Main Rd. &Youngs Ave.) G Telephone: 631 765-1938 Southold, NY 11971 �O LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Michael Domino, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Date: June 14, 2019 Re: LWRP Coastal Consistency Review for JOHN KATONA SCTM# 1000-43-5-5 Frederick Weber, Architect on behalf of JOHN KATONA requests an Amendment to Wetland Permit#9118 for the as-built new two-story single family 1,912sq.ft. dwelling with 522sq.ft. attached garage, 104sq.ft. seaward side covered terrace with second floor 82sq.ft. deck above, a 30sq.ft. covered entry, and a 385sq.ft. seaward side open terrace with north and east terrace steps to grade for a total building and terrace area footprint of 2,953sq.ft.; remove existing patio and concrete path on water side of dwelling; propose to construct a ±18'x28' (with 3'x3' cut-out easterly corners) patio of-loose laid bluestone pavers in grade on a raised level seaward of the terrace; a low stone wall and informal "boulders" and plantings would be installed to stabilize the grade transition; add an additional 100 cubic yards of fill and 100 cubic yards of topsoil to establish revised grades landward of new low stone wall; construct an outdoor shower on the north side of the dwelling with a privacy fence; two (2) raised pads for A/C units and a front walk; the established 20' wide non-turf buffer is to remain and be perpetually maintained; and the proposed retaining wall around sanitary system will not be constructed. Based on site conditions and the owners requests we would like to make a few amendments to the approved plan. 1- Construct a patio of loose laid Bluestone pavers in grade on a raised level in front of the terrace on the east side (water side) of the house. Based on the height of the first floor(El+11')which was elevated for flood conformance,there would be a significant drop to return to existing grade (El+5'). The owner would like to add this patio (16'x26"+/-) at an intermediate level(El+8.5")to provide a useable area that would form a transition between the finished floor of the house and the existing grade.Informal"boulders"and plantings would be installed to stabilize the grade transition. The 20' wide non-turf buffer would of course be maintained. 2- Construct an outdoor shower against the north side of the house as shown on the attached site plan. 3- Eliminate the retaining wall that was added around the sanitary system in the renewal application. The sanitary system has been installed,inspected and approved by the Suffolk County Department of Health without the requirement of a retaining wall. In reviewing the installed leaching pool heights (top of slab cover El+5'-7"and top of precast leaching pool ring El+5'-2")there is virtually no difference between that height and the existing surrounding grades(northwest property corner El+5.1' and southwest property corner El+5.1').While a retaining wall could be built, on a practical basis it would not retain any outflow from the sanitary system and would be a significant expense to the owner.
