Opening:
The Agricultural Advisory Committee meeting was called to order at 7:07 pm on November 6, 2019 in
the Southold Town Hall conference room.
Next Meeting(s):
The next regular AAC meeting will be Wednesday, November 20, 2019 at 7:00 pm in the Southold
Town Hall Conference room.
Minutes and Administration:
The AAC meeting schedule for 2020 will be reviewed at the November meetings for submission to the
Town Clerk's office.
Minutes of October 9, 2019 to be submitted by Chris Baiz for review at a subsequent AAC meeting.
Motion made by Mark VanBourgondien to accept the corrected meeting minutes of October 23, 2019,
seconded by Doug Cooper. All in favor, motion passed.
Committee agreement to invite Michael Collins, Town Engineer to a meeting scheduled for December
4, 2019 to discuss water studies and reports including septic plans.
Review of the 23 scheduled meetings for 2020 for submission to the Town Clerks office.
Review Proposed Acquisition of Development Rights:
• No new proposed Acquisitions presented to the committee for review.
• Discussion on Suffolk County DRS properties.
Proposed Agricultural Revisions to Town Code:
• Review definitions and add in all areas of the Town Code with regard to greenhouses, and any
other structures and equipment to promote and support Agricultural purposes.
• Work a definition for Aquaculture and Mariculture crops into the definitions in Town Code
which will be the language used for easements.

• Chapter 70-4 read aloud and reviewed.
o Discussion on price negotiations on DRS lands, use of competing appraisals touched
upon.
o Firm up easement language to be used in all future easements. Bring in reference to 280-
4, which will be presented to the Town Attorney for input.
o Review of exceeding development right definitions with regard to protecting the Town from
an over-assertive person sterilizing farmland.
o Agricultural economy sub-committee to review 1-6.
• Which transactions are being reviewed by Land Preservation at the present time?
• Easements cannot exceed what is being granted in Chapter 70 of Town Code.
• Recommendation to Town Board "As may be amended only to the benefit of Agriculture".
Review of Agricultural related Site Plan Applications/Sub-Divisions:
• No new applications submitted to the committee for review.
Review Potential Agricultural District changes in Zoning:
• Discussion on present zoning for DRS lands-AC, R200, R40 & R80.
• Discussion on adding commercially zoned lands as DRS lands.
Local, County, State and Federal Legislation related to Agriculture:
• None.
Review Applications for structures related to Agriculture on parcels with Town /County owned
development rights.
• No new applications submitted regarding structures for committee review.
• Review Agricultural structures on DRS and DRI lands.
New Business:
• In depth discussion on the water issue in Town of Southold. Review of studies and articles
presented to the public.
• It was noted the Ad Hoc committee on water conservation was disbanded.
• The Town needs a water and Agricultural summit to review studies and reports.
• Invite the Town engineer, Michael Collins to the AAC December meetings to discuss this
issue.
• Committee to write a guide book for the Town regarding Agricultural Procedures.
