A meeting of the Southold Town Conservation Advisory Council was held on November 6,
2019 in the Town Hall Conference Room.
Present were: Peter Young, Chairman

CALL TO ORDER
The meeting was called to order at 4:30PM by Chairman Peter Young.
PLEDGE OF ALLEGIANCE
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young attended a NYSACC conference last month held at the NYSDEC
headquarters in Albany, and was appointed as a Board of Director. Several of the topics
were Climate Smart Communities and the NYS Plastic Bag Ban. Mark Lowrey, Assistant
Director of the NYSDEC will be in Riverhead on November 25th for a Climate Smart
Communities forum. Peter will provide the details as they become available.
CLIMATE SMART COMMUNITES PROGRAM
Peter Meeker has been designated by the CAC as the primary contact person and sign up
for a portal account. He completed a draft mission statement, which will be submitted to

the Town Board. The next step will be for Peter to meet with department heads for the
purpose of gathering a list of projects that have already been completed. Chairman Young
requested he hold off on meeting with the department heads until after the Nov. 25th
meeting with Mark Lowrey.
LWRP REVIEWS
Peter Young suggested everyone become familiar with Policies 4&6 in preparation for the
possibility of reviewing future application for consistency under the LWRP.
PROJECT UPDATE-ENVIRONMENTAL ORGANIZATIONS
Carol Brown, Caroline Burghardt and Peter Meeker completed a draft list of environmental
contacts. The draft will be submitted to the Town Board and Board of Trustees with a
cover letter requesting any additions and/or corrections.
OTHER POSSIBLE PROJECTS
Peter Young asked the members if anyone would be interested in Red-Knot bird
monitoring during the dredging season. If anyone is interested, please contact him
directly.
James Abbott suggested a priority list be established as the CAC moves forward with the
new responsibilities.
REPORTS
James Abbott attended the Board of Trustees meeting held on October 16th. The Board
did not approve the application submitted on behalf of Schultz for clearing activities. They
were required to re-vegetate the area and report back for a compliance inspection.

Moved by Caroline Burghardt, seconded by James Abbott, to Approve the Minutes of
October 9, 2019.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Peter Meeker, seconded by John Stein, it was
RESOLVED to SUPPORT the application of 40200 MAIN LLC (Orient by the Sea) for a
10-year maintenance permit to reconstruct, replace or maintain existing structures at an
existing marina. Work to include replacement of existing timber bulkhead sections with
new vinyl bulkhead or steel; replacement of existing timber dock sections, removal of
timber docks, dredge/excavate the area between the bulkheads to -6 MLW and
replacement of pilings. Remove and relocate bulkhead in northeast corner approx. 13' to
square out the corner and remove and relocate bulkhead in southwest corner approx. 17'
to square out the corner. Property upgrades will include a pump-out facility.

The CAC Supports the application with the recommendation the wave protections boards
are constructed with Epay or Greenheart wood;and a plan for stormwater run-off
mitigation.

RESOLVED to SUPPORT the application of ORIENT WHARF CO. to dredge approx.
2150 cy. of bottom land from the area surrounding the Orient Yacht Club, to maintain the
safe navigability of the harbor and maintain the viability of the marina.

The CAC Supports the application with dredging to no more than -6'-below mean low
water and the upland disposal site for the dredge material is identified.

Moved by John Stein, seconded by Carol Brown, it was
RESOLVED to NOT SUPPORT the application of GARDINERS BAY ESTATES
HOMEOWNERS ASSOC. INC. for a 10-year maintenance permit to maintenance dredge
an area 25' wide X 1100' long of'main channel inlet from Orient Harbor to -4' below mean
low water. Remove 1000 cy. of spoil. Dredge 100'X 50'X 8' deep below mean low water
deposition basin at inlet removing 750 cy. of spoil. Dredged spoil to be placed as beach
nourishment on beach above mean high water line along Orient Harbor north-east of inlet
and on beach area between the,jettys on land'of,Aprea south-west of inlet as previously
approved.

