SPECIAL MEETING
OCTOBER 9, 199!
A Special Meet~inq of the South'roId Town Board was called' to order by
Supervisor Scott L. Harris at 5:00 p.m., Wednesday, October 9, 1991, at the
Southold Town Hall, Main Road, Southold, New York.

l~.-Moved by Councilwoman Oliva, seconded by Councilman Penny,
WHEREAS, by enacting Local Law No. 24 of 1991, entitled "Town of Southold Coastal
Erosion Hazard Areas Law", on October 8, 1991, the Town Board of the Town of
Southpld has assumed the responsibility of implementing a Coastal Erosion
Management Plan within its jurisdiction pursuant to Article 34 of the New York State
Environmental Conservation Law; and
WHEREAS, the aforementioned Local Law must be approved and certified by the
Commissioner of the New York State Department of Environmental Conservation, who
requires, prior to its certification, a resolution of the Town Board that it will
enforce the purposes and policies of said Local Law, and that it will investigate all
reports of violations and prosecute same thereunder; now, therefore,' be it
RESOLVED that the Town Board of the Town of Southold hereby reaffirms it
commitment to enforce the purposes and policies of Local Law No. 24 of 1991, entitled
"Town of Southold Coastal Erosion Hazard Areas Law"; and be it
FURTHER RESOVLED that the Town will investigate all reports of violations and
prosecute violations thereunder where warranted.
1.-Vote of the Town Board: Ayes: Supervisor Harris, Councilman Penny,
Councilwoman Oliva, Councilwoman Latson. No: Councilman Wickham.
This resolution was declared duly ADOPTED.
Councilman Wickham stated that he voted "no" because he objects to the NYS-DEC
requiring a resolUtion from the Town stating they will enforce the law. He voted
on October 8th to enact such a law, and by enactment, this law will be enforced as
are all of the other laws of the Town of Southold.
z.-On motion of Councilman Wickham, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southolc[ hereby authorizes
Supervisor Scott L. Harris to execute forthwith the Notice of Hearing, with
Complaint attached, 'and Order of Suspension, dated October 9, 1991, in the matter
of Police Chief Stanley Droskoski against Joseph C. Gordon, Southold Town Police
Officer, Shield No. 38, setting a public hearing at 4:00 o'clock P.M. on November

6, 1991, and notify Police Officer Gordon of his immediate suspension, without pay,
pending the hearing of the charges; and be it further
RESOLVED that the -town Board of the Town of Southold hereby authorizes
Supervisor Harris to cause said Notice of Hearing to be immediately served upon
Police Officer Joseph C. Gordon.
2.-Vote of the Town Board: Ayes: Supervisor Harris, Councilman Penny, Councilwoman
Oliva, Councilwoman Latson, Councilman Wickham.
This resolution was declared duly ADOPTED.
On motion of Councilwoman Latson, seconded by Supervisor Harris, it was
RESO~.V£D that this Special Town Board Meeting be and hereby is adiourned at 5:40
P.M.
Vote of the Town Board: Ayes: Supervisor Harris, Councilman Penny, Councilwoman
Oliva, Councilwoman Latson, Councilman Wickham.
This resolution was declared duly adopted.
