Public Hearings None Closing Comments Supervisor Russell SUPERVISOR RUSSELL: Is that everything? Just as a clarification, we moved the meetings from 7:30 to 7:00 so it didn't get too late for people to stay, it's 7:10. It would have been 7:40. JUSTICE EVANS: It's unusual to have such short meetings. SUPERVISOR RUSSELL: I think the last one was pretty short,too. COUNCILWOMAN DOHERTY: Yes, it was. SUPERVISOR RUSSELL: Would anybody like to comment on any item? Robert Dunn ROBERT DUNN: Robert Dunn, Peconic. I missed the 2"d, congratulations. But I got another check in the mail this week and I just think I should make notice of it, I got a check for $146 from the State for you guys staying below the 2% cap. I am sure other people got them too. Inaudible. Goldsmiths. I am sure some of you heard it's been closed. It's currently open and it will probably close again this weekend. It does it every year at some point but this year it's been kind of exceptional. It was closed when-I came to the meeting in December, I didn't want to say anything because it had only been closed for a few days and I figured it would open again and it did not open for probably three weeks and then it opened again briefly and closed again and then it opened last weekend because it was a full moon, high tide. What's happened now and I can really attest this because it's truly a miracle, I sit in my recliner and watch TV and I can see the beach. This summer I raised my house five feet and I can sit in my recliner and still see the beach on'this spit, this spit is growing because we haven't had a lot of north wind. The spit is growing in height and that's a good thing because as it grows further out, the beach gets actually longer on the sea side but it also sends it easterly and that's where it closes because as it goes easterly it's going back up the beach again, in other words higher. There's one guy that puts out an elevation for Goldsmith but it's not very good so I kind of use an average between Hortons and Mattituck Inlet, a tide chart and it differs (inaudible) but when it's like six foot at Hortons, it will (inaudible) but it gets down four foot to three foot it gets down below so it will close up. And the biggest danger is I see from the (inaudible) now there's a lot of runoff water that (inaudible) that fill Goldsmiths from the land side so that the pond and surrounding areas keep getting deeper and higher and they stay at that site and that's sort of bad for the vegetation, for Southold Town Board Regular Meeting January 14, 2020 page 18 the sides so they don't collapse and end up filling in the pond, for the (inaudible)that like to have some daytime air like the scallops, if you recall, not scallops, mussels. Inaudible. Mussels are growing, five years later. So I mean, there's still a lot of life left in there but if it's,that shoreline life likes to get air and it doesn't. if it stays for too long, it's going to die off I would imagine. I just assume that that's what would happen. So the fact that there's a lot of sand there is good in one way because it's going out and I personally think that the solution is if the town would just monitor it and when it needs to, send a backhoe down there and open it up a bit and it will do its own work from that. You know, should it stay closed for a week? I am sure it can. I mean, if you get icicles and snow (inaudible) over centuries, nothings changing in the month of 2020 but I think long term it's going to have a really negative effect. Now I hear, you know we talk about farms all the time and I think that Southold without the farms would not be Southold. I also think Southold without the shorelines that we have would not be Southold. It would just be another Long Island community. So it's not just Goldsmiths, I think the problem is all around it. We need to stay a little more on top of it and maybe be active and maybe consider somebody who just monitors those issues, looks for grant money, looks for, I mean, I understand the reality so, the town not,being able to move forward (inaudible) when you consider three quarters of our town borders are waterfront. I mean, it's just not possible, we are not (inaudible). So, that's it on that. SUPERVISOR RUSSELL: I would agree, I think also one of the problems is the last third of that jetty is starting to break apart the core stone, so what's happening is the sand that does get through, you know, the energy gets removed then it sits and it gets pushed in during the nor'easters. MR. DUNN: You know, Scott, I hear people talking about what comes through, I don't know that how much of it comes through as it gets pulled out when we get a north storm, the waves are coming in and the waves literally come out of the shoreline like a snow plow and then when they hit the jetty, the water goes in and comes back out,pulls it out. Yes, that is happening but I don't know if it's all happening the way everybody thinks it's happening. You know, I am just... -SUPERVISOR RUSSELL: I can tell you the issue with Goldsmiths, I don't think at this point it's a budget issue. I can't imagine there's any member of the board that would mind allocating even a substantial amount of money if it would work, that's the problem, we used to spend a considerable amount of money there to dredge, it. At one point there was a substantial dredging project that was actually designed by Chuck Hamilton, former DEC regional director. It was a substantial undertaking. It lasted one nor'easter. But we can, I asked Nick Krupski,just talked to him about a week ago and you know, Nick is down there a couple of times a week and I said look Nick, at the direction of the Trustees if you decide, when you decide if it's necessary we will get a contractor out there to scrape some sand out to make that low. MR. DUNN: The problem with scraping sand out, the sand ends up (inaudible) and that solves that problem. As the pond is getting (inaudible), it's losing life too. Hopefully this Army Corps thing is going to come up with a solution and my suggestion we just keep it open in a minor way, it doesn't have to be on a weekly basis and it shouldn't go for two month's. I mean, the'permit runs out in I believe it runs out the 31" of January and you know, because of the winter thing. j.