Members Present Councilman William Ruland, Police Chief Martin Flatley, Town Engineer Jamie Richter, Planning Director Heather Lanza, Highways Superintendent Vincent Orlando, Greenport Trustee Mary Bess Phillips, Jim Baker, Jim Kalin, Nick Mazzaferro, and Tom Fox. Also Attending Diane Bianculli – Mattituck resident Rob Hempel – East Marion Community Association. Approval of August 19, 2019 Meeting Minutes A motion to accept the minutes was made, was seconded and was carried. Public Requests Request for 4-Way Stop Sign – East Mill Lane & Grand Avenue - Mattituck It was noted that rather than Mill Lane as previously described, East Mill Lane is the correct name of the roadway. Highway Superintendent Orlando noted that there are now east and west stop signs on East Mill Lane at Grand Avenue and that there are good sight lines in each direction. The matter was tabled pending Councilman Ruland’s inspection of that intersection. Request for Speed Limit Reduction/Warning Signage on Eugenes Road & Skunk Lane - Cutchogue Neb read aloud a concerned local resident’s email of September 9, 2019, which recounted several incidents that impacted traffic, cyclist and pedestrian safety on those roadways. The current speed limit is 35 MPH and a lowering of that limit to 30 MPH should be considered, as there has been increased vehicle traffic in that area over time. Jamie Richter suggested that current should be reviewed, while Chief Flatley will increase radar surveillance. Any speed limit change would be subject to NYSDOT’s determination. Public Comments (See Below) “Tragedy Sparks Traffic Concerns” – Suffolk Times Neb noted a recent article in the Suffolk Times concerning the fatal motor vehicle accident at Chapel Lane and CR48 in Greenport. Ms. Bianculli commented on a 2003 accident at that location in which she had suffered minor injuries. Chief Flatley noted that, while there had been previous accidents at that location, sightlines to westward extended for two miles. Trustee Phillips referred to the forthcoming widening of CR48 in way of the Soundview complex and Jamie Richter advised that the project was expected to commence on September 30, 2019. Town Supervisor, Board and Trustee Requests Pike Street Parking Lot and Dean Parking Lot – Striping Proposal – Mattituck – Town Board Decision Jamie Richter distributed a colorized graphic depicting the proposed the varied striping arrangement for the Dean parking lot. While the ultimate arrangement is subject to review by 1 the Engineering and Public Works Departments, the Commission recommended approval of the proposal by the Town Board. A similar graphic proposal will be provided for the Pike Street lot. New Suffolk Parking –Contract Final Report Jamie Richter reported that the consultants’ draft report had been completed to date. However, the draft is subject to public input from stakeholders to be determined by the Supervisor. Traffic Problems – Southold/Riverhead Supervisors and Police Chiefs Forthcoming Meeting Neb observed that the Suffolk Times traffic forum would be held on September 25, 2019. Chief Flatley will report.’ Chief Flatley reported that he and the Riverhead Police chief had met with NYSDOT representatives in Hauppauge to discuss the traffic issue, with the following results: NYSDOT will change traffic signal timings on SR25, as appropriate Riverhead police will divert traffic, as necessary NYSDOT observed that the “WAZE” traffic app will “move” traffic Harbes will narrow pedestrian access to the parking lots on the south side of Sound Avenue by the use of snow fencing. Planning Board Requests Transportation & Infrastructure Chapter of Town Comprehensive Plan –Town Approval Update The matter is under discussion by the Town Board. Current Transportation Issues - Updates Love Lane New Proposed Contract Update – Mattituck The Town Board is considering widening the proposed traffic study. Old Business Love Lane –“U” Turns- Mattituck Councilman Ruland reported that the Town Attorney has determined that the Town has authority to enforce traffic flow and he also suggested that the issue be placed on the agenda for the Commission’s October 2019 meeting. Neb noted that there is currently no signage prohibiting “U” turns on Love Lane between the LIRR and SR25. Trustee Phillips observed that NYSDOT has prohibited “U” turns on Main and Front Streets in Greenport. Bike Sharing – Hampton Bays Jim Kalin noted that a bike sharing program had stared in Hampton Bays. Neb observed that the coloring of the original bike route signage in the Town has faded and needs replacement. Heather Lanza will preview the proposed initial replacements. Appointment