PO Box 1047 Southold, NY 11971 APR 9 2018 `J Apri 12, 2018 Southold Town Board of Trustees Dear Mr, Kimack: New York Sea Grant neither supports nor ox)poses the development of 1505 Birdseye Road in Orient; the purpose of this letter is to discuss the science-based coastal processes that are occurring on and around this property. The foll8wing assessment can be used to assist both the owner of this lot and those surrounding while determining the most sustainable development options prior to initial construction in Ian effort to avoid costly repairs. On this property, boulders to the east and wf;st play a role in stabilizing the shore. Additionally the beach is composed of larger pebble;s, which will require higher wave energy before experiencing sediment movement, unlike finer materials such as sand. The narrowness ofthe Long Island Sound protects its shorelines from larger ocean waves. Typically, waves in the area are generated by local winds and the buildup of larger waves is prevented by the limited fetch. On average, the wave heights are 0.5 meters, however during storms waves can potentially reach well over one meter, Being that this property is located along the!Long Island Sound, recession and rates of erosion are a main concern. Long-term recession raes for this property's beach can be determined by comparing sequential sets of satellites imagery, It can be assumed that the erosion rate in the near future will be similar to the average rate in the past, However, this can be misleading since severe erosion will not occur gradually. Going through the past 20 years using satellite imagery, the property's beach width tiaturally fluctuates, showing both periods of erosion and deposition. This beach will likely coritinue to fluctuate in width as Long Island is subjected to both winter and summer storm. HowI-ver•, its stability over the past 20 years is encouraging, during which it has survived multiple (storm events, including Superstorm Sandy in 2012. i i This property is situated on a northwestern f'acing shoreline that includes a bluff. These coastal features are, composed of a heterogerrtI.ous mixture of unconsolidated glacial drift; large boulders that have eroded from the moraine are typically found along the shoreline. A. major cause of bluff erosion is undercutting by wave action and the subsequent slumping and collapse. This occurs once the beach lras becorne eroded or during periods of elevated sea levels when waves can cut away at the 'toe of the bluff. The mean tidal range is just over one meter near Orient Point; this again can be much higher during storms due to surge, As aforementioned, the bluff on this property faces northwest; this orientation provides i NEW YORK SVA GRANT fs'r%xirr.Srir°:ter;n flu .i/aar 1,16 Suffolk Halt o SUNY at Stony Brook 0 Stony Brook,NY 1179,16002 0 TEL:mrC31.632.8730 0 FAX.631.632.821E-0 s9b1,onyb@cornell.edu o m miyseagrant.orr, mpinyrd opportunities-n asnsnG=auo xdh t,ornr:l Caoporadvn ot E,wwiJon,ILS.Depa=tmeof Agorkd(uw and V.S Min York Sia Grant Ex(ensinn P:ngrarr pruvidas F.Lat P•nf,iant aid Equal F of Coni mu r nru i.onp crr diq Ca:uuy Cerpuresrva Fatrnsuu AsancmGu=y f fF I a e I I NI r3'kit CI-Alt Cl7(,4'Z^r'. Seatut Nero York some safety from any larger Atlantic Ocean waves that slake their way into the Sound. Sea level rise is another factor to consider, currently iter this area the ocean is rising at a rate of three millimeters per year. Although this rate is srnall, the property owner may want to take this into consideration of their building plans. Vegetation is the main stabilizer of bluffs and plays an important role in slowing erosion rates. Due to the sharp contrast between vegetated and exposed areas, erosion features are easy to seer This property's bluff face is wellIlegetated with mature bushes and trees that are acting to prevent erosion, When more of the bluff face is exposed, a greater percentage of the shoreline will rapidly recede. An unvegetated (bluff could erode at rates as high as 2 meters per year. Although these bluffs and beaches can intr,Ioduce complex dyiiamics, issues related to coastal features can rarely be generalized and typr{-,ally require site-specific studies, This assessment is merely an initial step, if further scie»tific studies are deemed necessary, then an examination of the bathymetry adjacent to the property and more precise calculations of the rate of erosion in this area would be useful. i Sincerely. My client, 1505 Birdseye Road LLC, Carlos Zapata, Member, would like to construct a new dwelling with garage that is less than the permitted 100 foot setback from the top of bank. The top of bank runs west to east a little more than half way across the property. The property continues to rise from the proposed house location to the located top of bank. The slope is well vegetated with an approximate slope at the steepest portion of 23%. At our recent ZBA hearing, the Board wants to consider your input into your protection requirements for the intermittent ponding area, non disturbance and setback recommendations. I thought it best to schedule a second on site meeting where we can see more definitive plans. This should give you the necessary information in response to the ZBA Board. The property tax map number is 1000-17- 1-4. Enclosed find my check in the amount of$50.00, made out to Town of Southold for the pre application visit. Also enclosed is a proposed site plan.
