adjacent to the U.S. Post Office should similarly be converted to 3-hour timed parking regulations outside of post office hours. o The blockfaces of 1st Street between King Street and Main Street should have “commercial vehicle loading zone 7 AM to 10 AM” regulations to accommodate commercial delivery needs since truck deliveries to restaurants typically peak in the morning hours before opening time, and there would not be competing commercial or residential traffic at that time. o The Town should hire a parking enforcement agent, at least on a seasonal basis, since the changes to parking regulations, if implemented, will need additional enforcement resources compared to the current regulations. The agent could work Town-wide in commercial areas and at municipal lots. Additional Ideas o Other blockfaces in the hamlet center could have “Town of Southold Permit Parking Only, June to August” regulations, with the exception of Main Street, which could have “No Parking” regulations to serve as the main corridor for commercial vehicle and emergency service vehicle traffic into the hamlet center. Additional permits could be issued to local residents to accommodate visitor, guest, boat trailer, and renter parking needs during the summer beach season. o To accommodate overflow beach parking demand during busy days, the vacant lot adjacent to the existing New Suffolk Beach parking lot could be opened and accessed from the existing lot. The grass surface could be maintained for recreation and as an area pervious to rainfall, and the subsurface could be rebuilt using structural soil or another method to support the weight of vehicles and allow drainage to occur. o Beach visitors without Town of Southold parking permits could be issued paid beach tags in order to park their vehicles in the hamlet center or beach lot or upon entering the beach. B. INTRODUCTION This comprehensive traffic circulation and parking study for the New Suffolk Hamlet, in the Town of Southold, NY was prepared to assess on-street parking and traffic circulation conditions during the peak New Suffolk Traffic & Parking Study 5 February 18, 2020 beach and boating season. The existing parking lot at New Suffolk Beach currently has a capacity of 40 spaces reserved for beachgoers with Town of Southold parking permits, as well as a smaller 7-space lot for trailers using the adjacent boat ramp. During peak summer beach season, once the parking lot is filled up, beach visitors park elsewhere in the town and walk to the beach, thereby affecting parking availability in the hamlet center during the midday and afternoon hours. A second peak condition affecting parking availability has also been documented during the evening periods, when patrons of the restaurants and businesses along the commercial blocks of 1st Street fill up the available on-street parking, occasionally spilling onto nearby blocks as well. As a result, the Town of Southold has engaged AKRF to recommend changes to parking regulations and other improvements as detailed in this report to address these issues related to parking and traffic circulation. To inform these options, parking data and field observations in both the beach parking lot and the hamlet center were collected during the peak summer beach and boating season on two days from 9 AM to 8 PM in July 2019 to determine the worst-case conditions for parking and traffic circulation in the hamlet center. In addition, stakeholder interviews were conducted in September 2019 to gain a full picture of the issues in the hamlet and potential improvements that the community would be receptive to. Based on the data collected and the community outreach, a toolbox of improvement options was developed to help address these parking issues experienced in the hamlet during the peak summer beach season. C. DATA COLLECTION AND OBSERVATIONS BEACH PARKING LOT UTILIZATION AND OBSERVATIONS Vehicle occupancy and parking utilization counts were conducted at the beach parking lot on Thursday July 4th and Saturday July 13th, 2019 during the peak summer beach and boating season. Counts of persons on the beach were also collected and compared with the average vehicle occupancy data to estimate how many beachgoers arrived by parking at the lot as opposed to elsewhere in the hamlet. During the Thursday, July 4th observation period, the beach parking lot was filled to capacity by 10 AM and drivers were directed to park elsewhere. The beach parking lot was found to be able to accommodate the majority of beach visitors during the morning hours, but not during the afternoon hours. During the afternoon hours, approximately 30 percent of the nearly 300 beach visitors were estimated to be parked in the lot, with the remaining parking and walking from elsewhere in the hamlet. Based on observations, much of the spill-over parking demand affected utilization at blockfaces along 1st Street (as shown in the photograph in Figure 2), as well as in the street end on Main Street east of 1st Street (Figure 3). Blockfaces marked with 15-minute only parking regulations were also used for longer duration parking by beachgoers, particularly those on the east side of 1st Street south of Main Street and across from the beach parking lot (Figure 4). On Saturday, July 13th, the beach parking lot was filled to capacity by 12 PM. The beach parking lot was able to accommodate the majority of beach visitors for most of the day, but during its peak in the afternoon when there were up to 170 beach visitors, the lot was only able to accommodate about half of the parking demand. Spill-over parking demand was similarly observed to be concentrated along 1st Street and in the street end on Main Street east of 1st Street (Figures 5 and 6), though fewer cars were observed to be parked on blockfaces with 15-minute only parking regulations. Unlike July 4th, there was more commercial