And in case anyone is wondering, that is the aerial photo of the lot that we are talking about, outlined in red. SUPERVISOR RUSSELL: Would anyone like to comment on to the Town Board on this acquisition that is being proposed on Fishers Island? i UNIDENTIFIED: I would just ask one question, what is the elevation? SUPERVISOR RUSSELL: The elevation of the parcel? I can't speak to that but I can say it is environmentally sensitive substantial amount of wetlands with a buildable area. This report is intended to identify Recognized Environmental Conditions (as defined in Standard Practice for Environmental Site Assessment; ASTM E 1527-13 and United States Environmental Protection Agency (USEPA) Standards and Practices for All Appropriate Inquiries (AAI)) on the subject property based on four(4)components of a Phase I Environmental Site Assessment(ESA):records review, site reconnaissance, interviews and evaluation and reporting. Appendix A provides a statement of limiting conditions. Appendix B includes the resumes of key personnel. The subject property is located on the south side of Oriental Avenue, approximately 300 feet east of Middle Fane Pond Road on Fishers Island,Town of Southold, Suffolk County,New York. The subject property consists of a 5.4±acre parcel of vacant wooded land and wetlands that is north of Middle Farm Pond. The subject property may be more particularly described as Suffolk County Tax Map#: 1000-003-07-3. i No development or improvements are present on the subject property. There was no evidence of discharge, staining, areas of stressed vegetation,residue of oils or other toxic substances,pools of discharge, petroleum or chemical odors, or other such indicators noted during the site reconnaissance. i Aerial photographs from 1941, 1951, 1960, 1974, 1976, 1985, 1991, 2008, 2011 and 2017 aerial ' photographs of the subject property were reviewed in order to determine the previous uses of the subject property. All the aerials reviewed depicted the subject property as vacant wooded land and wetlands. Historic topographic maps from 1889, 1892, 1893, 1913, 1921, 1944, 1947, 1949, 1958, 1970, 1984 and 2012 were available for the subject property and surrounding area. All of the maps reviewed depicted the subject property as vacant land. No Federal or County documented regulated sites were noted in the vicinity of the subject property. One(1) State regulated site was noted in the vicinity of the property and consisted of a closed spill incident which does not maintain a hydrogeologic connection the subject property. A Tier 1 Vapor Encroachment Condition (VEC) Assessment was conducted as part of this Phase I ESA, due to the proximity of several spill incidents. The assessment was conducted in accordance with the methods and procedures outlined in ASTM E2600-15, Standard Guide for Vapor Encroachment Screening on Property Involved in Real Estate Transactions.
