Sepenoski Jr. Tom Stevenson Mark VanBourgondien Opening: The Agricultural Advisory Committee meeting was called to order at 7:12 pm on September 4, 2019 in the Southold Town Hall conference room. Next Meeting(s): The next regular AAC meeting is scheduled for Wednesday, September 18, 2019 at 7:00 pm in the Southold Town Hall Conference room. Minutes and Administration: Discussion on postponing the acceptance of the July 24, 2019 meeting minutes for a second time. Motion made by Doug Cooper to accept the meeting minutes of July 24, 2019, seconded by John Sepenoski Jr. All in favor, motion passed. Minutes of 8/21/19 were not addressed. Preparation for special Town Board meeting scheduled for September 5, 2019 relating to the Mariculture/Aquaculture amendments to Southold Town Code Sections 280-13 (C) and 280-17 (C). Review Proposed Acquisition of Development Rights:  No new proposed Acquisitions presented to the committee for review. Short discussion on maintaining the confidentiality of properties to be acquired. Committee is aware that the LPC is reviewing 2 or 3 parcels for acquisition.  Letter from AAC to Town Board discussed with possible outcome of a joint meeting between both committees to discuss past and future easement practices.  Suggested that a moratorium be proposed on easements. No action taken.  Discussion on easements that were reviewed by different committee members including the evolution of the easement language used in each progressive year.  The easements filed within the last 10+ years appear to be negative to farming in certain instances. Town of Southold Agricultural Advisory Committee Meeting Minutes of September 4, 2019  Discussion on the flow of funds to purchase development rights from the past to present.  Discussion on buying back development rights on a parcel.  Specific easements read aloud and discussed.  Agreement for committee to design a minimal set of terms for easements  Concern that the Town is not as “Pro-agriculture” as it appears upon review of past easements granted.  Possibility of AAC reviewing the farmland easements. Proposed Agricultural Revisions to Town Code: Review of the draft of the Aquaculture/Mariculture code language to be presented at the special Town Board meeting September 5, 2019 which, if approved, be noticed for a public hearing. Committee to request a formal meeting between the AAC and LPC to discuss and assist with easement issues the AAC feels do not benefit agriculture. Review of Agricultural related Site Plan Applications/Sub-Divisions:  No new applications submitted to the committee for review. Review Proposed zoning changes in Agricultural Districts:  No proposed zoning changes discussed. Local, County, State and Federal Legislation related to Agriculture:  None. Review Applications for structures related to Agriculture on parcels with Town /County owned development rights.  No new applications submitted regarding structures for committee review.
