HomeMy WebLinkAbout10/21/2019 Southold Transportation Commission Southold Town Hall Conference Room October 21, 2019 Meeting Called to Order at 10:00 AM by Chairman Neb Brashich. Members Present Councilman William Ruland, Police Chief Martin Flatley, Town Engineer Jamie Richter, Planner Brian Cummings, Greenport Trustee Mary Bess Phillips, Frank Field, Jim Kalin and Nick Mazzaferro. Also Attending Grace Griffin – East Marion Community Association. Special Welcome Commission member Frank Field was warmly welcomed after his recent absences. Approval of September 16, 2019 Meeting Minutes A motion to accept the minutes was made, was seconded and was carried. Appointment of Vice-Chairman Chairman Brashich announced the Southold Town Board has appointed Jim Kalin to the position of Vice- Chairman. Public Requests Request for 4-Way Stop Sign – East Mill Lane & Grand Avenue/Reeve Road - Mattituck Councilman Ruland reported that after his inspection of the aforementioned intersection the only concern was the over grown greenery on the SW corner. A 4-way stop is not recommended. Request for Stop Sign at Bay Avenue and Peconic Bay Boulevard It was reported that the existing crosswalk at this intersection across Peconic Bay Boulevard was never authorized. Request for crosswalk between Hobart Road and Town Harbor Lane, Southold New York State DOT responded by letter that “the installation of a crosswalk at this location would not be appropriate at this time”. Request for Speed Limit Reduction/Warning Signage on Eugenes Road & Skunk Lane - Cutchogue New York State DOT was sent a letter from Scott A. Russell, Supervisor, Town of Southold requesting a review of the area and the speed limits. Town Supervisor, Board and Trustee Requests Pike Street Parking Lot and Dean Parking Lot – Striping and Signage Proposal – Mattituck – Town Board Decision The Department of Public Works and the Engineering Department will work on the details. New Suffolk Parking –Contract Final Report Jamie Richter reported that discussions are ongoing with concerned parties. Commission member Jim Baker is on the list of stakeholders. Love Lane –“U” Turns- Mattituck Anticipating increased pedestrian traffic in the future and to ensure pedestrian safety, this commission recommends the prohibition of “U”-Turns along Love Lane, Mattituck. 1 Traffic Problems – Southold/Riverhead Supervisors and Police Chiefs Meeting Chief Flatley reported that Riverhead Town Police has increased the number of intersections controlled by traffic officers in an effort to maintain the flow of traffic. Planning Board Requests Transportation & Infrastructure Chapter of Town Comprehensive Plan –Town Approval Update There has been a significant amount of public comments re: the Comprehensive Plan. A joint meeting of the Town Board and the Planning Board is planned for November. Current Transportation Issues - Updates Love Lane New Proposed Contract Update – Mattituck The intersection of NYS Route 25 and Love Lane is still being surveyed. The plans are still in the development stage. Public Comment Traffic Committee of the East Marion Civic Association and Orient Association A copy of a letter to M.T. Vijayendran, NYSDOT was presented re: the request for a crosswalk near the Post Office in East Marion. The associations have also contacted Anthony Palumbo, NYS Assembly member for his assistance in this matter. New Business Suffolk County Route 48 re-alignment Suffolk County has plans to re-align CR48 in front of the Soundview Inn, Greenport. This would increase pedestrian safety and establish curb cuts for parking access. Old Business Intersection of CR48/NYS Route 25 and Main Street, Greenport Discussion re: a propose roundabout. Village of Greenport and North Ferry Company Village Trustee Phillips reported on the ongoing plans and meetings for the re-location of the vehicle staging area for the local ferry. Next Meeting The next meeting is scheduled for Monday, November 18, 2019 at 10:00 AM in the conference room at Town Hall. The December meeting is scheduled for Monday, December 16, 2019, same location. Adjournment The meeting was adjourned at 11:00 AM. Respectfully submitted, James H.