activity on 1st Street, with all three business establishments open for customers. Around 5 PM, there were several observations of cars (likely beachgoers leaving the town) backing out of angular parking spaces on the east side of 1st Street across from Legends restaurant, which were observed to conflict with traffic moving along 1st Street, resulting in brief traffic slowdowns (Figure 7). A summary of data collected at the parking lot during both the July 4th and July 13th observation periods is provided in Table 1, and more detailed data is presented in the Appendix. BOAT RAMP PARKING LOT UTILIZATION Parking utilization counts were also conducted at the boat ramp parking lot on Jackson Street north of the beach parking lot on both Thursday, July 4th and Saturday, July 13th, 2019. The boat ramp parking lot was New Suffolk Traffic & Parking Study 6 February 18, 2020 found to be utilized at or near capacity for most of the afternoon hours on July 4th (1 PM to 5 PM). During this period, several boat trailers were also observed to be parked elsewhere in the hamlet center such as on the east side of 1st Street between Orchard and King Streets due to the lack of park availability at the boat ramp. In comparison, on July 13th, the boat ramp parking lot was generally observed to be less than 50 percent utilized throughout the day, and no boat trailers were observed to be parked elsewhere. Detailed counts for the boat ramp parking lot is provided in the Appendix. New Suffolk Traffic & Parking Study 7 February 18, 2020 ON-STREET PARKING On-street parking surveys in the study area were conducted from 11 AM to 12 PM, 2 PM to 3 PM, 5 PM to 6 PM, and 7 PM to 8 PM on both the Thursday, July 4th and Saturday, July 13th observation periods to capture conditions during different peaks and conditions. Curbside parking regulations in the hamlet center are illustrated in Figure 8 and summarized in Table 2. Parking regulations along 1st Street generally consist of “15-minute parking only” regulations south of Main Street, with no parking sign regulations posted on either blockface of 1st Street between Main Street and King Street, adjacent to the two restaurant businesses, or in the street ends of Main and King Streets east of 1st Street. The two street ends of Main Street and King Street east of 1st Street are mapped streets owned by the Town. Regulations in the residential neighborhoods were generally found to have no signage, or were designated as permit parking only. Detailed field surveys of on-street parking regulations and parking utilization levels were conducted on both Thursday July 4th and Saturday July 13th, 2019 during the peak periods. Cars parked in residential driveways or off-street lots were not counted for the purpose of the on-street parking survey, but cars parked in the grass along the curbside were counted in the parking demand estimates. Cars parked in “no parking” regulated blockfaces were also not counted as legally parked vehicles in calculating the parking demand estimates. On Thursday July 4th, parking utilization levels in the study area were found to range from approximately 17 percent to 43 percent. However, blockfaces closer to the beach and to the commercial center were found to generally be more utilized throughout the day, as summarized in Table 2 and in the maps in Figures 9 through 12. It should be noted that on July 4th, the parade event resulted in a greater than typical parking utilization along residential blockfaces during the 11 AM – 12 PM survey period, and the July 4 closure of Case’s Restaurant and the Summer Girl gift shop on 1st Street resulted in lower than typical parking utilization along nearby blockfaces during the evening survey periods. The off-street dirt parking lot adjacent to the marina on 1st Street was also observed to be utilized for parking primarily during the morning and afternoon hours. On Saturday July 13th, parking utilization levels in the study area ranged from approximately 9 percent to 18 percent. Similar to July 4th conditions, parking utilization levels were also found to be higher at blockfaces closer to the beach and commercial center of New Suffolk, as summarized in Table 3 and Figures 13 through 16. However, parking utilization levels on residential blockfaces were generally lower than on July 4th, but were higher in the commercial blockfaces after 5 PM, since all businesses were operating on regular hours. The dirt lot adjacent to the marina on 1st Street was observed to only be sparsely used for parking. Detailed on-street parking survey results for each blockface are provided in the Appendix. STAKEHOLDER ENGAGEMENT Following the data collection and field observations in July 2019, a series of stakeholders interviews were conducted by AKRF staff in September 2019 to better understand the traffic circulation and parking issues in the hamlet center of New Suffolk from members of the community. In consultation with the Town of Southold, key stakeholder groups including business owners, members of local organizations, town residents, and beach users were selected for interviews about what they perceive as the most prevalent and problematic transportation issues in the hamlet center, and what solutions they would or would not support. This information was used together with the data collected in July 2019 to inform the report. A summary of the feedback and responses received from members of the community is provided below. Question 1: What part of the community do you represent?  New Suffolk resident of the hamlet or hamlet center, business owner, school board member, or beach goer who lives in the Town Question 2: What is your biggest issue with traffic and parking in the hamlet center? Where and when do these issues occur and how frequently do they occur?  