Be it enacted the Town Board of the:

I. Purpose.
The purpose of this local law is to improve safety for pedestrians and vehicles, as well as dealing with
impacts to the public's health, safety and welfare.
Il. Chapter 260 of the Code of the Town of Southold is hereby amended as follows:
Article II One-Way Streets and No U-Turn Areas
§260-3.1 No U-Turn Areas.
The following streets or parts of streets are hereby designated as No U-Turn Areas, vehicles shall
proceed only in permitted directions indicated, and No U-Turn signs shall be erected as follows:

IV. EFFECTIVE DATE
This Local Law shall take effect immediately upon filing with the Secretary of State as provided by law.

no U-Turn area to be established on Love Lane in Mattituck between New York Route 25 and
County Road 48; and
WHEREAS, it has been presented a Local Law entitled"A Local Law in relation to an

I have a notarized affidavit that this hearing had been advertised by the Town Clerk's office and
the same for the Suffolk Times. That's all I have.
SUPERVISOR RUSSELL: Would anybody like to address the Town Board on this particular
local law?
COUNCILMAN GHOSIO: I was hoping for a dozen or so folks to step up.
COUNCILMAN RULAND: I will take you up on your offer, Mr. Supervisor. This has been
discussed off and on by the Transportation Commission on several occasions where it has been
brought up and as you well know, the last, the final recommendation from the Transportation
Commission to the Town Board was their unanimous support that it was time that this law be
enacted. There have been several, in this year, there have been several near misses of
pedestrians and vehicles mounting the sidewalk and making U-turns and people have had to dive
out of the way. It's just not acceptable. I think that the Chief of Police will be satisfied now that
there's something ironclad to enforce that he will cooperate and we will get people to understand
that this is an activity that we will not tolerate on Love Lane or in any of our streets where they
are marked. I also would like to say that as you know, the Superintendent of Highways will be
in charge of putting up the signage and some very simple recommendations have come from the
Public Hearing—Amendment to Chapter 260-No U-turn Love Lane
December 3, 2019 page 3
Transportation commission as well and that is that there is no reason or, I want to say that some
people have expressed concern that, oh, no, more signs but I think that with a little bit of
forethought one signpost can share more than one sign and they can_be properly placed so they
are plainly in view and enforceable and I would hope that you as my colleagues would support as
I certainly do plan to.
