Town of Southold Historic Preservation Commission Meeting Minutes
Tuesday, July 16, 2019
Town Hall Supervisors Conference Room
No Work Session
Regular Meeting: 4:05pm
Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Jamie Garretson, Joe
McCarthy, Jim Grathwohl and Donald Feiler.
Also present: Town Attorneys Bill Duffy and Assistant Town Attorney John Burke, guest
speaker Mark Wooley, Director for Congressman Zeldin and Administrative Assistant Tracey
Dwyer.
Quorum present.
Approval of Minutes: Approval of June 18, 2019 meeting minutes.

Motion to approve by Vice Chairman Surchin, 2 by Robert Harper, AYES: Chairman Webb,
Vice Chairman Surchin, Robert Harper, Jamie Garretson, Joe McCarthy, Jim Grathwohl and
Donald Feiler.
Comments from Chairman Webb
• Commissioners have maintained routine communication between members and town
officials over the course of the past month.
Budget/ YTD Expense Report: To be circulated via email.
Guest Speaker: Mark Wooley, Director for Congressman Zeldin.
Presentation Topic: Preservation of Plum Island Light House.
• Emphasized that preservation is a high priority of Congress and how they are pressing to
get more support from the Senate.
• Shared information about the historical value, public access and education that the Plum
Island Light House has provided for our Nation leading back to the Spanish American
War.
• Explained the relationship of the Light House in conjunction with Homeland Security and
the Army Core.
• Created a clear image of the neglect and deterioration of the structure. There is a great
urgency to begin repair immediately.
• Mr. Wooley is currently doing extensive research to track down any possible federal
funding, including inter agency funding, and that may already exist for a preservation
project.

• Commissioners all agreed to draft a letter in support of the preservation of the Plum
Island Lighthouse to be submitted to Senate.
• Commissioner Joe McCarthy will be the liaison between the HPC and Mr. Wooley for
future communications.
4:05 Public Hearing;

Postponed until further notice.
4:10: Public Hearing:
Collier/Markarian: 1100 Village Lane, Orient, NY 11957
(SCTM 1000-25.-1-19).
• Request for a Certificate of Appropriateness under Section 170-7 (b) of the
Southold Town Code, based on the Building Inspector’s Notice of
Disapproval, concerning the proposed fence to a registered landmark property.
• Janet Markarian, owner of property presented detailed plans of proposed
fence.
• Commission approved the request as applied for to be a fence that is an
extension of the existing stained grey cedar, six (6) foot, lattice fence with
post caps.

Motion to approve by Joe McCarthy, 2 by Jamie Garretson, AYES: Chairman Webb, Vice
Chairman Surchin, Robert Harper, Jamie Garretson, Joe McCarthy, Jim Grathwohl and Donald
Feiler.
Motion Approved
Certificate of Appropriateness to be issued.
Unfinished Business:
1. Update of new Historic Preservation Commission
• Bob Hanlon presented final draft of pamphlet.
• All Commission members agreed on final draft.
• New pamphlet will go to print and be distributed to several
organizations, realtors and lands marked properties
2. Resolved that past research information on the proposed landmarks nominated homes
will need to be resubmitted.

3. Revision of Certificate of Appropriateness application.
Donald Feiler drafted a new application.
Commission discussed draft and agreed on several revisions.
A new draft will be distributed before next meeting.
4. New Designated Landmarks Property Request of Diane Smith.
Jim Grathwohl and Jamie Garretson will be setting up an appointment with
Diane Smith to do a site inspection and gather information about her home
@ 22445 Main Rd, Cutchogue.
New Business:
1. Reviewed and determined that new application of Jeffery Shayne at 20 Vincent Street,
Orient, NY, requires HPC hearing to replace and repair the roof.
2. Historical Preservation Commission is going to request to be scheduled at the next Town
Board Meeting to discuss a possible code change.
Motion to enter Executive Session by Robert Harper, 2nd by Jamie Garretson,
AYES: Approved unanimously.
Entered Executive Session: 5:25 pm.
Motion to exit Executive Session by Robert Harper, 2nd by Jamie Garretson, AYES: Approved
unanimously.
Exit out of Executive Session: 6:00pm.
Motion to Adjourn by Commissioner Jamie Garretson, 2nd by Vice Chairman Surchin, AYES:
Approved unanimously.
Meeting Adjourned: 6:05 pm.
Next Regular Meeting: Tuesday, August 6th, 2019 at 4pm. in the Town Hall Annex
