JaCObs Absent: :Justice Raymond W. Edwards Councilman Paul Stoutenburgh SUPERVISOR MURPHY: I'd like to open this 'meeting and the first order of business will' be Resolutions. The first one is to accept a bid' for a 12 passenger van for the Nutrition Program. 1. Moved by Councilman Schondebare, seconded by Councilman Penny, it-was RESOLVED that the Town Board of the Town of Southold hereby accepts the bid of Mullen Motors, Inc., in'the amount of $13,:677.'00, for the purchase of one {1) 12 passenger Van for the Southold Town Nutrition Program. 1.-Vote of the Town Board: Ayes: Councilman Penny., Councilwoman Cochran, Council- man Schondebare, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 2 is to authorize' to go to bid;again for another van. Bob says that we cannot buy the two under the same bid; 2. Moved by Councilwoman 'Cochran, seconded by Councilman Schondebare, it 'was RESOLVED that the Town Board of the Town of Southold hereby authorize~ and directs the. Town Clerk to advertise for bids for the purchase of one [1) 17 passenger Van for the Southold Town Nutrition Program 2.-Vote of the Town Board:. Ayes: Councilman Penny, Councilwoman Cochran, Council-' man Schendebare, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 3 is:to reject bids for a police vehicle. I't was the wrong wheel base, so we're going to readvertise. 3. Moved by Councilm_'an Schondebare, seconded by Councilman Penny, 'it :was RESOLVED that the Town Board of the Town of Southold hereby rejects all bid§ received on February 5, :1987. for the purchase of one. (1') new 1987 police vehicle for the Southold Town Police Department. 3.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council-: man Schondebare, .Supervisor Murphy. This:resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 4 is :to rebid' for the police vehicle. 4. Moved by Councilman Schondebare, seconded by Councilman Penny, it 'was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs the Town Clerk to advertise for bids for the purchase of one. (1') new 1987 police vehicle for the Southold Town Police Department. 4.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council- man Schondebare, Supervisor Murphy. This'resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 7 is to appoint Jeanne Cullen as an Account Clerk from the Civil Servi'¢e List. 7. Moved by 'Councilwoman Cochran, seconded by Councilman Schondebare, it 'was RESOLVED that the Town Board,,of',ithe Town of Southold hereby appoints Jeanne Ruland Cullen to the position of Account Clerk, from the Suffolk County Department of Civil Service Certification of Eligibles, effective March 2, 1987, at a salary of 518,478.00 .per annum. 7.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council~ man Schondebare, Supervisor Murphy. This:resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Resolution number 8(a) is to rescind a transfer of December -16, :1986. 8.' Moved by Councilman Penny, seconded by Councilman Schondebare, it was .(a) RESOLVED that the Town Board of the Town of Southold her~eby rescinds the trans- fer of 567,'000.'00"from B599, Appropriat~ed-Fund Balance to various items in their Resolution No. 6, adopted on December 16, 11986~ ~ 8. SUPERVISOR MURPHY: Number 8(b) is to increase Part Town 1986' estimated revenues. 8. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 10 is to go to bid for the scale at the Landfill; 5 0 0 FEBRUARY 10, 1987 10. Moved by Councilman Schondebare, seconded by Councilwoman Cochran, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes ann directs the Town Clerk to advertise for bids for the installation of a truck sca~ and scale house at the Cutchogue Landfill, all in accordance with the plans and specifications prepared by Holzmacher, Mclendon & Murrell, P.C. 10.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Counc~t~ man Schondebare, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Now I'd like a resolution to close the meeting. Moved by Councilman Schondebare, seconded by Councilwoman Cochran, it was RESOLVED that this Special Town Board Meeting be and hereby is adjourned 8:45 A.M. Vote of tl~e man Schondebare. Supervisor Murphy. This:resolution was declared duly ADOPTED. WORK SESSION 8:46 A.M. - The Board-reviewed, with Gary Loesch and Robert Holzmacher, Ho~zmacher, McLendon & Murrell, P.C., the detailed plans for the truck scale and scal~ house and the proposed location at the Landfill: Mr. Loesch advised .he had received the results of the soil borings and they are good as far as structural integrity for the proposed location. Based upon the bid op. enina date of March 5th, the weighing facility should be in operation by the first week in'July. : 9:00 A.M. - The Board met with Paul Roth and Brian Coyle of the New York State Department of Environmental Conservation to discuss the proposed 360 compliance with respect to the Landfill: Supervisor Murphy asked the Board if they are ready to accept H2M's report based on the method of composting at the Landfill: Board members Schondebare, Cochran and Penny advised they have not reached the decision on the concept and therefore cannot move forward. They are looking for the volume of the waste stream which will' be determin~cl when the scale is'on lithe. Gary Loesc~-.~g 1~I2M, stated that some time ago he had recommended to the Board that they wait "anc~ get ..... the data from Portage, Wisconsin on the Eweson Compostin'g Sy, stem. /glr. Roth said he applauds Supervisor Murphy for moving forward, something that other towns~{ are not doing. He does support the idea of composting and would I~e interested in going to Portage with the Town Board and H2M when a trip is arranged. He did recommend, however, that the Town. begin~the application process for' expanding the Landfill to receive waste from whatever system they decide on, a process which could take longer than the method of compliance. 'He also suggested the Town Board appoint someone as a-recycling coordinator to work the DEC recycling representative, and the Board asked that the representative attend' the February 24th work session to discuss this further with the Board. Councilman Penny stated ~that he has been in:contact with Harold Berger of the DEC and a meeting with Mr. Berger is being arranged to discuss the Part1360 compliance. 9:35 A~M. - Work Session adjourned.
