Opening:
The Agricultural Advisory Committee meeting was called to order at 7:05 pm on August 21, 2019
in the Southold Town Hall conference room.
Next Meeting(s):
The next regular AAC meeting is scheduled for Wednesday, September 4, 2019 at 7:00 pm in the
Southold Town Hall Conference room.
Minutes and Administration:
Chris Baiz suggested postponing the acceptance of the July 24, 2019 meeting minutes.
Motion made by Doug Cooper to postpone acceptance the meeting minutes of July 24, 2019,
seconded by John Sepenoski Jr. All in favor, motion passed.
Dates of 8/28/2019, 9/4/2019 & 9/11/2019 will be recommended to Supervisor Russell for a joint
meeting in executive session between the AAC and the Land Preservation Committee.
Review Proposed Acquisition of Development Rights:
No new proposed Acquisitions presented to the committee for review.
Proposed Agricultural Revisions to Town Code:
Review of the draft of the Aquaculture/Mariculture code language written by Chris Baiz.
1. Purpose is to permit accessory use of land-based direct farm marketing of
aqua/mariculture products from a bona-fide aqua/mariculture farm operation within chapter
280 of the Southold Town Code.

II. Amendment of 280-13 Use regulations allows addition of districts R-40, HD, AHD and
any other residential districts where an owner/operator of a bona-fide,
aquaculture/mariculture farm operator resides.
C. Accessory uses,
o 14. Land-based Direct Farm Marketing of Aquaculture/Mariculture products which
meet the following standards:
(a) For residentially owned parcels less than 80,000 square feet the direct
farm marketing of aquaculture/mariculture agricultural products by an
owner/operator that qualifies as a bona-fide aquaculture/mariculture farm
operation.
(b) such land-based part of the farm operation may include buildings for
adequate storage and required refrigeration by NYS DEC regulations
governing Aquaculture/Mariculture operations in the owner’s rear yard.
An accessory direct farm marketing area i.e. roadside stand,
notwithstanding the code for rear yard only, of up to 100 square feet may
be placed in the front yard. Product available must be 100% from the
grower’s aquaculture/mariculture farm.
(c) for a residentially zoned parcel of a minimum of 80,000 square feet,
which may be owned or leased by the bona-fide aquaculture/mariculture
farm operations owner, shall have the same rights and privileges afforded
the “Farm Stand” (new definition) as is allowed by a bona-fide farm
operation, notwithstanding the “Farm Stand’s” requirement to be adjacent
to, or part of a “farm operation”. The 60/40% split of items offered shall
require that the 60% offered must be grown in its raw (fresh state) or
processed state, including frozen, such as Oysters Rockefeller. The 60%
must be from the owner/operators bona-fide aquaculture/mariculture
operation. The 40% as per “Farm Stand” chapter 72. (See chapter 72).
The supervisors office will type up the Aquaculture/Mariculture code language as outlined for
presentation at the Southold Town Board work session scheduled for Tuesday August 27, 2019 at
9:00am. The goal is to finish the draft and go to the Code Committee meeting the following week.
Letter written by Jim Glover was presented to the Town Board. The Town Board is withholding
comment until the letter is read by the Land Preservation Committee. More information is needed
in order to make any decision.
Committee goal is to attempt to develop a fixed definition of Development Rights Purchased in
order to ensure that Agriculture farmland purchased is left as farmland in perpetuity for the
advancement of future agriculture operations in the Town of Southold.
Past easements were reviewed with the agreement that members would each pick a few
easements to review and make suggestions regarding standardizing easement language.

Review of Agricultural related Site Plan Applications/Sub-Divisions:
No new applications submitted to the committee for review.
Review Proposed zoning changes in Agricultural Districts:
No proposed zoning changes discussed.
Local, County, State and Federal Legislation related to Agriculture:
None.
Review Applications for structures related to Agriculture on parcels with Town /County
owned development rights.
No new applications submitted regarding structures for committee review.
New Business:
Review of Southold Town’s Comprehensive Plan’s Agricultural Chapter.
Goals of the Comprehensive Plan are:
o Set Priorities
o Identify Challenges
o Identify Solutions
Discussion on issues regarding the Lavender Farm in East Marion, Hemp vs. Marijuana
and the differences between each crop.
Discussion about the Cornell Fruit tour, breweries, grape crops.
Adjournment:
