U 53095 Route 25 Southold,New York 11971 RE: Town of Southold—SCTM#1000-75-5-14.1 Verizon Wireless Site—"Peconic" Dear Mr. Cummings, At your request, on behalf of the Town of Southold ("the Town"), CityScape Consultants, Inc. ("CityScape"), in its capacity as telecommunications consultant for the Town, has considered the merits of the above referenced application submitted by Verizon Wireless ("the Applicant") to modify its equipment on an existing one hundred and thirty foot(130') lattice tower. The tower is located at 41450 Main Road, Peconic,New York, although in previous review reports, the address has been described as 165 Peconic;Lane,see Figure 1. 5wam.5-tructure&AP.i.prat The existing support structure is depicted in Figure 2. The Applicant currently has nine (9) antennas (3 per sector) at the one hundred (100) foot level, all of which will remain, and no antennas will be added. It is proposed to replace three of the existing six(3 of 6) RRHs and install three (3) additional RRHs, leaving nine (9) total RRHs on the tower after the changes are made. Also, the construction drawings indicate that three (3) unused 7/8" coax cables will be removed from the tower, leaving six (6) remaining. No changes will be made at ground level outside the existing enclosed Verizon shelter. a uctu &glysis The Applicant has submitted a structural analysis report by All-Points Technology, dated December 16, 2019, based on ANSI/EIA/TIA-222-G standard for Suffolk County, New York, Structure Class 11, Exposure Category C. This analysis indicates that the tower will be loaded to 90% (out of an allowable 105%), but the base foundation could not be conclusively evaluated due to information on its design and construction not being available to All-Points Technology, see Figure 3. That analysis indicated that the foundation loading at that time, with AT&T's changes, was 80.5% (out of an allowable 110%). Since three coaxes will be removed and the net increase in tower equipment proposed by the Applicant is only three RRHs, the foundation loading should not be an issue. Under Section 6409(a) of the Middle Class Tax Relief and Job Creation Act of 2012 ("the Act"), any personal wireless facility modification or upgrade is eligible for administrative processing if the request meets six criteria, most notably(1) it does not increase the structure height by 10% or 20 feet, whichever is greater, (2) it does not increase the structure width by 20 feet and (3) it does not require any excavation outside the existing ground compound or leased area. Section 6409(a) further states that if an application meets the criteria,the application shall be approved and may not denied. CityScape has determined this application complies with the Act and recommends approval,with the following condition: The facility shall remain secured and protected from unauthorized personnel. If the foundation reinforcement specified in the KM Consulting Engineers August 25, 2010 structural analysis report was completed the foundations are adequate for the proposed changes. A site inspection took place on July 12th for this facility. We had some internal issues to resolve around the wireless facility,since it is on Town-owned property.
