HomeMy WebLinkAbout06/04/2019 Town of Southold Historic Preservation Commission Meeting Minutes Tuesday, June 4, 2019 Town Hall Annex Executive Board Room Regular Meeting: 4:01 p.m. Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, Jamie Garretson, Joe McCarthy and Donald Feiler. Also present: Town Attorney John Burke, Town Historian Amy Folk and Administrative Assistant Tracey Dwyer. Quorum present. Approval of Minutes: Approval of May 21, 2019 minutes. nd Motion to approve by Jamie Garretson, 2 by Joe McCarthy, AYES: Chairman Webb, Vice Chairman Surchin, Robert Harper, Jamie Garretson, Joe McCarthy and Donald Feiler. Budget/ YTD Expense Report: Distributed to commission members. No comments. 4:05 pm: Public Hearing: JOTAS Corp: 1000 Village Ln., Orient, NY, 11957 (SCTM#1000-26.-1-12.1) • Request for a Certificate of Appropriateness of a proposed HVAC unit and Lattice. • Scott Arnett represented the JOTAS Corp. • Commission is approving application as applied for to include HVAC unit, leaders and lattice to be painted blue to match the building. Lattice work to be constructed of wood cedar with post caps and framed. Motion to approve by Jamie Garretson, 2nd by Robert Harper, AYES: Chairman Webb, Jamie Garretson, Joe McCarthy and Donald Feiler. Opposed: Robert Harper. Motion Approved Certificate of Appropriateness to be issued. 1 4:30 pm: Public Hearing: Robert Sorenson: 370 Orchard Street, Orient, NY, 11957 (SCTM#1000-25.-4-5) • Request for a Certificate of Appropriateness of a proposed fence. • Commission reviewed fence design details provided by Mr. Sorenson. • Mr. Sorenson presented a 36" height mahogany picket fence with 1" spacing of pickets, painted white with 41" height covered posts that would be extend 62 feet across the front of his property. • The application as presented is in violation of section 280-106 of the zoning code entitled corner lots, where as a fence on a corner property within 30 feet of the surveyed corner of the property cannot exceed 30" in height. Motion to deny the proposed application because it violates section 280-106 of the Zoning Code entitled Corner Lots; however, it would otherwise be approved as per the above design details and submitted photos, if it were in compliance of the Zoning Code by nd Chairman Webb, 2by Jamie Garretson, AYES: Chairman Webb, Vice Chair Surchin, Jamie Garretson, Joe McCarthy and Donald Feiler. Opposed: Robert Harper Motion Approved Denial of Certificate of Appropriateness to be issued. Unfinished Business: 1. Update of Pamphlet.  Pamphlet was presented by Bob Hanlon and distributed to all commission members. Commission will review draft pamphlet and vote to adopt it for publication and distribution at next meeting. • Acknowledged the need for a direct phone line and email./Administrative Assistant • Request authorization of a website alias./Administrative Assistant 2. Amend Historic Preservation Commission application of certificate of appropriateness. /Donald Feiler 3. Handbook updates to be discussed at next scheduled meeting. Motion to enter Executive Session at 5:20 pm by Jamie Garretson, 2nd by Vice Surchin, AYES: Approved unanimously. 2 nd Motion to exit Executive Session by Robert Harper, 2 by Jamie Garretson, AYES: Approved unanimously. Exit out of Executive Session: 5:50 pm. New Business 1. Request new email for Historic Preservation. 2. Agreed to request Code Enforcement to do a site inspection on the Lewis shed at 2359 Village Lane, Orient, NY, 11957, to ensure he is in compliance with the issued Certificate of Appropriateness. 3. Requesting legal counsel to draft a resolution to present to the Town Board to approve an amended list of homes that are included as Landmarked properties. Motion to Adjourn by Commissioner Jamie Garretson, 2nd by Joe McCarthy, AYES: Approved Unanimously. Meeting Adjourned 6:10 pm.
