CAMPBELL SCTM# 1000-66-2-12 & 1000-66-2-13 Costello Marine Contracting Corp. on behalf of KATHRYN A. CAMPBELL requests a Wetland Permit to rehabilitate and upgrade an existing driveway located within an existing easement by constructing a 94' long retaining wall, drainage system, placing fill, and resurfacing the driveway with clean gravel. Located: 570 Hippodrome Drive & 500 Hippodrome Drive 10' wide R-O-W, Southold. SCTM# 1000-66-2-12 (Dominant) & 1000-66-2-13 (Servient) The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, the proposed action is recommended as CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. Our proposal is an attempt to secure the property from further slumping of the existing bank face which supports the upland right-of-way. Without the proposed retaining wall the right-of-way will become increasingly unstable. The retaining wall will be located landward of the high watermark in a protected body of water. We are also proposing a drainage system to help control and disburse upland water run-off. The retaining wall will not increase erosion or flooding to other properties. A silt fence and haybales will be used during construction to prevent any construction debris from entering the waterway.
