HomeMy WebLinkAboutLP-12/10/2019 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, December 10, 2019 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairperson Doris McGreevy Will Lee John Simicich Lillian Ball (7:13 p.m.) Anne Murray Eric Keil (7:32 p.m.) Members Absent: none Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Commencement  The meeting began at 7:07 p.m. with five LPC members present. Committee Minutes and Administration  Acceptance of LPC meeting minutes from November 26, 2019 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 11/26/2019 LPC meeting minutes. Motion carried: 5/0 (LPC members Lillian Ball and Eric Keil not present at time of vote)  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, January 7, 2020.  2020 LPC Meeting Schedule 2020 Meeting Schedule hand-out given to LPC members. Land Preservation Applications & Potential Applications MOTION made by Sam McCullough, seconded by Anne Murray to enter into EXECUTIVE SESSION - Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 6/0 (LPC member Eric Keil not present at time of vote) The LPC members entered in EXECUTIVE SESSION at 7:16 p.m. Land Preservation Coordinator gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Sam McCullough, seconded by Anne Murray, to end Executive Session. Motion carried: 6/0 (LPC member Eric Keil not present at time of vote) EXECUTIVE SESSION ENDED at 7:30 p.m. Inquiries for Uses or Structures on Preserved Property  SCTM #1000-96.-3.2.1 (STARKIE) REVIEW 12/5/2009 REFERRAL (via e-mail) FROM BUILDING DEPT RE: PROPOSED BARN LPC members reviewed landowner’s Building Permit application plans for a proposed barn at the request of Building Permits Examiner Amanda Nunemaker. The proposed barn will straddle the boundary line between the landowner’s residential home lot with the Town’s development rights easement area. MOTION made by Sam McCullough, seconded by Anne Murray, that the Committee finds the proposed agricultural use barn consistent with the terms of the recorded Easement. Motion carried: 6/0 (LPC member Eric Keil not present at time of vote) Stewardship and Management: None General Land Preservation Items:  FARMLAND PROGRAM DISCUSSION LPC discussed proposed changes to Town Code Chapter 70. Agricultural Land Preservation as presented by the Agricultural Advisory Committee in draft dated Nov. 8, 2019. Discussion will continue at next LPC meeting. Adjournment: MOTION made by Anne Murray, seconded by Eric Keil, to adjourn this meeting.
