("CityScape") in its capacity as telecommunications consultant for the Town, has considered the merits of the above referenced application submitted by AT&T ("Applicant") to replace its equipment on an existing one hundred seven and a half(107.5) foot monopole tower, owned by Crown Communications. The tower is located at 415 Elijahs Lane, Mattituck, New York, see Figure 1. Support Structure &Equipment The purpose of the proposed modification is to allow the Applicant to replace equipment at the ninety-eight (98) foot level, Appendix, Exhibit A. The Applicant currently maintains nine (9) antennas, six (6)RRHs, a surge suppressor and a microwave backhaul dish. It is proposed to replace all nine(9)antennas,replace three(3)and add three(3)new RRHs and add a second surge suppressor, see Appendix, Exhibit B. Two (2) new DC and one (1)new fiber cable will be added. Any new ground equipment will be installed within the existing shelter. FCC Compliance The Applicant provided the necessary FCC compliance statements regarding interference to other radio services and safeguards to human exposure of radio frequency energy in a previous letter, dated June 17, 2013. TAN, TS , INC Structural Anal The Applicant provided a structural analysis by B+T Group, dated July 2, 2018, based on ANSI/TIA-222-G, Class 11 and exposure category"C" standards. The report states that the tower with the existing and proposed equipment will be loaded to 104.7%(maximum is 105%)while the foundation will be 89.8%,see Appendix, Exhibit C. Wireless applications, other than new support structures are governed under the Middle- Class Tax Relief and Job Creation Act of 2012 (Tax Relief Act)and shall be afforded streamlined processing with a qualified application. A qualified application under the Tax Relief Act cannot increase in size of the ground compound, or tower structural changes increasing the height or girth by ten percent (10%) or twenty (20) feet, whichever is greater. Since the Applicant will not be increasing the height or girth of tower, nor the compound, this application is qualified for streamlined processing under the Tax Relief Act. The submitted application conforms to the requirements of Town codes and State of New York wind codes and structural integrity. Therefore, it is CityScape's recommendation that the Town approve the application with the following conditions: 1. All of Applicant's existing and new feed lines/cables shall be installed inside the monopole structure; and, 2.