Diagonal parking on 1st Street between King Street and Main Street results in limited roadway capacity and traffic safety issues  The overflow parking demand from the beach during the summer beach season results in greater demand for curb space elsewhere in the hamlet center. TOOLBOX OF OPTIONS The following options for improvements to traffic circulation and parking in the hamlet center of New Suffolk were developed following the outreach to key community stakeholders and the parking data collection during the summer beach season presented above. As presented below, each of the recommendations are intended to address specific issues raised by members of the community and/or identified during the data collection and field observations. None of the options would affect access to residents or businesses, as no changes to curb cuts, driveways or travel directions on streets are included. The options are divided into near-term recommendations that should be implemented before the summer of 2020 to improve safety and traffic and parking conditions (1st Street parking), and additional ideas to be considered in the future. Maps illustrating the parking regulation options compared with the existing regulations during various time periods are shown in Figures 17 through 20. A summary of the existing parking regulations and compared with the optional parking regulations described below is also provided in the Appendix. ISSUE #1—1ST STREET PARKING: Diagonal parking on 1st Street between King Street and Main Street causes a year-round traffic circulation and safety issue, and was observed to result in traffic backups during evening hours during the Saturday survey. According to community stakeholders, there is a general lack of parking availability for business patrons in business district. Based on data and observations collected in July 2019, parking was found to be limited along 1st Street due to overflow beach parking.  Recommendation 1.1: Convert diagonal parking stalls on 1st Street between King Street and Main Street to parallel parking spaces, in order to improve traffic operations and safety along 1st Street. Change parking regulations to “3-hour parking 10 AM to 5 PM” to improve parking turnover and create additional on-street parking availability in the commercial district. The recommended dimensions of 1st Street in this area would include two 11-foot travel lanes and two 8-foot parking lanes, which may require improvements to pavement and curbing in this area. However, the recommended travel lanes and parking lanes can fit within the existing width between the sidewalk on the west curb and wooden posts on the east curb. ISSUE #2—HAMLET CENTER PARKING: The overflow parking demand from the beach during the summer beach season results in greater demand for curb space elsewhere in the hamlet center. Beachgoers without parking stickers over-use streets in the hamlet center for parking when the lot fills up, and there is a general lack of signage or regulations preventing them from doing so. Some residents have placed objects on their lawns to discourage parking, and on July 4th, the boat ramp parking area was filled to capacity and boat trailers were observed in the hamlet center. Based on data collected in July 2019, it was estimated that up to half of all beach users during a typical Saturday parked outside the main beach lot when it was operating at capacity.  Option 2.1: Install “Town of Southold Permit Parking Only regulations, June to August” for residential blocks in the hamlet center. Additional permits would be provided for local residents to accommodate visitor/guest parking during this season. As shown in Figures 17 to 20, these seasonal permit parking regulations would apply for all residential blocks, with the exception of those along Main Street, which will serve as the main access route for both commercial vehicles and first responders into the hamlet center and will be signed with “No Parking Anytime” regulations.  Option 2.2: Open up the empty lot adjacent to the existing beach lot to accommodate overflow parking for visitors with Town of Southold parking permits during the summer beach season. The lot should be accessed from the existing beach parking lot to control access. The grass surface could be maintained for recreation and as an area pervious to rainfall, and the subsurface could be rebuilt using structural soil or another method to support the weight of vehicles and allow drainage to occur.  Option 2.3: Improve regulation of beach utilization and enforcement of parking permit policies by requiring walk-on fees for beach tags to be used by those who do not have parking permits. ISSUE #3—SAFETY: There is excessive truck and commercial vehicle traffic on residential streets such as Orchard Street. This was cited by local residents as contributing to a traffic safety issue. Another safety issue is that parking is allowed right up to the corner, which blocks sight distance for motorists and pedestrians. There is also a lack of regulation of where commercial vehicles are allowed to park.  Option 3.1: Install “No Parking Anytime” parking regulations on all blockfaces of Main Street between New Suffolk Avenue and 1st Street, and designate it with signage as a route for commercial vehicles accessing the businesses on 1st Street. The No Parking regulations will also allow emergency vehicles to access the hamlet center more effectively, as Main Street serves as the main east-west access route into the hamlet. Other east-west residential streets would be signed with weight restrictions to limit commercial vehicle traffic.  Option 3.2: Prohibit parking for one vehicle length or approximately 25 feet on all blockfaces at all intersections. Installing “No Standing Anytime” regulations will allow the police to enforce vehicles parking or standing at intersections at any time so that improved sight distances can be maintained between motorists and pedestrians.
