November 18, 2019 Meeting
Called to Order at 10:03 AM by Vice Chairman James Kalin.
Members Present
Councilman William Ruland, Police Chief Martin Flatley, Town Engineer Jamie Richter, Planner Brian
Cummings, Highway Superintendent Vincent Orlando, Greenport Trustee Mary Bess Phillips, Jim Baker, Nick
Mazzaferro and Tom Fox.
Also Attending
Arlene Castellano, Frank Castellano and Joe Polashock – New Suffolk Civic Association.
Rob Hempel– East Marion Community Association.
Approval of October 18, 2019 Meeting Minutes
After clarification of the issue of Stop signs at Bay Avenue and Peconic Bay Boulevard in Mattituck, a motion to
accept the minutes was made, was seconded and was carried.
Public Comment
Traffic Study - New Suffolk
NSCA representatives sought an update on the status of the traffic study covering New Suffolk. Jamie Richter
advised that the Town Board would review the consultants’ report to date at its next meeting. The Final Study
will be available for public review before a public hearing is scheduled.
Public Requests
Request for Speed Limit Reduction/Warning Signage on Eugenes Road & Skunk Lane - Cutchogue
As requested by the Town Board’s resolution of October 8, 2019, NYSDOT’s letter of November 4, 2018
expressed no objection to lowering the speed limit from 35mph to 30 mph on Eugenes Road & Skunk Lane.
The Town Board’s scheduling of a public hearing concerning that issue was recommended.
Request for Crosswalk between Hobart Road and Town Harbor Lane - Southold
As reported at the Commission’s October 21, 2019 meeting, NYSDOT advised that “the installation of a
crosswalk at this location would not be appropriate at this time”. Trustee Phillips observed that the project
proposed for the “Old Albertson House” across SR 25 from the Southold 711 is currently under the review of
the Zoning Board of Appeals.
Planning Board Requests
None.
The Town Board and the Planning Board will be meeting tonight.
Town Supervisor, Board and Trustee Requests
No U-turns on Love Lane – Mattituck
The Commission’s memo of October 22, 2019 to the Town Board requested the enactment of legislation and
the placement of appropriate signage forbidding U-turns on Love Lane from NYS Route 25 to CR 48.
Current Transportation Issues - Updates
Suffolk County Route 48 Re-alignment
SCDPW’s Notice to Residents of September 2019 (undated) advised that it had contracted for drainage
reconstruction, concrete work, asphalt pavement, striping, signage and guiderail on CR 48 from the vicinity of
Ruch Lane to Chapel Lane. The anticipated completion of work is in early summer 2021. This work is related
to the anticipated adjustment of the CR48 roadway in way of the Soundview properties.

Traffic Problems at Harbes – Southold and Riverhead Supervisors and Police Chiefs Meeting
Chief Flatley reported that Riverhead Town Police’s increase in the number of intersections controlled by traffic
officers had resulted in improved flow of traffic.
Love Lane New Proposed Contract Update – Mattituck
Jamie Richter reported that the study is proceeding with no determinations made to date. However,
Councilman Ruland noted that the Town Board wants that the study to be completed as soon as possible.
Old Business
Crosswalk Request - East Marion Post Office
NYSDOT has determined that a crosswalk at the East Marion Post Office is not warranted, as it would not lead
to a parking lot there.
Gas Station Project – Youngs Avenue and CR48 - Southold
As the site plan is under review, there is nothing new to report.
Vineyard View Project - Greenport
It is understood that SCT may possibly include S92 bus service to that location.

The next meeting is scheduled for Monday, December 16, 2019 at 10:00 AM in the conference room at Town
Hall.