+ Southold Town Board Regular Meeting January 14, 2020 page 19 the seagulls love it because (inaudible) and it's just a free lunch. Last thing is I happened to notice, Town Beach, there's kind of been some,replenishment going on there? (Inaudible) It's not going to stay. SUPERVISOR RUSSELL: I would agree. MR. DUNK: Okay. So I mean, we could get something going there, I would be happy to help. COUNCILWOMAN DOHERTY: That's what we do every year, they put the piles up and then spring they spread them out. I would agree with you, that we should try to (inaudible) but now is the time to do it, especially since you can't plant it in the spring, it's not going to hold. MR. DUNN: If you plant it after April 1St, you have to water it. You can put bare roots in now, you can put it after April 1St COUNCILWOMAN DOHERTY: The plugs really need to go in, what you do with plugs is you wait until after the first frost and then you get them from the nurseries, so fall planting is when it really takes over and you get the best results from it. MR. DUNN: But you have to water them. COUNCILWOMAN DOHERTY: Not if you plant them now. But if you plant them in the spring... MR. DUNN: But you can't plant them now. COUNCILWOMAN DOHERTY: It's too late now but there's a time in the fall.... MR. DUNN: but you can plant bare roots. COUNCILWOMAN DOHERTY: Yes. MR. DUNN: Now. Dig a hole (inaudible). $10,000 on it at Goldsmiths. And they don't need to be watered, you put them in and they just grow. And you don't start planting them until late December, you can go right through planting until tax day. COUNCILWOMAN DOHERTY: You have got to wait until the first frost, if you are buying the plugs, you have to wait for the first frost before the nurseries dig them out of the ground to replant them where you want to plant them. MR. DUNN: Right. Those are bare roots, the bundles. I am talking, the plugs come in the tray. I have put the plugs in on Father's Day. COUNCILWOMAN DOHERTY: Yes, you can. Southold Town Board Regular Meeting January 14, 2020 page 20 MR. DUNN: But you have to water them. COUNCILWOMAN DOHERTY: And it's such a heavy volume on town beach that the best, you should plant them at the best time to have the best chance. MR. DUNN: And that would be, you could put them in in December and you'll see there will be roots coming out by the end of January. It's just something that you could do with boy scouts or ROTC kids or something like that and maybe get the chance to hold on to something down there. COUNCILWOMAN DOHERTY: We have talked about that in the past, we've been doing road endings like that so maybe it's time to revisit that area. SUPERVISOR RUSSELL: You have to maintain a small section for equipment because we are still going to lose sand there no matter what. We do need a small section to get machinery in and out... MR. DUNN: Well, sure but I mean if you just, if you had three little dunes going, it's better than what it is. COUNCILWOMAN DOHERTY: Yes. In patches, with paths. MR. DUNN: Instead of, what I would do this year is just pull up some of the driftwood and put that on the beach side and then push sand against it. that will act as kind of like a groin and you push the sand against it and plant the sand and give it a try because what you have got there now is just going to disappear. Thank you. COUNCILWOMAN NAPPA: Can I just go back to Goldsmiths, it's been several years since that's been dredged, right? SUPERVISOR RUSSELL: Every year we usually go out on an annual basis and do a modest, I guess what you would call a scraping out.... MR. DUNN: Right, it's been two years. SUPERVISOR RUSSELL: For about $6,000-$8,000. Prior to that we used to spend $45,000 a year to dredge it. The lifespan either way was the same end result. COUNCILWOMAN NAPPA: I was under the impression, I spoke with Nick also, that it was pretty evident that they wanted it to be dredged before the 15' , before the end of the contract expires. MR. DUNN: The permit. COUNCILWOMAN NAPPA: The permit, yes. Southold Town Board Regular Meeting January 14, 2020 page 21 MR. DUNN: It could be October 31 to February... COUNCILWOMAN NAPPA: I was under the impression it was pretty imminent in the Trustee's opinion. COUNCILWOMAN DOHERTY: Well, the Trustees haven't come to us... SUPERVISOR RUSSELL: I just talked to Nick last week who at the time felt that it was open and I said well, keep an eye on it and let us know. But he has not come back to me and said it needs to be dredged now. But it wouldn't be traditional dredging, it would be the....but I will check with Nick again tomorrow. MR. DUNN: Thank you. SUPERVISOR RUSSELL: Who else would like to address the Town Board on any issue? Lynn Summers LYNN SUMMERS: Lynn Summers, Southold. I am here to announce that there will be hopefully a Southold-Peconic civic association. Today we, with Lucille Jones, connected with Southold rec department so we have a big enough place to meet in the future. This morning you talked about putting things on Facebook and the other day I went online because I hadn't seen an ad in the paper or anything for one of Scott's favorite things, the Anti-Bias Task Force. I've noticed in Patch, they had a lovely picture of Mr. Ghosio and Val from Greenport and Mr. Noncarrow, Patch picked it up and I thought maybe you could use channel 22 again and when you have this, put it as one of the bullet points for the month so that people wouldn't have to dig around if they were watching, it would help do that. COUNCILWOMAN DOHERTY: I believe we do that, on the, I don't know what cycle it's on, channel 22 but there's a calendar that slides through once in a while. SUPERVISOR RUSSELL: We probably don't get enough because people don't think to submit content but you are right, it certainly is something we should look at. We have more potential there then we utilize. MS. SUMMERS: Because sometimes it's just, looking at some pictures and listening, not that I watch it 24/7. SUPERVISOR RUSSELL: I don't watch it at all. MS. SUMMERS: So the other thing, connecting back to speaking with the various civics, when you roll out and get ready to go do visitation for the comp plan thing, how do you sort of make a little paragraph explaining why you are doing this again, explaining this to people. I find it difficult explaining it to other adults, now we have to do this again, then we have to bring it up here. Maybe somebody could write a little paragraph about that, I think that would help draw Southold Town Board Regular Meeting January 14, 2020 page 22 them out a little more, if that's possible. Because I think some people get confused, how many times are we going to talk about this? SUPERVISOR RUSSELL: Right. MS. SUMMERS: And you have to and I know why you have to but (inaudible). Okay?
