Opening:
The Agricultural Advisory Committee meeting was called to order at 7:00 pm on September 18,
2019 in the Southold Town Hall conference room.
Next Meeting(s):
The next regular AAC meeting will be Wednesday, October 2, 2019 OR Wednesday, October 9,
2019 at 7:00 pm in the Southold Town Hall Conference room.
Minutes and Administration:
Motion made by Karen Rivara to accept the meeting minutes of August 21, 2019, seconded by
John Sepenoski Jr. All in favor, motion passed.
Motion made by Tom Stevenson to accept the meeting minutes of September 4, 2019 with one
change, seconded by Karen Rivara. All in favor, motion passed.
Review Proposed Acquisition of Development Rights:
No new proposed Acquisitions presented to the committee for review.
It was noted that the Land Preservation Committee did not meet in the month of August
and the easement issue was not on the LPC agenda for the 9/3 or 9/17 meetings.
Easement issue was discussed in a short meeting by Doug Cooper, Jim Glover and
Supervisor Scott Russell. Doug Cooper also met with Eric Kiel of Land Preservation to
review the letter from AAC to Land Preservation and the easement issue. Eric stated that
the LPC should be able to review structures and that the LPC would be on board with the
changes the AAC suggested.
AAC feels the easement issue should be addressed before additional easements are
issued and request a meeting with the LPC in the month of October.

Proposed Agricultural Revisions to Town Code:
Review of items to cover in the winter months.
Agricultural PDD-easements and the mechanics behind prices set for land acquisition
based on value that excludes items like waterfront, road frontage etc. Possibility of adding
appraisals to make informed decisions regarding land purchases for both seller and the
Town.
Possibility of the transfer of density rights, similar to sanitary flow credit transfers.
Revisit Chapter 70 in the code.
AAC input into PDRs.
Review of Agricultural related Site Plan Applications/Sub-Divisions:
No new applications submitted to the committee for review.
Review Proposed zoning changes in Agricultural Districts:
No proposed zoning changes discussed.
Local, County, State and Federal Legislation related to Agriculture:
None.
Review Applications for structures related to Agriculture on parcels with Town /County
owned development rights.
No new applications submitted regarding structures for committee review.
New Business:
Discussion of septic flow requirements.
Nitrogen deficient farmland.
Gray water and waste water usage.
Adjournment:
