Located: 1500 Deep Hole Drive, Mattituck. SCTM# 1000-115-12-21.3 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, the proposed action is recommended as INCONSISTENT with the LWRP. 6.3 Protect and restore tidal and freshwater wetlands. A. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations for all Andros Patent and other lands under their jurisdiction. 1. CAMMANN 1500 DEEP HOLE DRIVE MATTITUCK, NY SCTM#1000-115-12-21.3 Policy 5 & 6 The proposed project consists primarily of the construction of a 2-story addition to an existing 1.5-story dwelling, which will expand the existing dwelling's 876 sf footprint to 1,478 square feet and extend the living space into the upper story. More specifically, the renovation will convert two small existing bedrooms on the first floor into a den and a study and create an upstairs master bedroom. The renovation will thus decrease the existing bedroom count from two to one in the finished dwelling, which is served by an existing 3-bedroom sanitary system located on the landward side of the dwelling and in compliance with the required wetland setbacks set forth by Section 275-3(D)(1)(a). As the addition is to be constructed onto the landward side of the existing dwelling, 14 feet farther from wetlands than the existing dwelling, the project will not encroach further upon wetlands or diminish existing wetland setbacks. And as project mitigation for the additional lot coverage, a drainage system of leaders, gutters, and drywells will be installed to capture and recharge roof runoff, and the proposed masonry pathway will consist of stepping stones with pervious grass joints. Site disturbance and potential runoff will be contained and controlled during construction by a project limiting fence. The project also proposes to restore with native plantings the approximately 2,330 sf portion of the covenanted 25'non-disturbance buffer that was unvegetated at the time of the applicant's purchase of the property in June 2017. By thus maintaining existing wetland setbacks; mitigating increased lot coverage; controlling and recharging potential runoff both during and after construction; and restoring existing nonconforming lawn area with native plantings that will reduce the volume and improve the quality of runoff, the project will protect and potentially improve water quality and protect and restore the quality and function of the adjacent tidal wetland ecosystem associated with Deep Hole Creek, consistent with Policies 5 and 6.
