Resolution Number 2019-173 of the Fishers Island Ferry District adopted December 9, 2019 to
read as follows:
Whereas Mr. Anthony Mirabelli has been a part-time captain since 2005 and management
recommends that he be promoted to a full-time captain.
Therefore, it is resolved with effect December 21, 2019 Mr. Mirabelli is promoted to a full-time
Captain (FIFD) at his same wage rate of$30.78 per hour.

SUPERVISOR RUSSELL: That completes the business of the agenda. Would anybody like to
address the Town Board on any issue of mutual interest?
Anne Murray,East Marion
ANNE MURRAY: Anne Murray from East Marion. First I want to say I am very glad to hear
this morning that you are going to reconvene the Water Committee. I think that's a great idea, I
don't know why it was dismantled in the first place or put on hold but I think it's a great idea for
the town, I think we have a lot of water issues. And second I want to ask about something I
missed this morning, I came a little late, the Comprehensive Plan came up and I understand you
are planning on having more meetings about it. Can you explain what that's about?
SUPERVISOR RUSSELL: Sure. The plan is actually, as you know there were minor changes
made, they were sent back to the consultant to be presented back ultimately, the Town Board is
going to have public hearings and adopt it....

MS. MURRAY: Right.
SUPERVISOR RUSSELL: But at this point, we all know what the comp plan says and it's time
to move forward, so the Board discussed organizing community based meetings to start helping
what we believe and obviously as the plan states, the first step is to identify priorities, so what
we'll do is we will have meetings in each of the hamlets to start identifying what they view as
the priorities. Some of the priorities are going to be town-wide, obviously there's public
concerns that are far and wide. Some of the hamlets might have separate priorities that some
others don't but the idea is to get, it's the first step once the comp plan is adopted. Meetings in
the community and start identifying those priorities and developing a list together.
MS. MURRAY: Okay, so here is my question. Are these meetings going to be held before the
public hearing and you are going to adopt it or are they going to be held after? Because I would
say having attended 10 or 15 of those comp plan meetings myself, I think, and having read the
whole thing, I think each hamlet has already identified the priority issues and I think the town-
wide priority issues are already in the summary document, so I don't see the need for more
meetings before it's adopted.
SUPERVISOR RUSSELL: Well, others might view that differently but if you look at the plan
and the steps in the plan, the first item does say to focus and develop a list of priorities. And also
probably (inaudible), don't forget.
MS. MURRAY: But shouldn't that be after adoption, rather than....
JUSTICE EVANS: This isn't to change the plan, it's to start implementation of the plan.
MS. MURRAY: Right but you aren't going to vote on adopting it until after you have had these
community meetings, correct?
COUNCILWOMAN DOHERTY: What Scott was trying to explain this morning was, instead of
waiting to adopt it, let's move ahead and start working on it and start implementing it. Like he
said a few minutes ago, we are going to be adopting it. We are just waiting for it to be fine tuned
and then have the public hearing.
SUPERVISOR RUSSELL: The reality is that a lot of that plan was based on input over the
years and a lot of these changes we have already moved on, including adoption of the code etc.,
have been coming out of the recommendations and those community meetings over the years but
I would, we can wait to adopt it but I think there is, I think there is a process where we need to
get underway. You know, we can wait to adopt it but know that again we are delaying it again
for what is essentially a pro forma process.
MS. MURRAY: I don't think you should wait to adopt it, that's my point. I think you should
have a public hearing, weren't you going to have a public hearing before the Town Board voted
on adopting....

SUPERVISOR RUSSELL: Community based meetings are a good opportunity for people to
sort of (inaudible), identify the priorities and make that part of their comments for the public
hearing.
MS. MURRAY: Well, having attended the Planning Board's here back in the summer I think it
was and there was an article in the paper about it, I mean so many people got up and said just
start implementing it already, we've waited too long and I think my concern is I don't want to
see the vote to officially adopt it be in like August and then the implementations don't start till
next fall.
SUPERVISOR RUSSELL: That's exactly what we are doing now, is we are going to start
basically have community meetings to identify the priorities for implementation. We can do that
concurrently to the formal adoption. We didn't want to wait until the final adoption because we
are at pro forma stage and all that does is delay what needs to take place.
MS. MURRAY: So...
COUNCILWOMAN DOHERTY: We can do this simultaneously and just keep moving.
MS. MURRAY: Oh, okay. Do you have a month or a date to formally adopt the plan? That's
my question I guess.
SUPERVISOR RUSSELL: We are waiting for it to come back from the consultant.
MS. MURRAY: That might not be until April.
COUNCILWOMAN DOHERTY: I think it's going to be sooner than that.
COUNCILMAN GHOSIO: We assigned the money for it tonight, so they should start working
on it right away.
COUNCILWOMAN DOHERTY: Yes, I think Heather said it would take maybe four or six
weeks.
SUPERVISOR RUSSELL: Is the concern that we should have the meetings prior to adoption or
we shouldn't wait for the adoption.
MS. MURRAY: I think maybe one big meeting where things could be explained but I think the
people of all the hamlets have been through a number of different meetings about this and I think
that most peoples have given their feedback on it and what I took away from the public hearing
is that most people wanted to see it get adopted and then start the implementation. My only
concern is you can't implement it before you officially adopt it, correct?
JUSTICE EVANS: No, we can.

SUPERVISOR RUSSELL: But we can start identifying priorities....
COUNCILWOMAN DOHERTY: We can start the process of implementation while we are
waiting for the public hearing.
SUPERVISOR RUSSELL: We can start identifying priorities, the implementation will take
place clearly after the document is adopted but to go out and start identifying priorities, we are
not taking action on those priorities, we are developing those priorities so we can move on those
priorities soon after adoption.
JUSTICE EVANS: And there may be some we can implement before, we probably don't have
the time but we implemented certain....
MS. MURRAY: Okay. I guess my only concern is it getting put off...
SUPERVISOR RUSSELL: We are trying to do the opposite, we are trying to identify those
priorities now so once the final document is adopted we can start moving forward.
MS. MURRAY: Okay.
SUPERVISOR RUSSELL: I don't want to wait to move forward by having community
meetings to identify priorities after adoption because that's how you drag out the process.
MS. MURRAY: Okay, I guess that makes sense. Thank you.
