A meeting of the Southold Town Conservation Advisory Council was held on January 8,
2020 in the Town Hall Conference Room.
Present were: Peter Young, Chairman

CALL TO ORDER
The meeting was called to order at 4:30PM by Chairman Peter Young.
PLEDGE OF ALLEGIANCE
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young will not be able to attend the monthly meeting in February. John
Stein with Chair the meeting.
The Department Head meeting held on December 9th went well. Peter Meeker, Peter
Young and Carol Brown represented the CAC and provided the department heads with an
introduction and-presentation on the Climate Smart Communities Program.

Peter requested direction from Town Board Liaison Jim Dinizio with regard to the
inspections/recommendations from the Board of Trustees now that the CAC has been
recently assigned to the Climate Smart Communities Program. Peter Young will contact
Glenn Goldsmith, President of the Board of Trustees on how they should proceed, per
Jim's suggestion.
CLIMATE SMART COMMUNITES PROGRAM
Department heads are working on the checklists that were disturbed at the Dept. Head
meeting held on December 9t": The CAC task force will make arrangements to meet with
each one individually and review the checklists. John Stein offered to be the point of
contact for the Planning Dept. and Jim Abbott will be the point of contact for the Police
Dept.
LWRP UPDATE
John Stein will be meeting with Mark Terry on January 9t" to work on the LWRP checklist
as well as the CSC checklist. The LWRP check is expected to be completed by next
month.
REPORTS
Carol Brown attended the Board of Trustees meeting held on December 11, 2019. The
application made on behalf of Purita was Tabled and the application made on behalf of
Thorn was Approved by the Board of Trustees.

Moved by Carol Brown, seconded by James Abbott, to Approve the Minutes of December
4, 2019.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Carol Brown, it was
RESOLVED to SUPPORT the application of TG3 HOLDINGS LLC to construct a 4'X 50'
timber bluff stairway, consisting of a 4'X 4' entry steps and 4'X 6' entry platform, 4'X 36'
stairs and a 4'X 6' base platform with 2'X 5' retractable, flip-up aluminum stair to beach;
and restore and stabilize bluff slop with approx. 436 sf. area of construction disturbance,
as needed, by way of terracing, renourishment, using approx. 50 cy. of clean sand fill to
be trucked in from an approved upland source, and planting of native vegetation.

RESOLVED to SUPPORT the application of JOHN P. & KIMBERLY G. KEISERMAN to
construct onto existing 1.5 story, single-family dwelling an approx. 30'X 27' second-story
addition and roof alternation, an approx. 286 sf. covered porch in place of existing 75 sf.
porch, and a 4'X15' cellar entrance; maintain existing structures constructed prior to 1988,
including an in-ground swimming pool, deck, stairs leading to an on-grade deck; remove
existing septic system and install new I/A OWTS sanitary system; an install drainage
system of leaders, gutters and drywell.

RESOLVED to SUPPORT the application of AYDA CANDAN for the existing house, deck
and concrete patios and to repair/replace storm damage to structural,supports, existing
cement block wall, and steps/stairs.

The CAC reluctantly Supports the application due to the past history of structural failures
on the property due to erosion.

Moved by Carol Brown, seconded by John Stein, it was
RESOLVED to SUPPORT the application of GOLDSMITH'S BOAT SHOP to construct
465 If. of bulkhead located on the southeast seaward corner of the property, using vinyl
sheathing and secured by timber pilings. Existing rip-rap along the shoreline is to be
removed prior to the installation of the proposed bulkhead. Backfill is proposed along the
landward sections of the proposed bulkhead in order to maintain safe and practical
passage for vehicular traffic within the boat yard. The amount of proposed backfill is 1,200
cy. of clean fill obtained from an approved upland source.

RESOLVED to SUPPORT the application of JOSEPH & DANA TRIOLO to construct
additions to the existing single-family dwelling, including a garage, porch addition and
replacement of existing driveway with gravel driveway.

system and the location of the drywells are depicted on the survey.

Moved by James Abbott, seconded by Peter Young, it was
RESOLVED to SUPPORT the application of PAULINE SEGRETE for the removal and
replacement of 60 If. of existing timber bulkhead with new vinyl bulkhead in same location
as existing and raised height of 12" above existing. Remove and replace 4'X 4'
cantilevered platform in same location as existing. Remove existing 3'X 24' landward deck
with new 6'X 24' deck in same location. Existing 30"X 11' ramp and 6'X 20' floating dock
to remain in same location as existing with no changes. All decking and top caps to be of
untreated timber materials. Provide 10' non-turf buffer landward of proposed bulkhead.

RESOLVED to SUPPORT the application of JOHN & ELIZABETH SCHROEDER for a
20'X 40' in-ground swimming pool with surrounding on grade patio and retaining walls, 48"
in height. Proposed construction is landward of existing structures (deck and house).

RESOLVED to SUPPORT the application of BENZION OVER to remove existing wood
pier; construct a 4'X 91' fixed catwalk, install a 32"X 20' seasonal aluminum ramp onto a
6'X 20'-floating dock secured by two 2-pile dolphins. Provide for water and electrical
service to offshore end of dock.

RECOMMENDATIONS-APPLICATIONS TO AMEND WETLAND & COASTAL
EROSION PERMIT APPLICATIONS
Moved by James Abbott, seconded by Peter Young, it was
RESOLVED to SUPPORT the application of JOHN & RACHEL CASHWELL to Amend
Wetland Permit#8899 for the as-built revisions to previously permitted plans including the
reduction of in-ground pool size from 18'X 40' down to 16'X 36', addition of 12'X 50' roof
over previously permitted rear yard deck, addition of 12'X 15' roof over previously
permitted side yard deck and addition of a 60'X 20' bluestone patio surrounding in-ground
pool.

The next meeting of the Conservation Advisory Council will be held on February 5, 2020
at 4:30PM in the Town Hall Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:OOPM.
