HomeMy WebLinkAbout12/05/2019 Town of Southold Housing Advisory Commission Meeting #142 December 5, 2019 Present: Nancy Messer, Mark Levine, Pat Lutzky, Cheryle Amara, Denis Noncarrow, Eric Dantes. Absent: Debra O’Kane, Marilyn Sierra and Valerie DeFio Guest Speakers: Kevin Webster, Assessor and Bill Duffy, Town Attorney. Meeting began at 4:30 p.m. 1. Approval of Meeting Minutes a. Approval of October 24, 2019 HAC Meeting Minutes – A motion was made by nd Nancy Messer, 2 by Cheryle Amara, approved unanimous. 2. Taxing Accessory apartments – Kevin Webster a. A 2000 Square foot house with a 500 Square foot accessory apartment results in no change to tax assessment. b. Build a 500 Square foot accessory apartment – Will be assessed as additional living space and adds value to house. Has to be affordable. c. This may be a suggestion to the town from Housing Advisory Commission. d. Precedent with cottages as far as assessment. 3. Bill Duffy for John Burke – a. Their office will act as liaison – one or the other will attend every meeting. b. Marilyn & Pat have met and come up with documents for forum. Reviewed Ad. c. Format is like a Job Fair. d. Bill Duffy – Fireman’s code Preference for EMS/Firefighters at least 3 years of service. e. Bill Duffy discussed how lottery doesn’t work on cottages after initial town lottery list is exhausted. Too many legal issues. All owners after first one must be approved by town government liaison. As a Committee have to look into lottery and cap of 24 units per project. Next meeting? Planning department to come to a future meeting? f. Pat/Eric Co-Chairs nd Mark Levine made a motion, Nancy 2 and it was approved unanimously. g. Housing plan update – Mark Levine, Denis Noncarrow, John Burke and Mark Terry Week of December 11, 2019 - Going to Town of Southampton to discuss housing plans with other towns. 4. Denis Noncarrow – In Southold, 24 units, Land Bank, houses sold a. Vineyard View – Conifer using Community Center around end of January. b. Continue to look at accessory apartment codes. c. Denis is going to coordinate with Nancy to research other towns and see how they are approaching Inclusionary Zoning and come up with ideas. Next Meeting Scheduled for Thursday, January 9, 2020 @ 4:30 pm in the Library of Peconic Landing. Acting Chair is Eric Dantes and Patricia Lutzky for January 9, 2020 meeting. 5.
