For advice on what could be done there I suggest you contact the office and schedule a pre submission conference with the board to visit the site (or contact a permit expeditor with experience in this line of work). As for the non turf buffer this area would begin at the mapped landward edge of the wetland line as seen on your site. plan/survey from your, previous application and extend 15'towards the house. This are can be gravel, wood chips, a native planted garden etc.the idea is for this area to not contain lawn which is typically fertilized and watered especially in critical headwaters such as this location. Any other questions feel free to reach out Regards Nick Krupski Trustee E C E D U E D F EB 17 2021 Southold Town Board of Trustees 1 DiSalvo, Diane From: Matt Zash <matt.zash@gmail.com> Sent: Monday, February 15, 2021 3:23 PM To: DiSalvo, Diane; Cantrell, Elizabeth Subject: Non-turf Buffer Improvements 1400 Beebe Drive Attachments: 400 Beebe - 2019 Setback Analysis (3) (1).pdf, DEC Permit (1).pdf,Town Trustees Permit (1).pdf, Deed Covenant for Buffer(1).pdf Diane/Liz: I was told by Gerard from Southside Landscaping to reach out to you with respect to some wetlands non-turf buffer questions. I'm underway with my home renovation, which requires that I install a 15' non-turf buffer along the wetlands (permit documents attached). That said, I had a few questions with what I would be permitted to do within this area: • There is a hedge of woody bushes at the land's edge. I'm not sure of the species. o Can these hedges be pruned? If yes, do I need a permit for this? • There is a significant grade change from the wetlands edge up to the boundary of the non-turf buffer area. This area floods during a major high tide. o Can this area be re-graded to provide a more gentle slope and prevent flooding? What is the required pitch? Any gravel/stone retaining ties would be on land in front of the hedge. Thank you in advance for your review and feedback. N/A cubic yards Depth of which material will be removed orl lWd: TBD feet Proposed slope throughout the area of operations: N/A Manner in which material will be removed or deposited: Excavation activities will be undertaken pursuant to standard construction practices. Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The proposed work includes the replacement of the existing waterside deck with a larger deck located roughly the same distance from wetlands,as the deck will be significantly longer but approximately the same width The proposed dwelling addition will be constructed on the landward side of the deck,in line with the existing seaward side of the house and 86 feet from wetlands Therefore, while creating almost no additional encroachment on Eugene's Creek, the project will result in a 1,058 sf net reduction of impervious surface area on the property as a result of the replacement of an existing 1,750 sf asphalt dnveway with a pervious gravel dnveway Additional mitigation measures include installation a drainage system of leaders, gutters, and drywells to collect roof runoff from the renovated dwelling structure;use of pervious gravel for the proposed patio surface, installation of a temporary project-limiting fence to control runoff and site disturbance during construction, and establishment of a permanent 10'wide,approximately 1,130 sf non-turf buffer adjacent to the wetland boundary, which can serve both as a sink and filter for stormwater runoff and contaminants By thus reducing impervious surface and lawn areas and captunhg and recharging runoff, the quantity,of runoff reaching Eugene's Creek will be decreased, and the quality of runoff will be improved through a reduced concentration of potential fertilizers, pesticides, and insecticides Additionally, groundwater and ultimately surface water quality will benefit from the removal of the preexisting nonconforming sanitary system located 56 feet from wetlands and installation of a new, upgraded sanitary system more than 100 feet from wetlands and thus outside Chapter 275 jurisdiction Therefore, the project will have a net beneficial effect on the environmental conditions of the site and the adjacent tidal waters and wetlands. 617.20 Appendix B Short Environmental Assessment Form Instructions for Completing Part I-Project Information. The applicant or project sponsor is responsible for the completion of Part 1.Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification. The proposed dwelling addition will be constructed on the landward side of the deck, in line with the existing seaward side of the house and 86 feet from wetlands. Therefore, while creating almost no additional encroachment on Eugene's Creek, the project will result in a 1,058 sf net reduction of impervious surface area on the property as a result of the replacement of an existing 1,750 sf asphalt driveway with a pervious gravel driveway. Additional mitigation measures include installation a drainage system of leaders, gutters, and drywells to collect roof runoff from the renovated dwelling structure; use of pervious gravel for the proposed patio surface; installation of a temporary project-limiting fence to control runoff and site disturbance during construction; and establishment of a permanent 10' wide, approximately 1,130 sf non-turf buffer adjacent to the wetland boundary, which can serve both as a sink and filter for stormwater runoff and contaminants. By thus reducing impervious surface and lawn areas and capturing and recharging runoff, the quantity of runoff reaching Eugene's Creek will be decreased; and the quality of runoff will be improved through a reduced concentration of potential fertilizers, pesticides, and insecticides. Additionally, groundwater and ultimately surface water quality will benefit from the removal of the preexisting nonconforming sanitary system located 56 feet from wetlands and installation of a new, upgraded sanitary system more than 100 feet from wetlands and thus outside Chapter 275 jurisdiction. Therefore, the project will have a net beneficial effect on the environmental conditions of the site and the adjacent tidal waters and wetlands. Therefore, the project will be consistent with the goals of Policies 5 and 6 of the LWRP, as both water quality and ecosystem quality and function will be protected and improved as a result of the mitigation measures associated with the project.
