A meeting of the Southold Town Conservation Advisory Council was held on October 9,
2019 in the Town Hall Conference Room.

CALL TO ORDER
The meeting was called to order at 4:30PM by Chairman Peter Young.

CHAIRMAN'S ANNOUNCEMENTS
MARK TERRY, LWRP COORDINATOR
Mark Terry was invited to the monthly meeting to discuss the possible role of the CAC and
the implementation of the LWRP reviews What can the CAC do and what are the
expectations of the LWRP coordinator. The administration and implementation are the two
key parts. The CAC is already involved by administering the Climate Smart Communities
Program. His main request was for the CAC to be the eyes and ears on the ground, as the
majority of his reviews are in-house environmental reviews. He requested the members

become familiar with Policies 4 and 6 of the LWRP as they are the most applicable to the
reviews. Initially the members agreed to inspect the properties and draft their'own LWRP
recommendations but after a further discussion, Mark suggested starting with a checklist
of best management practices, which would be completed during the site inspections. It
was agreed that Mark would create a checklist, the CAC will study Policies 4 and 6 and
the group will decide at the December meeting on whether or not they are ready to move
forward.
CLIMATE SMART COMMUNITES PROGRAM
John Stein represented the CAC at the Town Board work session on September 24th to
discuss their involvement as administrators of the Climate Smart Communities Program.
The next step is to assign a point of contact. Peter Young asked that anyone interested to
contact him within the next 2 weeks.
REPORTS '
John Stein attended the Board of Trustees meeting held, on Wed., September 18th. He
reported the meeting was business as usual and the recommendations from the CAC
were read into the files.
APPROVAL OF MINUTES
Moved by Peter Meeker, seconded by James Abbott, to Approve the Minutes of
September 11, 2019.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Peter Meeker, seconded by Peter Young to
SUPPORT the application of ELAINE DEMARTINO-MAAS to remove existing 294 sf. and,
62 sf. elevated decks with steps and fence, and construct new 97 sf. raised masonry
terrace with steps onto new 664 sf. at-grade masonry terrace; construct 129 sf. covered
porch addition with 3'X 7' steps onto existing 99 sf. front porch; renovate exterior of
existing 2,016 sf. two-story dwelling with new windows, doors, siding and' roofing; install
drainage system of leaders, gutters and,drywells; and maintain existing 15' wide, naturally
vegetated non-turf buffer adjacent to existing bulkhead.

The CAC Supports the application, however, recommends the terrace is pervious and the
non-turf vegetated buffer is depicted on the survey.

RESOLVED to NOT SUPPORT the application of JOSH AUERBACH & WHITNEY
BOWE to construct a 49'X 24.9' second-story master bedroom above existing split level
frame house, 4'X 9' frame shed off the southeastern facing side of dwelling', retaining wall
115' long adjacent to King Street and 27' long section adjacent to Harbor Road with a top
elevation of 6.5'. Install a new innovative alternative nitrogen reducing septic system 50'
from mean high water line. Raise the existing swimming pool to the elevation of the
retaining wall at a height of 6.5'. Add new two new drywells on the northeastern and
northwestern sides of the dwelling as well as a conversion of an existing septic system to
a dry well in order to better manage water run-off from the roof of the dwelling.

The CAC does Not Support the application and recommends a low-sill bulkhead or gabion
revetment. There is also a concern with the location of the proposed I/A septic system 40'
from the wetland boundary'and within the CEHA.

RESOLVED to SUPPORT the application of MAGGI-MEG REED AND MICHAEL
SCHUBERT to construct a one-room addition to an existing single-family dwelling.

RESOLVED to SUPPORT the application of EMMA VAN ROOYEN AND JANE
ABOYOUN to rebuild the existing dock in-place with modifications. Total length of dock to

be 57 If. A new 13.7'X 4' fixed ramp with thru-flow decking, to a rebuilt existing 28.5'X 4'
wood hinged ramp to a 6'X 20' floating dock. New wood frame bench seat to be;built on
fixed dock.

wood catwalk, 3'X 14' seasonal aluminum ramp and a 6'X 20' floating dock with chocking
system.

RESOLVED to SUPPORT the application of the ESTATE OF THEODORE A. EIRING to
construct a single-family dwelling with attached garage and decks; proposed sanitary

drywells; pervious driveway; and installation of hay bales and silt fence during
construction.

wide beach stairs. Provide 20' non-turf buffer behind existing bulkhead and 24" French
drain at inside of bulkhead.

with expanded living area with garage to be removed. Demolish existing structures saving
the existing foundation for the dwelling and adding to it.

leaders to capture all roof run-off.

RESOLVED to SUPPORT the application of MATTHEW ZASH & COURTNEY
KREMERS to construct onto existing 1,347 one-story dwelling a 354 sf. one-story
addition; reconstruct (in-place) existing garage walls and roof, replace 4' garage roof
overhang with 12" overhang, and install solar panels; construct 3.5'X 9' roof over existing
front stoop; construct new 572 sf. waterside deck in place of existing 171 sf. waterside
deck, and reconstruct 5'X 6' steps to deck; construct 14'X 26' gravel patio in place of
existing gravel patio; remove existing septic system located 56' from wetlands and install
new septic system more than 1 00' from wetlands; install drainage system of leaders,
gutters and drywells to be located more than 100' from wetlands; and establish a 10' wide,
approx. 1,130 sf. non-turf buffer adjacent to wetlands boundary.

RECOMMENDATIONS-APPLICATIONS TO AMEND WETLAND & COASTAL
EROSION PERMIT APPLICATIONS

RESOLVED to NOT SUPPORT the application of COVE CONDOMINIIUMS OWNERS
ASSOC. to Amend Wetland Permit#9148 for the ten-year maintenance permit for
dredging, as-built landing, fixed dock and floating dock; replacement and extension of
existing wood bulkheads; proposed partial low-sill bulkhead with fill and planting
restoration; and the restoration landward of the new bulkheads.

The CAC does Not Support the proposed height and 25' extension of the bulkhead,
unless it is a low-sill bulkhead.

James Abbott will attend the next regular meeting of the Board of Trustees scheduled for
Wed., October 16, 2019 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on November 6, 2019
at 4:30PM in the Town Hall Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:45PM.
