Main Rd. &Youngs Ave.) Q Telephone: 631 765-1938 Southold, NY 11971 �O �lycou LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Michael Domino, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Assistant Town Planning Director Date: June 18, 2018 Re: Local Waterfront Coastal Consistency Review for MATTHEW STANTON SCTM# 1000-70-4-16 Jeffrey Patanjo on behalf of MATTHEW STANTON requests a Wetland Permit to remove existing fixed dock, ramp, and floating dock; replace with a proposed new 4' wide by 44' long fixed dock supported with 8" diameter posts and thru-flow decking, 30" wide by 14' long aluminum ramp leading to a 6' wide by 20' long floating dock supported with two 10" diameter piles and untreated decking situated in a "T" configuration in approximate location of existing; install 30 lineal feet of coir logs to be placed at entrance to fixed dock along shoreline placed in one row being three logs tall; and the area adjacent to coir logs to be planted with Bearberry or approved native plants acceptable to the Town of Southold Trustees. Located: 2725 Wells Avenue, Southold. SCTM# 1000-70-4-16 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is INCONSISTENT with the Policy Standards and therefore is INCONSISTENT with the LWRP. 6.3 Protect and restore tidal and freshwater wetlands. The applicant has not demonstrated that the following dock standards pursuant to § 275-11. Construction and operation standards have been met. (d) Review and approval of dock applications. Before issuing a permit for a dock structure, the Trustees shall consider whether the dock will have any of the following harmful effects: [11 Whether the dock will impair navigation... in areas of... vessel congestion; Although the dock has received a Wetlands Permit(2109) in 1986, the proposed action extends the dock further into, and exceeds 113 of the waterbody. The Board of Trustees placed a condition on the 2004 approval to transfer the Wetlands Permit to the current owner which states: "that a boat will not be moored any further seaward than the dock". The permitted dock in 1986 was approved at 43.30' in total length. The new proposed dock is 64' in total length. A vessel moored at the terminus could impede safe navigation of the channel. It is recommended that the original condition be upheld. The installation of coir logs is recommended as CONSISTENT. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
