January 13, 2020 Meeting
Called to Order at 10:00 AM by Chairman Neb Brashich.
Members Present
Councilwoman Sarah Nappa, Police Chief Martin Flatley, Planner Brian Cummings, Highway Superintendent
Vincent Orlando, Greenport Trustee Mary Bess Phillips, Jim Baker, Vice Chairman James Kalin and Tom Fox.

Arlene Castellano & Elizabeth Castellano – New Suffolk Civic Association.
Jessica Frankel – East Marion Community Association.
Martha Baker – New Suffolk resident.
Approval of December 16, 2019 Meeting Minutes
A motion to accept the minutes was made, was seconded and was carried.
Welcome to Councilwoman Sarah Nappa
Neb welcomed Ms. Nappa to the Commission and she discussed her background as a small business owner,
farmer and chef.
Commissioners’ Backgrounds, Commission History & Future Operations
Following Ms. Nappa, Neb invited the Commissioners to share their respective backgrounds and experiences.
He also recounted the Commission’s history and some its major accomplishments and he observed that
changes in the Commission’s membership bring a partial loss of institutional North Fork knowledge and
connectivity with agencies such as NYSDOT and SCDPW.
Jim Baker suggested that, as an Engineering Department representative would not always be available to
attend Commission meetings until Jamie Richter is replaced, it would be useful to pre-advise that department
of any relevant developments that would require its pre-hearing comments.
Public Requests
Update re Speed Limit Reduction/Warning Signage on Eugenes Road & Skunk Lane – Cutchogue & on Bay
Avenue and Peconic Bay Boulevard - Mattituck
Superintendent Orlando noted that the Town Board had approved appropriate signage for both locations,
subject to the Town Attorney’s advice of NYSDOT approval.
Update re Request for Turtle Crossing Signs on SR25 – Cutchogue & Mattituck
Superintendent Orlando also advised that “Wildlife & Turtle Crossings” signage had been procured and would
be installed, subject to the Town Attorney’s advice of NYSDOT approval. The signage would be placed on
SR25 at Reeve Avenue in way of Mattituck High School and in Cutchogue in way of the Pellegrini and Pugliesi
vineyards, respectively.
Town Supervisor, Board and Trustee Requests
Pike & Dean Parking Lots - Town Board Decision - Mattituck
Designated duration parking slots will be striped in colors to be advised, with appropriate signage posted.
Trustee Phillips advised that Greenport’s parking lot color scheme was proceeding.
New Suffolk Parking – Contract Update
Planner Cummings advised that, although there had yet been no advice from the Town Board concerning its
decision on the matter, he would contact the Engineering Department for an update. Both Arlene and
Elizabeth Castellano expressed hope that the Town Board’s decision was imminent. Councilwoman Nappa

advised that she would check with both Planning and Engineering and would inform Neb by phone of any
information concerning the status of the matter.
Legislation re Love Lane, Mattituck- No U-Turns, Right of Way from LIRR to NYS Route 25 & Adoption of
Prohibition Code and Other Issues
Subject to NYS Code requirements, appropriate signage forbidding U-turns on Love Lane over its length from
NYS Route 25 to CR 48 will be installed by the Highway Department.
Planner Cummings reported that the Suffolk County Department of Health was reviewing the proposed usage
of the former Capital One Bank location on Love Lane. Trustee Phillips advised that the former Capital One
Bank location in Greenport would reopen as an outpatient clinic of Peconic Bay Medical Center.
Planning Board Requests
Transportation & Infrastructure Chapter of Town Comprehensive Plan –Town Approval Update
Planner Cummings reported that, subsequent to the public hearings on the matter, the Plan is being
reformatted. Ms. Nappa advised that the Town Board had approved all major revisions and is considering the
appointment of a committee to monitor its implementation. She will report on further developments and the
scheduling of a final hearing.
Neb suggested that the Town Board should contact the Stony Brook University consultant team concerning its
earlier offer to assist with the Plan’s implementation.
Current Transportation Issues - Updates
Love Lane New Contract Update – Mattituck
No comment has yet been received from NYSDOT concerning the consultants’ traffic study report.

Suffolk County DPW
Jim Kalin advised that former NYSDOT Regional Director Joe Brown would join SCDPW as a Commissioner,
subject to SC Legislature’s approval.
Public Comment
Crosswalk Request - East Marion Post Office
Ms. Frankel reported that EMCA was still in discussions with NYSDOT concerning that issue.
Next Meeting
The next meeting is scheduled for Monday, February 24, 2020 at 10:00 AM in the conference room at Town
Hall.
