Sannino Adam Suprenant Tom Stevenson Mark VanBourgondien Opening: The Agricultural Advisory Committee meeting was called to order at 7:09 pm on October 23, 2019 in the Southold Town Hall conference room. Next Meeting(s): The next regular AAC meetings will be Wednesday, November 6, 2019 and Wednesday, November 20, 2019 at 7:00 pm in the Southold Town Hall Conference room. Minutes and Administration: The AAC meeting schedule for 2020 will be reviewed at the November meetings for submission to Minutes of October 9, 2019 to be submitted by Chris Baiz for review at a subsequent AAC meeting. Motion made by Doug Cooper to accept the meeting minutes of September 18, 2019, seconded by Mark VanBourgondien. All in favor, motion passed. MOTION made by Doug Cooper, seconded by Chris Baiz, to enter into EXECUTIVE SESSION, where proposed Acquisitions of Real Property discussed Publicity Would Substantially Affect the Value Thereof. ALL IN FAVOR. MOTION made by Tom Stevenson to END executive session, seconded by Doug Cooper. Review Proposed Acquisition of Development Rights: No new proposed Acquisitions presented to the committee for review. With regard to development rights, discussion of structures being included in purchased development rights. Definition of an Agricultural Structure and the criteria determining a structure to be Agricultural. Town of Southold Agricultural Advisory Committee Meeting Minutes of October 23, 2019 Discussion on structures allowable on Agricultural PDR properties. Discussion of AAC letters to the Town Board relative to the LPC and the present procedures regarding the Town acquisition of development rights. Discussion of development rights in easements and the disparity with chapter 70. Discussion of altering prior easements via Public Hearing, Referendum and Town Board Approval. Proposed Agricultural Revisions to Town Code: Review definitions in all areas of the Town Code with regard to on-farm processing, direct farm marketing, agricultural structures and agricultural use of structures. Procedure for referencing Agricultural structures as an accessory use. Broaden accessory use definition to apply to all Agricultural necessary uses. Which entity should decide what defines an Agricultural Structure. Determine if an Agricultural Bulk schedule benefits farmers or if accessory use (regarding structures) is sufficient. Develop an Agricultural Bulk Schedule after reviewing NYS laws. Agricultural production-include Aqua/Mariculture. Determine exactly what is being purchased by the Town when development rights are purchased. Clarify that Development Rights can be sold off piecemeal. Determine procedures to value the potential property purchases by the Town. Work on clarifying Easement language. Review of Agricultural related Site Plan Applications/Sub-Divisions: No new applications submitted to the committee for review. Review Potential Agricultural District changes in Zoning: . Review Chapter 70 to mirror the Zoning Code. Review Agricultural growing, processing, selling and Should the Town be allowed to buy development rights on Commercial land? Discussion on 4 major sections of code to be addressed. Limiting ground coverage to 20% Determine limitations on size Exclude from the bulk schedule a multitude of uses Town code 280-4 should be the specific defining definition. Local, County, State and Federal Legislation related to Agriculture: None. Town of Southold Agricultural Advisory Committee Meeting Minutes of October 23, 2019 Review Applications for structures related to Agriculture on parcels with Town /County owned development rights. No new applications submitted regarding structures for committee review. New Business: The Town needs a water and Agricultural summit to review studies and reports. Invite the Town engineer, Michael Collins to the AAC December meetings to discuss this issue. Adjournment: MOTION to adjourn at 9:06 pm by Doug Cooper, seconded by John Sepenoski Jr. ALL in favor.