The CAC does Not Support the application and recommends the applicants revisit the
design of the inlet protection system. A survey was not included in the application and
should be required. The CAC further recommends best management practices and any
future dredging of this area should be limited to no more than -6' below mean low water.
The CAC suggests the applicants contact Cornell Cooperative Ext. for a list of
recommended vegetation for shoreline protection.

RESOLVED to SUPPORT the application of SANTOSHA AFTER 50 LLC to remove
approx. 111 sf. of existing deck. Construct proposed mudroom to connect to existing
cottage and as-built shower stalls, W/D and toilet room, shed, and to legalize dwelling for
issuance of Certificate of Occupancy.

septic system and the installation of gutters, leaders and drywells.

open deck and landing. Construct covered porch with landing and open deck.

RESOLVED to SUPPORT the application of ALAN CARDINALE for the demolition of the
existing frame dwelling in its' entirety, including all foundations, footings, decks, patios,
utility services, driveway, walkways, etc. as required to remove all improvements from the
property. Existing sanitary system to be abandoned in conformance with the SCDHS
requirements. Proposed silt fence to be installed surrounding entire demolition area on the
down-grade elevation to prevent any possible run-off and /or erosion. Proposed steps to
beach to be installed which include a 4'X 4' landing, 4'X 29' steps, 6'X 6' landing, 4'X 26'
steps, 10'X 10' deck at top of bulkhead area, 4'X 5' platform and 4'X 8' steps to beach
area. All decking to be untreated timber material and all work on stairs to be performed by
hand methods.

RESOLVED to SUPPORT the application of RENE CARDINALE for the removal and
replacement of existing stairs to beach including 3.5'X 6' platform, 3.5'X 56' steps, 4'X 4'
platform, 4'X 4' platform, 10'X 10' deck at top of bulkhead, 4'X 5' platform and 3.5'X 5'
steps to beach. All decking to be untreated timber material and all work on stairs to be
performed by hand methods.

RESOLVED to SUPPORT the application of NEW SUFFOLK WATERFRONT FUND to
replace dilapidated bulkhead on the south side of the marina, providing protection for
completed marina repairs.

RESOLVED to SUPPORT the application of SCOTT & TAMMY COLLETTI for the in-
place replacement of 86 If. of existing timber bulkhead with new rock revetment. Filter
fabric, 6" bedding stones, and 300-500 lb. armor stones to be used for revetment.
Proposed addition of a 38'X 10' wood deck behind east side of revetment. Backfill with 5
cy. of clean sand fill from upland source. Proposed 38'X 10"non-turf buffer behind west
side of revetment. All work to be performed from landward side of existing bulkhead and
proposed rock revetment. All wood to be non-treated.

RECOMMENDATIONS-APPLICATIONS TO AMEND WETLAND & COASTAL
EROSION PERMIT APPLICATIONS

RESOLVED to SUPPORT the application of ALEXANDER PERROS to Amend Wetland
Permit#9476 and Coastal Erosion Permit#9476C to authorize the elimination of the
proposed easterly 10' revetment return; installation of approx. 93 If. of stone revetment;
and placement of approx. 324 cy. of sand renourishment to be vegetated with native
planting, including approx. 58 cy. of clean sand to be trucked in from an approved upland
source.

RESOLVED to SUPPORT the application of SCOTT & SUSAN AMBROSIO to Amend
Wetland Permit#9379 to move existing house and patio 20' landward; extend 34'X 34'
footing and foundation an additional 6'X 34' deep on the east side of the house; extend
two-story house plan on the east side 6'X 34' deep on the first and second floors; extend
existing front porch; demolish and remove concrete patio and construct new framed deck
with stairs; extend patio roof; reconfigure gravel driveway; install 1000 gallon propone
tank; eliminate one plastic shed and install one 8'X '10' shed; and relocate and reconfigure
on-site wastewater treatment system to allow for-new landward location.

scheduled for Wed., November 13, 2019 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on December 4, 2019
at 4:30PM in the Town Hall Conference Room.
There being no further business to come before the Council; the meeting was.adjourned
at 6:30PM.