of Vice Chairman – Transportation Commission Neb will be absent from the November 2019 meeting, with partial absences also in December 2019 and January 2020. Councilman Ruland reported the Town Board will consider the issue at its next meeting. Public Comment East Marion Civic Association – Crosswalk at SR25 at the East Marion Post Office & Unified Speed Limit from SR25 and CR48 in Greenport to Orient Point 2 Heather Lanza had previously suggested that ECMA should contact Suffolk County Parks and Recreation concerning those issues. Mr. Hempel of EMCA presented that organization’s letter of September 4, 2019 to SC Real Estate Division and SC Department of Parks. The letter noted NTSDOT’s agreement to consider the speed limit issue and also requested SC’s installation of “the minimum necessary infrastructure” for a crosswalk in way of the East Marion Post Office, subject to NYSDOT’s determination of feasibility. Request for Speed Limit Reduction – Bay Avenue – East Marion - EMCA Mr. Hempel also presented ECMA’s request for a speed limit reduction from the current 35 MPH. As this request is similar to one made earlier by residents of Eugenes Lane (above) in Cutchogue, it was suggested local residents present a signed petition concerning that requested. Any consideration of the issue would be subject to NYSDOT’s approval. Executive Session The public was excused and the Commission voted to enter executive session at 11:43 AM concerning personnel issues. That session ended at 11:51 AM. Seems there have been two bicycle accident there and one speeding around the corner of Grand ave,a lost control and took out a telephone pole and fire hydrant. Thx u! Box 1179 Southold, NY 11971-0959 Dear Deputy Supervisor Ruland: We have completed our investigation regarding your request for a crosswalk on NYS Route 25 between Hobart Road and Town Harbor Lane in Southold. Our investigation included crash analysis, review of the existing roadway geometry and field observations of the area. Our crash analysis reviewed the most current five year of data available from the Department of Motor Vehicles. Our analysis did not show a pattern of crashes involving pedestrians-in this section of Route 25. Pedestrian crosswalks and their perspective,markings are a method of encouraging pedestrian to use a particular crossing location. However, crosswalks installed at non- signalized or midblock locations can provide a false sense of security. Two painted lines do not provide protection from an oncoming vehicle and the real burden of safety has to be on the pedestrian to be alert and cautious while crossing any street. Crosswalks should be marked only where necessary for the guidance and control of pedestrians to direct them to the safest of several potential routes. Therefore, we have determined that the installation of a crosswalk at this location would not be appropriate at this time. However, as a result of our investigation we will install pedestrian warning signs along this section of NYS Route 25 to alert drivers of potential pedestrian activity. This sign work will be completed by our Maintenance Group as soon as their work schedule permits. Thank you for your interest in this traffic safety matter. Duryea,Jr. State Office Bldg. 250 Veterans Memorial Highway Hauppauge,NY 11788 Mr.Vijayendran, I was glad to receive your May 31,2019 letter in reference to a study of traffic calming suggestions for the 8'miles of NYS Route 25, from the blinking light in Greenport to the Orient Point ferry dock. Your letter stated that you anticipated completing the study by the summer of 2019. Now that we are in September,I am hoping you can provide an update. I also need to point out that the East Marion Community Association(EMCA) is pursuing the possibility of having a marked crosswalk established on Route 25, in the hamlet of East Marion, where its post office and Fire Department are located. There is no crosswalk in the vicinity at present. Route 25 is the only major thoroughfare, a single lane going east-and a single lane going west, in East Marion. Many cars park on the south side of Route 25 to access the post office,Fire Department and one small store, all clustered near one another on the north side of the street. There is no easy way for eastbound cars to turn around and park on the north side. This forces those drivers to cross Route 25 in this busy area,which is quite hazardous when there is traffic. I greatly appreciate your time and attention to OA's and EMCA's traffic concerns re: Route 25. I know that the EMCA would greatly appreciate any guidance you can offer regarding establishing a marked crosswalk.
