BE IT ENACTED by the Town Board of the Town of Southold as follows:
I. PURPOSE.
The purpose of the amendment is to amend Chapter 34 to reduce the size of the Housing
Advisory Commission.
H. AMENDMENT.
Chapter 34 of the Code of the Town of Southold is hereby amended by removing the struck
through portion and adding the underlined portion to read as follows:
§ 34-6 Housing Advisory Commission established.
A. The Town Board hereby formally establishes a Housing Advisory Commission
to review and make recommendations regarding the Town of Southold Housing
Fund. This Commission would supplant the efforts of the former Affordable
Housing Committee that no longer meets as a working group. This Board will

consist of 10 7 residents of the Town who shall serve without compensation. No
member of the Town Board shall serve on the Commission. The Commission

environment, real estate, banking, building and farming. The Commission may
also seek members who were/are recipients of housing assistance.
II. SEVERABILITY
If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any
court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law
as a whole or any part thereof other than the part so decided to be unconstitutional or invalid.
IV. EFFECTIVE DATE
This Local Law shall take effect immediately upon filing with the Secretary of State as provided
by law.

I do have a notarized affidavit that this has been noticed by the Town Clerk's office, it has been
advertised on the Town Clerk's bulletin board and also on the town website. Also that this has
been noticed in the Suffolk Times and that is all that I have.
SUPERVISOR RUSSELL: Who would like to address the Town Board on this local law?
BOB HANLON: Bob Hanlon, Orient. The Housing,Advisory Commission plays a vital role in
assisting the town in the very complex issue of our critical housing needs. Despite the recent
approval of the Vineyard View project, overall the housing situation is getting worse not better.
The law currently states that the commission shall reflect the diverse membership with
individuals from various geographic locations. And would include a broad representation from
the community, such as landowners, persons with skill and knowledge about the environment,
real estate, banking, building and farming. The law also currently provides for 10 members,,this
will proposal will reduce the number to 7. With the commitment to diversity in the code, it's
hard to fathom how we can cover all those phases even with 10, without reducing the
commission. The town is about to receive an influx of payments into the Southold housing fund
(inaudible) to about $1,000,000.00. We also might have the ability to obtain additional funds
through the States recently passed community housing fund that could permit (inaudible). The
town will need much thought and planning to find sensitive and creative ways to invest these

monies in our community. We need more informed and expert input, not less. I've attended
several meetings of the Housing Advisory Commission and many meetings of other committees
that are charged with assisting the town in planning, legislation and operations. I cannot help but
notice a movement of the town away from letting the committees and commissions carry out the
roles that they were authorized to play. So the question remains, why are we reducing the
number of Housing Advisory Commission members?
SUPERVISOR RUSSELL: I will answer that. Because 10 was unworkable,because we couldn't
get quorums to the meetings. Every year we advertise for people to volunteer for a variety of
committees and we don't really get good responses. We have-difficulty filling seats, we have
difficulty when we do fill the seats with people with busy lives, being able to show up to
meetings on at least a regular basis and it's very difficult to reach quorums. That was one of the
issues, I think one of the challenges here.
COUNCILMAN DINIZIO: Sure.
SUPERVISOR RUSSELL: And with regard to diversity, I completely agree with you. Under the
current committee, everybody is from the east, we haven't been able to find anybody in terms of
geographic diversity from the west, Cutchogue, etc., to apply. But we need names and I would
certainly welcome (inaudible) you would like to submit.
MR. HANLON: 1-have another activity that is consuming my time these days but thanks for the
offer.
SUPERVISOR RUSSELL: Everybody has that,that's the problem.
MR. HANLON: The process of trying to find committee members by putting an ad in the paper
and assuming that's going to draw the right people (inaudible) I think is not really looking far
enough afield. If there were a more concerted effort to enlist the (inaudible) of the various
groups that we discussed earlier in another matter, the community civic associations, the
chambers of commerce, the various associations that represent different business organizations in
the town and solicit them to have representatives from their groups join and in a very active way,
we might have a better chance to get people to take part in these meetings.
SUPERVISOR RUSSELL:- We engage with civic associations all the time and I think you are
aware of the fact that I have been out to a civic association that you used to spearhead
(inaudible), they all know the challenges but people do live busy lives and committee positions
here are very difficult to fill regardless of the subject matter, the reality is, this is one of the
biggest committees we had, we need to reduce the number to at the very least get a number -
where we can at least get four people in the room at one time, given everybody's busy lives.
People have a lot to do, they have families, they have (inaudible). All these things. So trying to
get them in and (inaudible) we do a great deal more than just run ads, we do, we count on
committee people that are part of those committees, they bring people in. We try to generate
interest wherever we can. There's a lot of committee's in town government. We try to fill them
,all as best we can.

A Local Law entitled, "A Local Law in Relation to Amending Chapter 34 Housing Fund, to
Reduce the Size of the Housing Advisory Commission"
BE IT ENACTED by the Town Board of the Town of Southold as follows:
I. PURPOSE.
The purpose of the amendment is to amend Chapter 34 to reduce the size of the Housing
Advisory Commission.
II. AMENDMENT.
Chapter 34 of the Code of the Town of Southold is hereby amended by removing the struck
through portion and adding the underlined portion to read as follows:
§ 34-6 Housing Advisory Commission established.
A. The Town Board hereby formally establishes a Housing Advisory Commission
to review and make recommendations regarding the Town of Southold Housing
Fund. This Commission would supplant the efforts of the former Affordable
Housing Committee that no longer meets as a working group. This Board will
consist of 4-0 7 residents of the Town who shall serve without compensation.No
member of the Town Board shall serve on the Commission. The Commission
shall reflect a diverse membership, with individuals from various geographic
locations. In addition, membership will include a broad representation from the
community, such as landowners, persons with skill and knowledge about the
environment, real estate, banking, building and farming. The Commission may
also seek members who were/are recipients of housing assistance.

II. SEVERABILITY
If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any
court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law
as a whole or any part thereof other than the part so decided to be unconstitutional or invalid.
IV. EFFECTIVE DATE
This Local Law shall take effect immediately upon filing with the Secretary of State as provided
by law.
