Island Community Board P.O.Box 464 Fishers Island,NY 06390 September 20,2019 Mr.Vincent Orlando RECEIVED Superintendent of Highways 275 Peconic Lane SEP 2 4 2019 Peconic,NY 11958 Southold Town Clerk Dear Mr. Orlando: As the newly elected president of the Fishers Island Community Board,I am writing to thank you for coming to Fishers Island in August and to reiterate the Island's specific priorities as pertains to the Highway Department. These requests were stated in my address to the Town Board on August 7 and have also been sent via letter to Scott Russell. A copy of this letter will be provided to Louisa Evans. Scott Russell,and the Town Board as we wish to make this document the basis for communication for this coming year regarding our many infrastructure needs.In sum as requested in August we would like to know in general terms what your capital plans over the next three years are for the repair ofFishers Island roads and sidewalks. Sidewalks: We understand and are very pleased that the sidewalk project is set to break ground this coming spring.Please make us aware of when "requests for proposals"are sent out so that we can encourage Island contractors to hid. In addition,as individual Islanders have informed you,the engineers'multi-phase plan is comprehensive only from the ferry dock to the Village Green. We request that once the project is underway that your engineers incorporate repairs in other parts of the West End that are in dire need of replacing.Pictures of neglected,dangerous areas on Crescent and Montauk Avenues are attached. Because many of the sidewalks are now in uneven,slanting,broken pieces,people have tripped or had bicycle accidents,and injuries including broken limbs have resulted. We ask to see a revision in plans by May of 2020.If not, we will need to put Southold on notice about the dangers posed by the condition of many of our sidewalks. Roads: The town roads in many parts of our Island badly need attention. We ask that you provide a three-year projection of repair work on these roads. We understand that you have received the grant money of$100,000 from Senator LaValle designated for Fishers Island and ask that you incorporate how this money will augment your plans for the Island in your projection. Additionally,we understand from Senator Lavalle that additional Funds may be available Traffic Safety: In response to the concerns of some community members,the ICB has appointed a task force to investigate needs for additional signage at several places on the Island. Once the group has researched the issue,we will be back in touch to request specific changes to enhance safety to traffic and to pedestrians. Trees: The trees planted by the Town are welcome additions to our landscape and yet we note that many are now in great need of thinning and trimming. Recently a teacher at our school walking her dog narrowly missed by a falling branch. The ICB has appointed a board member and resident to identify specific trees that need attention,and we will be sending you this information as soon as it is complete. Over the past 5 years,what percent of the Highway Department's expenditures have been spent on Fishers Island(on average)? 2..Over the past 5 years,how much of the Highway Department's yearly expenditures on Fishers Island has been for capital improvements and major repairs versus salaries and routine maintenance(on average)?How does this compare to other hamlets? We wish to provide you with any information or preparation as may be helpful to put these requests in motion. We will plan to stay in touch as things progress,and we very much appreciate your attention to these needs.
